The political temptations of rationing by insiders

Long waits for goods, services, and jobs to become available still exist in and to the east of Europe. This paper explores the political economy of what has made pervasive rationing an attractive way to cope with shocks in the past. The explanation advanced lies not in the creation of shortage rents for the personal profit of corrupt insiders controlling the production and distribution process. Instead, rationing with queuing is viewed as a “populist” scheme that allows a majority to keep its wages above levels that would clear the labor market while hiding the cost of such a policy, increased unemployment.     

Belief systems concerning the environment: The general public,attentive publics,and state legislators

This paper examines multiple characteristics of belief systems among people at different levels in the policy process using the same measures in the same time period. More specifically, it analyzes belief systems concerning the environment among the general public, several attentive publics, and state legislators in Idaho. The following belief system characteristics are probed: horizontal constraint among specific issue beliefs, and between general environmental orientations and party and ideology; vertical constraint between the general environmental orientation and specific issue beliefs; and the role of general orientations in screening incoming information. Legislators are more likely to connect their environmental beliefs to partisan and ideological orientations. However, attentive and general public respondents do exhibit substantial constraintwithin the environmental issue domain; individual self-placement on a preservationist-developmentalist dimension appears to provide a cohering force in orientations to the environment. While legislators exhibit greater belief connections with general political orientations, the results also suggest an order in the public's beliefs about the environment and in the nature of conflict over the environment.     

“A New Hope for Asia”? Australia,the United States and the Promotion of Economic Development in Southeast Asia

The Colombo Plan and Point Four program were programs that provided technical and economic assistance to the newly independent countries of Southeast Asia. They represented Commonwealth and American attempts to promote economic development in the region. This paper will investigate how these policies, which were framed by US policy‐makers and academics, were adopted in Australia. In so doing, it will demonstrate the ways that development was perceived as an important consideration in the foreign policies of both Australia and the United States. It will also examine the place of these programs in the Cold War and postcolonial world of the 1950s. As this paper will show, the interaction of these factors would affect Australian foreign policy for decades to come, revealing much about the complex nature of the Australian‐American relationship.
