Abstract. The role played by Soviet ideology during the perestroika reforms has not been fully analyzed because ideology has not been seen as a structural force influencing Soviet political life. This paper charts the effect that this neglect of ideology has had on some explanations of perestroika and seeks to redress the balance. Various ways of dealing with ideology during perestroika are examined and an alternative approach to Soviet ideology (viewing it as a discourse) is developed. This approach to Soviet ideology shows that it was a vital, but unstable, element of the Communist Party's power. The approach is then applied to the Gorbachev reforms to show how ideology played a crucial part in breaking up the power of the Communist Party of the Soviet Union (CPSU) from 1985 onwards. 相似文献

One of the central claims of public administration is that management matters for the performance of public entities. Quantifying the impact of organizational management is thus central to the empirical evaluation of this claim. Utilizing novel features of the Government Performance Project (GPP), we assess the impact of state‐level management practices on the credit quality of US states. The central challenge—that both the GPP data and bond ratings take the form of ordinal grades—suggests a common solution utilizing multiple indicators of a latent construct (management capacity and credit quality) with appropriate measurement models. After describing the characteristics of the measurement approach, we derive management capacity scores from the GPP data and credit quality scores using bond ratings from the three rating agencies. These derived scores then allow us to test linkages between credit quality of the US states and broad aspects of their relative management capacity. On the whole, we show that financial management capacity influences credit quality, while the evidence is less clear that other forms of management capacity matter. 相似文献

The timing of the decision of local governments to adopt a local sales tax is explored in a duration model with time‐varying covariates. Our framework suggests a set of factors associated with the decision to adopt a local sales tax and we find empirical support for these factors. We also consider whether the adoption by one jurisdiction depends on the adoption by neighboring jurisdictions and find empirical support for interdependency of behavior. 相似文献

This paper presents the first empirical test of innovation type and diffusion in local government. Five types of innovations – one product, three process and one ancillary – were tested in a multivariate model that included environmental, organizational and diffusion variables. The research was conducted on 120 upper tier English local authorities using a multiple informant survey instrument. Results indicate that adoption of innovation is both complex and contingent – different factors drive the diffusion of different types of innovation across upper tier English local government. These findings suggest that further research is required on the interactions of types of innovation in public organizations and that policy instruments developed to assist adoption need to be sensitive to variations between innovations. 相似文献

It is often assumed in the literature on public management reforms that radical changes in values, work and organization have occurred or are under way. In this paper our aim is to raise questions about this account. Focusing on three services in the UK, each dominated by organized professions – health care, housing, and social services – significant variations in the effectiveness of reforms are noted. The available research also suggests that these outcomes have been inversely proportional to the efforts expended on introducing new management practices. The most radical changes have been in housing, where, paradoxically, successive UK governments focused least attention. By contrast, in health and social services, management restructuring has been less effective, despite the greater resources devoted to it. This variation is attributed to professional values and institutions, against which reforms were directed, and the extent to which different groups became locked either into strategies of resistance or accommodation. 相似文献

Abstract. A restatement of an institutionalist theory of law is attempted with particular reference to legal reasoning and legal rights. Use is made of Ota Weinberger's concept of “practical information”, focusing on both its momentary and diachronic aspects. Momentary practical information corresponds to the need to know which conduct is required of us at a given moment. The diachronic practical information becomes relevant whenever we wish to stabilize the practical information and to reduce the likelihood of change regarding our ways of acting. Furthermore, the momentary information is given sense only against the background of the diachronic one. Among the different types of diachronic practical information particular importance is ascribed to legal “institutions” such as contracts and rights. Legal “institutions” are conceived as founded on various sets of rules.
