This article reviews federal Reagan-era policies that affected grant-in-aid programs to state and local governments. We find the most important developments in federal aid policies of the Reagan years are twofold—the relative decline in the national government's involvement in domestic affairs and the concomitant rise in the role of the states. The administration achieved these effects by devolving federal authority to states and by reducing grant spending. Reagan's biggest cuts in federal aid outlays came in 1981; in subsequent years, total grant outlays began to rebound, increasing in nominal dollars to levels above those in the Carter years, though still below the high-water mark reached in 1978 in real terms. Medicaid, the largest federal aid program, accounts for most of the overall growth, masking cuts in operating and capital grant programs. Reagan's devolutionary and retrenchment policies are one of several factors we see as contributing to the rising role of states in domestic affairs, a trend we think is likely to continue in the next administration.  相似文献

The article overviews initial findings from a multi-state studyon state implementation of the 1996 welfare reforms. Statesare responding to a law that is somewhat contradictory: it grantsthe states greatly increased fiscal flexibility at the sametime that it sets extensive and elaborate new behavioral requirements.Among the initial findings, one of the surprises is the degreeto which the 1996 reform has promoted "second-order devolution"from states to localities. It has also reinforced and heightenedthe emphasis on "work first, " placing people in jobs as thefirst step in the welfare process with states developing a varietyof innovative approaches in this regard. The most crucial challengenow is the creation of information systems to manage state andlocal welfare and social programs and to track recipients bothduring the time and after they receive cash benefits and socialservices.  相似文献

Why do citizens join German parties? Do specific attributes and abilities play a determinant role in participation in political parties? The German Party Membership Study of 2009 enables us to answer these questions. On the basis of the telephone survey, we will address these issues by way of a systematic comparison of current party members with fellow citizens who never joined a party. For the purpose of analysing the individual-level determinants of joining a party, we use fundamental explanatory approaches to political participation: The socioeconomic standard model, the social-psychological approach, and the general incentives model. The results of our analyses clearly show that social-psychological attributes best explain the decision to join a party. Nevertheless, the findings for the determinants in both the socioeconomic standard model and the general incentives model complete the picture of citizens who are party members.  相似文献

This paper investigates whether five English political parties are differentiating themselves based on the brand personality they are communicating through their websites. The relative brand positions of five English political parties are analyzed using Aaker's brand personality scale. The text from each party website is analyzed using content analysis and a dictionary-based tool. The results are plotted in relation to one another on a correspondence analysis map. We find that the two main dimensions on which parties’ brand personalities differ relate to the trade-offs between communicating competence and communicating sincerity and between communicating sophistication and communicating ruggedness. We find that parties’ brand personalities are distinctive, with the exception of the Green Party, and that the position of one party, the United Kingdom Independence Party, is particularly distinctive. Our research uses Aaker's existing framework for thinking about brand personalities, rather than creating a new framework for politics. By using an existing framework, we are able to use tools developed in other disciplines and show their usefulness for the study of political marketing.  相似文献

Existing research has uncovered a link between religious practice and political ethnocentrism. Religious individuals are relatively inclined to both support policies that benefit their own ethnic group and support political competitors seeking to represent them. These findings are broadly consistent with a large body of literature that examines the relationship between religion and ethnic prejudice. To date, empirical research has concentrated overwhelmingly on Western, Christian contexts. There is, however, reason to believe that Islamic practice may produce more universalistic beliefs and attitudes. This paper examines the relationship between religious participation and political ethnocentrism in Indonesia, this world’s largest Muslim-majority country. Using survey data collected during the lead-up to the 2009 national elections, this paper examines the relationship between religious practice and expressed preference for co-ethnic political leadership. It finds that a respondent’s self-reported level of religious activity strongly correlates with stated preference for co-ethnic leadership. These findings bolster confidence that the relationship between religious participation and ethnocentrism holds beyond Western Christian contexts. For Indonesia, deepening Islamic practice could thus predict a rise in ethnocentrism, threatening the country’s reputation for tolerance.  相似文献

This study presents an innovative field experiment exploring ethnic discrimination in contacts between local public officials and members of Swedish society. Using a correspondence study design, fictitious individuals with Arabic- and Swedish-sounding names contacted Swedish municipalities via email, asking questions about access to preschools. The findings indicate disadvantageous treatment of individuals with Arabic-sounding names in terms of the informal tone of the replies, as Swedish-sounding names were replied to in a friendlier, more welcoming way. Regarding the more formal aspects of the emails – i.e., whether they were replied to at all and the questions posed were directly answered – no statistically significant signs of discrimination emerge (although differences were of some substantial size, to the disadvantage of Arabic-sounding names). Still, informal disadvantageous treatment is sufficient cause for concern and noteworthy in the case of Sweden, considering its reputation as being egalitarian, immigration friendly and democratically well functioning.  相似文献

Both residential mobility and community disadvantage have been shown to be associated with negative outcomes for adolescents generally and juvenile offenders specifically. The current study examines the effects of moving among a large sample (n = 13,096) of previously adjudicated youth (31.6 % female, 41.2 % Black, 16.5 % Hispanic). Additionally, we examine whether moving upward to a more affluent neighborhood, moving downward to an area of greater disadvantage, or moving laterally to a similar neighborhood tempers the effects of residential mobility. We use a combination of analytical techniques, including propensity score matching to untangle the effects of mobility sans pre-existing conditions between movers and non-movers. Results show relocation increases recidivism, irrespective of the direction of the move with regard to socioeconomic context. Moving upward has the most detrimental impact for adjudicated male adolescents, while downward relocations evidenced the largest effect for female youth. Implications for policy and future research needs are discussed.  相似文献
