This paper investigates the influence of nationally imposed health targets on current management control practices in New Zealand and Denmark. It reveals how variants of New Public Management (NPM), arising from specific historical socio-political contexts, rise to the challenge of national differences. The study finds that both nations are challenged to ensure data registration procedures produce valid and comparable performance measures. Denmark’s reliance on a single efficiency measure of health sector performance reflects a historic socio-political context that reduces the feasibility of additional measures whereas New Zealand’s context enables the government to impose a more extensive range of health targets. 相似文献

Scaling methods pioneered by Poole and Rosenthal (Am J Polit Sci 29(2):357–384, 1985) redefined how scholars think about and estimate the ideologies of representatives seated in the US Congress. Those methods also have been used to estimate citizens’ ideologies. Whereas studies evaluating Congress typically use a behavioral measure, roll call votes, to estimate where representatives stand on the left-right ideological spectrum, those of the public most often have relied on survey data of stated, rather than revealed, preferences. However, measures of individuals’ preferences and, accordingly, estimates of their ideal points, may differ in important ways based on how preferences are elicited. In this paper, we elicit the same individuals’ preferences on the same 10 issues using two different methods: standard survey responses measured on a Likert scale and a donation exercise wherein individuals are forced to divide $1.50 between interest groups with diametrically opposed policy preferences. Importantly, expressing extreme views is costless under the former, but not the latter, method. We find that the type of elicitation method used is a significant predictor of individuals’ ideal points, and that the elicitation effect is driven primarily by Democratic respondents. Under the donation method, the ideal points of Democrats in the aggregate shift left, particularly for those Democrats who are politically engaged. In contrast, wealthy Democrats’ ideal points shift to the right. We also document effects for Republicans and Independents and find that overall polarization is similar under both elicitation methods. While the effects of simulation-based courses on the knowledge of participating students may be marginal in relation to standard lecture and discussion-based courses, this article argues that the greatest leverage is gained by increasing participating students’ level of interest in the subject of study and in politics more broadly. Participants tend to become increasingly absorbed in their roles and in the politics of the institutions at the center of the simulation. To better consider this possibility, we conducted a survey of students participating in the 2015 Mid-Atlantic European Union Simulation and of appropriate control populations. The survey results indeed suggest that, much more than simply acquiring knowledge about the EU, the simulation experience serves to generate more robust interest in the subject of study. 相似文献

There has been resurgence in evaluation of policy, reflected mostly by an increase in ex ante studies. Although there is a shift towards ex post evaluation, this has been gradual, resulting in a paucity of ex post evaluation literature. To address this gap, we apply a revisionist approach to evaluate a major public sector reform in the Bhutanese civil service. We conclude that it provides a more holistic approach for ex post evaluation policy, and also a more nuanced evaluation which moves us beyond the narrow binary view of success or failure in reform. 相似文献

This article examines two narrative case studies, one biography and one traditional indigenous story, as they inform the dynamics of community, politics, and nationhood for Anishinaabe indigenous people in northern Minnesota. The narratives both provide power and legitimacy to Anishinaabe national identity but inform different political projects of decolonial and postcolonial nationalism, respectively, complicating both settler and indigenous attempts to define indigenous nationhood in a way that is fixed and static. This finding is used to critique the dominant nation-state centric notions of nationhood and to propose alternative modes of understanding nationhood in the context of indigenous politics. 相似文献

If solving the global sanitation crisis lies within Indian borders, then it is important to understand the influence of caste relations on sanitation building and usage. Our ethnography investigated three villages in rural Tamil Nadu where seven separate sanitation interventions had failed. The analysis indicates caste relations played a key role in the failed interventions by creating and reinforcing the means by which caste groups distinguished themselves from each other at the village scale. Issues of cleaning, access to subsidies, latrine design, and purity served to facilitate and limit the processes that enable the everyday, unequal relationships of caste. 相似文献

Research has long linked academic engagement to positive social, psychological, and physical developmental outcomes; however, qualitative studies in high-performing schools find that some students who work hard in school may be compromising their mental and physical health in the pursuit of top grades. Such research calls for closer and more contextualized examinations of the concept of engagement. This study examines academic engagement in a sample of 6,294 students (54 % female; 44 % White, 34 % Asian, and 22 % other racial or ethnic background) attending 15 high-achieving schools. Findings show that two-thirds of students at these schools are not regularly “fully engaged” in their academic schoolwork; that is, they do not regularly report high levels of affective, behavioral and cognitive engagement. Although most students report working hard, few enjoy their schoolwork and find it valuable. This lack of full engagement, particularly the absence of affective and cognitive engagement, is associated with more frequent school stress, higher rates of cheating, and greater internalizing, externalizing, and physical symptoms of stress. The study also finds that full engagement is strongly related to positive teacher-student relationships. Implications for practice and future research are discussed. 相似文献

Experiences with perceived discrimination (e.g., perceptions of being treated unfairly due to race or ethnicity) are expected to impact negatively youths’ prosocial development. However, resilience often occurs in light of such experiences through cultural factors. The current longitudinal study examined the influence of perceived discrimination on the emergence of Mexican American adolescents’ later prosocial tendencies, and examined the mediating role of Mexican American values (e.g., familism, respect, and religiosity). Participants included 749 adolescents (49 % female) interviewed at 5th, 7th, and 10th grade. Results of the current study suggested that, although perceived discrimination was associated negatively with some types of prosocial tendencies (e.g., compliant, emotional, and dire) and related positively to public prosocial helping, the associations were mediated by youths’ Mexican American values. Directions for future research are presented and practical implications for promoting adolescents’ resilience are discussed. 相似文献
