Does E‐Government Promote Accountability? A Comparative Analysis of Website Openness and Government Accountability

Under the global pressure of information technology, the adoption of web-based technologies in public administration has created a new government-and-citizen interface. However, whether e-government will unambiguously lead to a more transparent, interactive, open and hence, accountable, government remains a central question. Applying a framework of global pressure effects on bureaucratic change, this paper conducts an empirical study on website openness and accountability in fourteen countries. Even when overall accountability levels rise, the accountability gap between different national bureaucracies often remains intact as web-based technologies typically maintain or reinforce the existing practices. The question of whether e-government promotes accountability depends on what kind of bureaucracy one is referring to in the first place. In the current debate about global convergence and national divergence on the effect of globalization on public bureaucracies, the spread of e-government provides a case of convergence in practice rather than in results.     

Interest group activity and long-run stock market performance

This paper provides evidence that interest group activity is negatively related to aggregate stock market performance. In particular, the findings imply that a one percent increase in the number of interest groups in a country is associated with a reduction in average annual stock market returns of roughly 2–5%, and a reduction in the volatility of annual stock returns of roughly 6–14%. In addition, the findings indicate that many of the same fundamentals that drive economic growth also explain stock market performance.     

An examination of stress hardiness, dysphoria, and anger among police recruits exposed to stressful police academy training

This study examined whether stress hardiness moderates the relationship between stress and anger during stressful police academy training. It was hypothesized that stress hardiness alters the strength of the relationship between stressful circumstances and anger. The study of stress resistance is an important area of study as stress has been linked to behavioral problems (e.g., absenteeism from work), emotional problems (e.g., depression), and physical problems (e.g., coronary heart disease). This research was conducted as part of the doctoral dissertation requirements of Billy J. James at Walden University, Minneapolis, MN     

Guilt Beyond Guilt: From Political Theory to Metaphysics with Herbert Morris

As it is presently conceptualised and applied in criminal law, moral guilt is bound by a narrow, legalistic framework that is rooted in a liberal political philosophy. In this paper, drawing on the work of Herbert Morris, I seek to open up and deepen the concept of moral guilt. I do this through the development of a four‐fold typology of guilt that charts Morris's journey from political theory to metaphysics that includes the following forms: moral‐legal guilt; moral‐psychological guilt; quantum guilt; and metaphysical guilt. In deepening our understanding of moral guilt, the typology compels us to consider alternative conceptions of guilt that would take into account a person who feels guilt not only towards others, but also towards themselves and the world. I argue that Morris's journey has important implications for how we think about the critical relationship between theory and law as well as restorative justice.
