The underrepresentation of minorities in higher education evokes a widely shared sense of urgency among educational policymakers. Allan Oster, president of the American Association of State Colleges and Universities, has described the persistent gap between minority and white participation rates as "[o]ne of the most pressing issues facing higher education today" (American Council on Education, 1988b, p. iv). Eliminating the gap and overcoming the other educational inequalities faced by minorities "is not an option, but a necessity; and the need is not eventual, it is immediate" (Massachusetts Institute of Technology, 1990, p. 14). Failure to take timely and decisive action not only threatens the moral and intellectual integrity of higher education as a whole, but our nation's economic well-being (American Council on Education, 1988b, p. 1). As officials at Smith College so eloquently said, "[i]t is no exaggeration to say that the future of the nation and the future of higher education depend on the ability of the educational establishment to become more inclusive" (Smith College, 1989, preamble).  相似文献

The notion of distinct ‘public’ and ‘private’ spheres underpins much normative and practical engagement with political misconduct. What is less clear is whether citizens draw distinctions between misdemeanours in the ‘public’ and ‘private’ spheres, and whether they judge these in systematically different ways. This paper explores attitudes to political misconduct in France. French citizens are often said to be particularly relaxed about politicians’ private affairs, but there has been little empirical evidence for this proposition. Drawing on original survey data, this paper demonstrates clearly that French citizens draw a sharp distinction between politicians’ public and private transgressions, and are more tolerant of the latter.  相似文献

In the present paper we analyse some of the preconditions for the emergence of democracy in Ancient Greece. For democracy to emerge in Ancient Greece a combination of several enabling factors proved decisive: the development of new military tactic, the phalanx, marked by the appearance of a new type of heavy infantry warrior, the hoplite, who owned individually some property, i.e. land, sufficient to permit him to finance his weaponry and a city-state culture. We describe the emergence of this new type of warrior, link this emergence to the establishment of individual property rights and show how this brought about a military revolution, exemplified in a new tactical formation, the phalanx. We then proceed by showing how the attitudes and learning processes made necessary by this new type of warfare were transformed in the civic values and virtues that shaped democratic institutions. Our thesis can thus be briefly termed as the “military cum city-state” explanation of democracy.  相似文献

Rather than treating them as discrete and incommensurable ideas, we sketch some connections between human flourishing and human dignity, and link them to human rights. We contend that the metaphor of flourishing provides an illuminating aspirational framework for thinking about human development and obligations, and that the idea of human dignity is a critical element within that discussion. We conclude with some suggestions as to how these conceptions of human dignity and human flourishing might underpin and inform appeals to human rights.  相似文献
