Any transition to democracy has implications for corruption. This papertakes a contextual and procesual approach to the analysis ofdemocratisation and corruption. It disaggregates some variables wherebydemocratisation can provide the context for the development of corruptionand crime. This paper does not argue democratisation causescorruption and crime. Nor does it argue democratisation does not providethe social space for the reduction of corruption and crime. This paperconcentrates on the areas in which democratisation provides an oftencomplex environment for the development of corruption and crime.  相似文献

Venue surveys can be criticized because they do not attempt to control for response biases, such as the tendency to report having read about any story that seems plausible. Bogus items (fabricated publicity items) are a common way to control for this bias. In two studies we examined whether controlling for this bias changes the relation between exposure to media and prejudice. Based on two actual crimes with quite different media exposure rates, communities were surveyed about their exposure to media surrounding the case and their prejudice toward the defendants. A bogus item was included on each survey. In both studies the correlations between exposure to media and prejudice were significant and remained unchanged when data from respondents who indicated having read about the bogus item were excluded. These findings suggest that, in parallel to the social desirability literature, the response tendency to report awareness of media events does not threaten the validity of venue surveys.  相似文献

The economies of remote Indigenous settlements are dominated by public finances. The current system of governing public finance is highly saturated, fragmented and centralised, and this has a corrosive effect on local governance capability. The political accountability of leaders to their constituents is weakened in favour of an administrative accountability ‘upwards’ to higher authorities. New Public Management reforms have promoted administrative deconcentration, over political devolution, and this has been accompanied by an influx of public servants, Non‐Government Organisations (NGOs) and private contractors, and a decline in Indigenous organisations and local government. The end result in many settlements is a marked disengagement of Indigenous people in their own governance. There is evidence of considerable political capabilities existing within local government electorates. Decentralised financing arrangements can be used to catalyse these capabilities and then address deficits in administrative and technical performance.  相似文献

ABSTRACT

The question whether online social networks allow political challengers equal access to incumbents (equalization) or perpetuate the gaps between candidates (normalization) during an election campaign is central to political science studies. While so far, studies have relied on top-down analyses of citizens’ engagement with politicians’ messages to address the issue, we complemented this method with a bottom-up approach via analysis of independent citizen discussions of the different contenders on Facebook during the 2015 Israeli elections campaign. This approach is particularly relevant to social networks, where citizens are not only consumers but also producers of political information. Our study revealed that, whereas PM Netanyahu's posts attracted the most engagement, indicating normalization, on the citizen discussions realm contenders Herzog and Livni attracted more mentions, as well as Shares, Likes and participants than did PM Netanyahu. In addition, contender Bennett's posts managed to generate more Likes than PM Netanyahu, indicating equalization on the bottom-up level. These optimistic results highlight citizens’ discussion realms as a platform characterized by a more desired democratic discourse than that which can be found on politicians’ pages and emphasize the importance of including this realm in future analyses of equalization versus normalization.  相似文献

Rubrics may be time-consuming to create but they are superior to the usual method of evaluation: a number scrawled at the bottom of an essay without any context, feed-back or feed-forward. The author has used rubrics at Kuwait International Law School since 2012 and found them useful in at least four ways: they allow students to understand what is expected of them before they attempt a task; they take the “mystery” out of marks; they encourage fairness and promote a culture of trust between student and teacher; and they allow the teacher to engage in post-task meaningful discussions with students – they create “teaching moments”. Grading becomes more transparent and the faculty becomes more accountable to their students. A group of law deans adopted the “Singapore Declaration on Global Standards and Outcomes of a Legal Education” in 2013. This article addresses how the values in that Declaration are directly met by the use of rubrics. Transparency, accountability and authenticity in law teaching are all part of the Declaration: this article argues that rubrics deliver all three. The article addresses the research behind rubrics, the connection between the Singapore Declaration and rubrics and some “lessons learnt” from the author’s teaching experiences.  相似文献

This article examines the connections between mental illness and terrorism. Most social scientists have discounted a causal relationship between mental illness and terrorism. This is not necessarily always the case within terrorism studies, the media, or political circles where the psychology of terrorism is often expressed in the language of mentalisms, and theories of pathologisation continue to exist. This article reaffirms the view that apart from certain pathological cases, there is no causal connection between an individual's mental disorder and engagement in terrorist activity. The individual terrorist's motivations can be explained by other factors, including behavioural psychology. However, there may be a connection between an individual engaging in terrorist activity and developing a mental disorder[s]. Certain stressors that occur because of terrorist activity may result in psychological disturbance in terrorist individuals. These factors may partially explain terrorist group instability and should be taken into account when detaining and interrogating terrorist suspects.  相似文献
