In this article we discuss the failure of social movement theories to adequately understand and theorize locally based, grassroots social movements like the landless workers movement in Brazil, ‘livability movements’ in third-world cities, and living wage movements in the USA. Movements such as these come to the attention of most social movement analysts only when the activists who participate in them come together in the streets of Seattle or international forums like the World Social Forum. To date, it is the transnational character of these protests that have excited the most attention. Building on scholarship that looks at the link between participatory democracy and social movements, this article takes a different tack. We show how some social movements have shifted their repertoire of practices from large mass events aimed at making demands on the national state to local-level capacity building. It is the local struggles, especially the ways in which they have created and used institutions in civil society through extending and deepening democracy, that may be the most significant aspect of recent social movements, both for our theories and for our societies. Yet these aspects have received less attention, we believe, because they are less well understood by dominant social movement theories, which tend to focus on high-profile protest events. We look at the Brazilian Landless Workers Movement and the Justice for Janitors Campaign in Los Angeles to illustrate the important terrain of civil society as well as the role of community organizing. 相似文献

A crucial yet disputed element in the attempt to regulate sexually oriented businesses has been the negative secondary effects these firms have on nearby businesses and residential communities. This paper addresses a new dimension of the negative effects from such businesses by examining data on administrative and criminal infractions inside a large number of sexually oriented businesses and a comparable group of alcohol establishments. We compare administrative and criminal violations data from the Texas Alcohol Beverage Commission for all adult entertainment clubs (AECs) serving alcohol against a randomly selected sample of bars in the State of Texas. We find that there are important differences between the clubs and bars in 10 of the 23 t-test comparisons. What is more, even though alcohol-related infractions are the most common type of infraction for both AECs and for bars, the number of sex- and drug-related offenses was consistently more prevalent for sexually oriented businesses than for bars. In contrast, the bars have much higher numbers of criminal violations, primarily because of the higher incidence of infractions involving minors. This is in line with the Constitution Act No. 7 year 2004 on water resources, focus on welfare of people and based on the reflection of democracy spirit. Based on the constitution of Local Government Act No. 32 year 2004, the important role to support the achievement of social welfare problems associated with water (ground water), is crucial. However, the Presidential Decree RI No. 36 year 2010 which provides space for the foreigners to invest in water exploitation orientation, and there was interest~politic of law, so the local government at the beginning prioritize on the welfare of the local people turned into the realm of economic interest to revenue for local government. The special issue on the DSM-5 (Diagnostic and Statistical Manual of Mental Disorders, 5th edition, American Psychiatric Association, 2013) in the journal Psychological Injury and Law has considered its changes relative to the DSM-IV-TR (Diagnostic and Statistical Manual of Mental Disorders, 4th edition, text revision, American Psychiatric Association, 2000) from both a clinical utility and scientific point of view. Although the manual did not undergo wholesale change, the changes to diagnostic categories relevant to the area of psychological injuries (especially posttraumatic stress disorder, mild traumatic brain injury, and chronic pain) present both practical and forensic conundrums, complicating clinical and legal work in the area. The articles in the special issue number nine (including the present one), and involve ones on the major psychological injuries, as well as personality. Separate articles deal with forensics and ethics, with a final one considering forensic psychiatric work using the DSMs. The authors collectively indicate that the DSM-5 is rife with utility and scientific difficulties, although it still might be used in practice and for court in the context of careful, comprehensive assessments and critical analysis. More importantly, ongoing and future research should be considered in revising the DSM-5. Some of the articles review in depth the extant research on their topics and all make recommendations that are useful. The articles include those (in order in the special issue) by: Zoellner et al. In recent decades, UK public-sector housing has increasingly been problematised, with government solutions focusing on modernising the sector by transferring ownership of the housing from the public to the voluntary sector through stock transfer. This promises to transform the organisation of social housing by devolving control from local government to housing organisations located within, and governed by, the communities in which they are based. The Scottish Executive's national housing policy of community ownership is the epitome of this governmental rationale par excellence. Drawing upon empirical research on the 2003 Glasgow housing stock transfer, this paper argues that, whilst community ownership is underpinned by governmental rationales that seek to establish community as the new territory of social housing governance, the realisation of these political ambitions has been marred by emergent central–local conflict. Paradoxically, the fragmentation of social housing through the break-up of municipal provision, co-exists with continued political centralisation within the state apparatus. 相似文献

Recent trends like locavorism, green consumerism, and ethical consumption point to a new politics of eating, what is called in this article the new gastronomy, which centers on buying locally, humanely, and sustainably produced foods. However, rather than exemplifying a novel and contemporary turn in food politics, it is argued that the new gastronomy's faith in buying local is linked to an ancient politics of consumption that can be traced back to the Greeks and is grounded in virtue and temperance; and, furthermore, that this is most evident in the new gastronomy's emphasis on the humane treatment of animals. Additionally, the new gastronomy's claim of authenticity with regard to production, distribution, and consumption (for example, artisan, farm to table, etc.) works to veil this traditional politics of eating, lending its supporters a false sense of political progressivism or radicalism. Working from Theodor Adorno's analysis in The Jargon of Authenticity, it is demonstrated that what the local foods movement really offers is a jargon of gastronomic authenticity that claims self-transparency of action and provides a superficial escape from the exploitative reality of late capitalism. Finally, Adorno's critique of ideology and authenticity and his special attention to animals in his work are presented as potential disrupters of bourgeois identity and as a way to strip the ideological surface of this new gastronomy to reveal its complicity with exploitative systems of food production and distribution. 相似文献

The state and civil society in transition: the role of non-governmental organizations in South Korea

This paper presents a framework of the interdependence of various sectors of society and then investigates the development and current status of the civil society sector, specifically the growth of NGOs in South Korea. Recent years have witnessed an increase in public awareness where civil societies have begun challenging states in addressing public issues. The directive state intervention following the Korean War disallowed for a strong civil society, thus restraining the development of significant non-state actors. The 1987 Democratization Movement marked an increase in the activity of NGOs and also the provision of a pathway for citizens to begin engaging in social activity. The repressive apparatus of the state has weakened allowing Korean NGOs to mature in dealing with diverse social issues in the public domain. They have extended the scope of policy-related activities to ensure an environment conducive to the enlargement of public space and the expansion of citizens’ rights. The results of this study indicate that the growth of NGOs is both the result of the demise of authoritarian regimes and further stimulus to the transition solidifying democracy. The challenges for Korean NGOs will be to ply strategic roles as partners of the state in the transitional period. 相似文献
