INITIAL DEVELOPMENT OF A PSYCHOLOGICAL MODEL FOR JUDICIAL DECISION MAKING IN CONTINUING RESTRAINING ORDERS

Probate and family court judges are increasingly called upon to make rapid decisions regarding the continuance of restraining orders. These decisions are often made without the benefit of adequate background information or an awareness of which psychological and behavioral factors are most relevant. This action‐oriented research project develops a model that brings psychosocial factors to consideration for judges making decisions regarding the continuance of restraining orders. While further evaluation of the model is needed, the project's unique methodology highlights the value of interdisciplinary collaboration, multiple methods of inquiry, and the consideration of real‐world needs and constraints in developing decision‐making tools.     

聋哑人犯罪问题初探

近年来，聋哑人犯罪案件呈高发态势，并呈现出团伙化、低龄化和流动化特点。究其原因，除个体存在的缺陷外，主要是由于教育功能弱化、缺少关爱环境、保障机制不健全和打击处理不当所致。因此，预防聋哑人犯罪应当从完善教育体系、营造良好的社会氛围、加大执法打击力度和健全社会保障机制入手。     

Political influence on historical ESA listings by state: a count data analysis

We use count data analysis to examine the influence that a state’s congressional subcommittee representation (with oversight of the US Fish and Wildlife Service) has on the number of species that are added to the Endangered Species Act (ESA) list in each state each year (1973–2004). Explanatory variables include: (1) ecological—species type, NatureServe’s “at-risk” assessment, federal land area, rainfall, and coastal location; (2) demographic—population density, hunting/fishing participation, and farming area; (3) political—League of Conservation Voters’ environmental scores and party affiliation. “Pro-environment” (“pro-development”) representatives appear to have increased (reduced) ESA listings in their states.

Appealed by Asian Bank, Great Mekong River Sub-region was established in 1992 and was basically consist of six parties such as China （Yunnan）, Thailand, Vietnam, Lao PDR, Myanmar and Cambodia. Its cooperation fields basically focus on commodity circulation and investment. Wherein, as an effective method to develop the economic growth in sub-region and to relieve poverty, the agricultural trade is of important significance to strengthen the GMS cooperation further. In 2002, the agreement on the frame of integrally economic cooperation between China and ASEAN was signed by both China and ASEAN to ensure ＂the Early Harvest Plan＂. However, to what degree of the effect can this program exert on Yunnan province by joining in regional economic cooperation is the research purpose in this paper.     

国内缉毒情报研究概述

在我国缉毒情报研究领域,有关缉毒情报概念的提出实际上经历了从毒品犯罪情报→禁毒情报→缉毒情报的发展过程。缉毒情报是指为开展缉毒斗争提供服务和支持的,与毒品违法犯罪活动有关的一切信息及对其进行分析研究的成果。缉毒情报用户研究与情报需求研究是国内研究的空白点。     

Psychological Injury and Law: Editorial on Practice Criteria

The area of psychological injury and law is one that is interdisciplinary, requiring knowledge in multiple areas. Psychologists should acquire the necessary background knowledge before working in it. At the same time, many clinicians encounter these types of cases. Credentialing bodies in states and provinces should consider establishing criteria for working in the area of psychological injury and law. Working groups in each jurisdiction can be established to help create these criteria. The journal Psychological Injury and Law (PIL) and its parent society, the Association for Scientific Advancement in Psychological Injury and Law (ASAPIL), can actively help the field of practicing psychology meet the objectives of this proposal.     

街头官僚理论视角下的服务型政府建设刍议

街头官僚理论研究是西方公共行政学的一个前沿研究领域,关注的焦点是街头官僚的自由裁量权及其政策制定能力,并探讨有效控制街头官僚的途径。以街头官僚理论为视角,对提高我国基层公务员的行政执法能力具有一定的借鉴意义。     

SCREENING, ASSESSMENT, AND REFERRAL PRACTICES IN ADULT CORRECTIONAL SETTINGS : A National Perspective

The use of screening and assessment tools to gauge substance abuse disorders and the risk for recidivism are two widely recommended practices. A national survey of adult prisons, jails, and community correctional agencies was conducted to examine the practices used to place offenders in appropriate treatment services. Study findings indicate that 58.2% of the surveyed respondents report the use of a standardized substance abuse-screening tool, and that 34.2% use an actuarial risk tool. The provision of higher intensity treatment programs, the use of standardized risk tools, and the provision of more community referral services were all independently associated with the use of a standardized substance abuse-screening tool. Because practices vary considerably, agencies desiring to improve correctional programming should consider different dissemination, implementation, and technology transfer strategies.
