NEIGHBORHOOD HOUSING INVESTMENTS AND VIOLENT CRIME IN SEATTLE, 1981–2007*

Despite significant advances in the study of neighborhoods and crime, criminologists have paid surprisingly less attention to the extralocal forces that shape violence. To address this issue, we draw on an emerging body of work that stresses the role of home mortgage lending—a resource secured via interaction with external actors—in reducing neighborhood violence and extend it by addressing concerns that the lending–violence relationship is spurious and confounded by simultaneity. We explore the longitudinal relationship between residential mortgage lending and violence in Seattle with a pooled time series of 118 census tracts over 27 years, and we instrument our endogenous predictors (home mortgage lending and violent crime) with changes in their levels from prior periods. Employing Arellano–Bond difference models, we assess both the effect of mortgage lending on violent crime as well as the effect of violent crime levels on mortgage activity. We find that infusions of home mortgage lending yield reductions in subsequent violent crime; yet the impact of violent crime on subsequent lending is not significant. Results underscore the importance of incorporating external forces such as home mortgage lending into explanations of neighborhood violence.     

Case report: Identification of skeletal remains using short-amplicon marker analysis of severely degraded DNA extracted from a decomposed and charred femur

Applying two extraction protocols to isolate DNA from a charred femur recovered after a major forest fire, a range of established and recently developed forensic marker sets that included mini-STRs and SNPs were used to type the sample and confirm identity by comparison to a claimed daughter of the deceased. Identification of the remains suggested that the individual had been dead for 10 years and the DNA was therefore likely to be severely degraded from the combined effects of decomposition and exposure to very high temperatures. We used new marker sets specifically developed to analyze degraded DNA comprising both reduced-length amplicon STR sets and autosomal SNP multiplexes, giving an opportunity to assess the ability of each approach to successfully type highly degraded material from a challenging case. The results also suggest a modified ancient DNA extraction procedure offers improved typing success from degraded skeletal material.

由于经济增长的差异,新兴市场日益崛起,亚太地区日益崛起,其中中国崛起尤为瞩目。纵观权力转移历史、理论与现实,中国积极寻求融入当前美国主导的国际制度安排,在战略上是正确的,中国成为这一制度的得利较多者,也是满意者和维护者。因此综合长期战略和当前金融危机冲击下的策略,除了积极推动美国对当前制度进行适应性变革外,对于美国目前的困境,中国应该量力积极帮助,共同促进全球经济早日复苏和全球善治,与美国"同舟共济"符合中国战略利益,中国需要战略规划;同时,需要面向未来,准备好美国经济复苏后的策略变化。美国凭其发达的金融业在全球财富再分配中占领制高点,金融业的发展意味着可以在财富的再分配中获得竞争优势,因此中国需要大力发展现代金融业。     

Social Capital and Community Participation in Post-Soviet Armenia: Implications for Policy and Practice

This article argues that the social capital framework used by development agencies in community-driven development projects in post-Soviet countries may not be adequate for analysing conditions affecting community participation. Research in Armenia shows that the availability of social capital in a community may not necessarily translate into participation. The governance environment plays a key role in affecting the nature and forms of community participation and in shaping local institutions in Armenia. The research argues against the ‘cultural’ view of institutional change, which presumes that the main barriers to participation are posed by cultural factors, such as interpersonal trust and the ‘mentality’ of post-Soviet citizens. Development interventions that focus on building social capital as a means to promote community participation may not be effective without addressing broader structural factors affecting participation.     

Comparison of transmission and internal reflection infrared spectra of cocaine.

Comparing the infrared transmission spectrum of cocaine HCl to its attenuated total reflection (ATR) spectrum has raised questions about the use of ATR spectra for forensic drug analysis. Whenever infrared spectra are collected using different modes or sample preparation methods, small variations in peak intensity ratios or peak positions are possible. These variations in infrared spectra are small and do not interfere with qualitative analysis, but they can cause confusion when unrecognized as normal effects of the different spectroscopic techniques. Comparison of the absorption and ATR spectra of cocaine hydrochloride illustrates the type of differences that can be expected. These differences are explained by the fundamental differences in the collection techniques. For the best quantitative results, only spectra collected by the same technique should be compared.
