This paper examines corporate governance disclosures on the websites of Australian state government departments. The study focuses on the nature and extent of governance information and the ease of finding this information directly on department websites and also in annual reports which are downloadable from websites. Our sample comprises six departments from each of the six states in Australia, giving a sample size of 36 departments. Our findings indicate considerable variability in both the level of disclosure and the accessibility of the information disclosed. The study also highlights a lack of consensus regarding the meaning of governance and what governance comprises, together with the need for a more structured approach to communicating governance information to stakeholders.  相似文献

Despite the multiple usages of star anise, a spice harvested from trees native to northeast Vietnam and southeast China, and notwithstanding its potential as a ‘flex crop’ due to being a key component in the pharmaceutical production of the anti-influenza drug Tamiflu, little is known about who cultivates this spice and how it reaches consumers around the world. Putting commodity chain analysis literature into conversation with recent ‘flex crop’ debates, we analyse the roles of actors along star anise commodity chains originating in rural, upland northern Vietnam. Our qualitative fieldwork reveals the intricate and idiosyncratic nature of these commodity chains upon which ethnic minority cultivator livelihoods depend, and which connect uplands and lowlands through manifold linkages. Cultivators, intermediaries, wholesalers, exporters and marketplace traders are constantly having to renegotiate their positions along these chains to maintain viable livelihoods due to uncertain financial returns and shifting demands. Adding to livelihood insecurities, financial gains have fluctuated wildly over time. The segmented knowledge individuals have of these commodity chains keep many in a vulnerable position, while the Vietnamese state's approach to promoting this commodity as a way to improve local livelihoods is questionable.  相似文献

This paper addresses theoretical issues relating to distributive and procedural justice. Specifically, comparisons are made between interpersonal and intergroup situations. Within the realm of distributive justice, two reinterpretations of the ingroup allocation bias are offered. One reinterpretation states that people show this bias to prevent being exploited by the outgroup. The other reinterpretation states that the bias can be regarded as a measure of the perceived worth of the ingroup in relation to the outgroup. The related issue of the procedure used for allocating resources is addressed by extending Tyler and Lind's (1992) Relational Model of Authority to all ingroup members in both interpersonal and intergroup situations. Reinterpretations and extensions offered in this paper lead to new theoretical insights and to several suggestions and predictions for future empirical research.  相似文献

This paper provides an analysis of the two channels of regional integration: integration via markets and integration via agreements. Given that East Asia and Latin America are two fertile regions where both forms of integrations have taken place, we examine the experiences of these two areas to illustrate our conclusions. There are three related results. First, East Asia has been integrating via the markets long before formal agreements have been in vogue in the region. Latin America, on the other hand, has primarily been using formal regional trade treaties as the main channel of integration. Second, despite the relative lack of formal regional trade treaties until recently, East Asia is more integrated among itself than Latin America. Third, from a purely economic and trade standpoint, the proper sequence of integrations seems to be first integrating via the markets and subsequently via formal regional trade agreements. One interpretation of the relative success of the East Asian approach is that regional trade agreements often serve multiple constituents. Integrating via markets first can be helpful because this can give a stronger political bargaining power to the outward-looking economic-oriented forces within the country.  相似文献

A rapid colorimetric test for the detection of gamma-hydroxybutyric acid (GHB) is described. The ferric hydroxamate test for ester detection has been adapted to detect GHB in human urine samples from a healthy female and a healthy male subject. The assay can be performed within 5 min and with a GHB detection limit of 0.5 mg/ml when 0.3 ml of human urine is used and a GHB detection limit of 0.1 mg/ml when 1 ml of human urine is used. The colored complex indicating the presence of GHB is purple according to the assay conditions. Test results are free from the interference by alcohol, phenolic compounds and other biological chemicals under the assay conditions. In addition, the colorimetric test is free from the potential false-positive test result that could result from physiological concentrations of GHB.  相似文献

Abstract

Discontent over US military bases in Japan’s Okinawa prefecture has long been a prominent “thorn in the side” of US–Japan relations. But what exactly has been the effect of Okinawa’s base politics on the management of the alliance? We examine Okinawa’s significance on the US–Japan alliance—the “Okinawa effect”—in terms of the alliance’s strategic coherence. Through an examination of the post–Cold War history of the base issue, we argue that, while there little to suggest that the Okinawa issue has undermined the alliance’s strategic effectiveness, alliance efficiency in dealing with burden sharing problems has been diminished, at times substantially. While reduced efficiency may often be inevitable in alliances between democracies, this persistent inability to resolve burden sharing disputes in the Okinawan case means that there is still potential for deteriorating efficiency to eventually undermine the alliance’s solidarity and effectiveness.  相似文献

Based on participatory observations of trials and extensive interviews with judges, this article examines the operation patterns of the civil justice process in China and explores the underlying reasons behind. It finds that, despite the reform efforts placing more responsibility on the litigants, the Chinese civil proceeding remains largely inquisitorial. The decline of out‐court investigation is evident, yet judges rely on a limited form of cross‐examination aimed to obtain oral testimony that can be used to justify a decision. This kind of judge‐initiated questioning becomes an inexpensive substitute for the previously labor‐intensive court investigation. The article further argues that the judges do not adjudicate based on whatever evidence presented by the litigation parties, a change mainly attributed to the institutional constraints to which the judges are subject. They respond to the incentives by handling cases efficiently with the minimum possibility of reversal and complaint. The article concludes by offering theoretical implications on the study of comparative legal process more generally.  相似文献
