This article examines a recent New York City health regulation that mandates the compilation and storage of individual medical data from nearly all diabetics in a centralized registry. The authors distinguish this novel registry from prior health registries and scrutinize its potential to compromise individual privacy. In order to address privacy and other concerns, the authors offer suggestions for changes to the current statutory framework of the registry that will also be useful when considering the creation of similar public health registries in other cities.  相似文献

Many comparisons of federal and private sector pay have found large federal pay premiums. Those studies have focused on individuals with similar pay-related characteristics, such as education and experience. Comparisons conducted by the federal government for purposes of determining the pay raises of federal white collar employees, however, find large federal pay disadvantages. Literature suggests that developing empathy for animals will result in caring toward other living things. Empathy is often seen as a key building block of prosocial behavior and can be defined as sharing of another person’s emotions and feelings. In older childhood and adolescence, a lack of empathy may have deleterious consequences, leading to antisocial behaviors. However, children and adolescents who exhibit human and non-human animal aggression have often been witness to animal cruelty in the home. When empathy and prosocial behaviors are not learned in the home, there are alternatives to facilitate that process. This study discusses the development of empathy and prosocial behavior by working with animals through the modalities of humane education, restorative justice, and animal-assisted programs. Each modality focuses on building compassion, caring, responsibility, and kindness with the help of animals. Through these violence prevention programs, children and adolescents can develop empathy, which will decrease the likelihood of future aggression.  相似文献

PurposeThe iris of the eye appears to satisfy the criteria for a good anatomical characteristic for use in a biometric system. The purpose of this study was to evaluate a biometric iris recognition system: Mobile-Eyes?.MethodsThe enrollment, verification, and identification applications were evaluated in a field study for accuracy and reliability using both irises of 277 subjects. Independent variables included a wide range of subject demographics, ambient light, and ambient temperature. A sub-set of 35 subjects had alcohol-induced nystagmus. There were 2710 identification and verification attempts, which resulted in 1,501,340 and 5540 iris comparisons respectively.ResultsIn this study, the system successfully enrolled all subjects on the first attempt. All 277 subjects were successfully verified and identified on the first day of enrollment. None of the current or prior eye conditions prevented enrollment, verification, or identification. All 35 subjects with alcohol-induced nystagmus were successfully verified and identified. There were no false verifications or false identifications. Two conditions were identified that potentially could circumvent the use of iris recognitions systems in general.ConclusionsThe Mobile-Eyes? iris recognition system exhibited accurate and reliable enrollment, verification, and identification applications in this study. It may have special applications in subjects with nystagmus.  相似文献

Adolescents’ religious involvement occurs within a social context, an understudied aspect of which is relationships with peers. This longitudinal study assessed changes in religiosity over 1 year and explored the extent to which these were associated with their friends’ religiosity and problem behavior. The first year sample included 1,010 (52.5% female) Muslim 13 and 15 year old Indonesian adolescents; 890 of these were assessed 1 year later. Adolescents were similar to their friends in religiosity. Changes in religiosity from year one to two were associated with friends’ religiosity such that adolescents with religious friends were more religious at year two than those with less religious friends. Reductions in religiosity were also associated with the presence of problem behavior, consistent with the inverse relationship between these. Peers may play an important role in the development of adolescent religiousness and exploring these influences deserves further study.  相似文献
