In pursuit of a healthier and participatory democracy, scholars have long established the positive effects of social capital, values derived from resources embedded in social ties with others which characterize the structure of opportunity and action in communities. Today, social media afford members of digital communities the ability to relate in new ways. In these contexts, the question that arises is whether new forms of social capital associated with the use of social media are a mere extension of traditional social capital or if they are in fact a different construct with a unique and distinct palette of attributes and effects. This study introduces social media social capital as a new conceptual and empirical construct to complement face-to-face social capital. Based on a two-wave panel data set collected in the United States, this study tests whether social capital in social media and offline settings are indeed two distinct empirical constructs. Then, the article examines how these two modes of social capital may relate to different types of citizenship online and offline. Results show that social media social capital is empirically distinct from face-to-face social capital. In addition, the two constructs exhibit different patterns of effects over online and offline political participatory behaviors. Results are discussed in light of theoretical developments in the area of social capital and pro-democratic political engagement.  相似文献

An embryonic literature exists on policy failures by the Australian Government, which has examined inter alia the Home Insulation Program, the Green Loans Program, the Building the Education Revolution, and the macroeconomic stimulus package following the global financial crisis. This article contributes to this literature by considering the introduction of the Mineral Resources Rent Tax (MRRT) and its subsequent performance in terms of revenue. We evaluate the implementation of the MRRT using theoretical insights from the policy analysis literature and attempt to draw some broader public policy “lessons”.  相似文献

International organizations (I0) have centralized their public communication to a large extent over recent decades by undertaking a broader codification of communication tasks as well as a departmentalization of these tasks within units of IO bureaucracies. The paper provides the first systematic analysis of this important development in institutional design using a novel data set on the organization of public communication in 48 IOs between 1950 and 2015. It identifies self-legitimation as a key driver of centralization in the face of increased levels of politicization, that is, public awareness and activism directed at IOs. Empirically, the study suggests that the centralization of public communication significantly increases as transnational civil society organizes and gains access to IO decision-making. Further, politicization in terms of contentious activism and public scandals substantially accounts for varying levels of centralization across IOs.  相似文献

One main source of sexual socialization lies within family interactions. Especially sexuality-specific parenting may determine adolescents’ sexual development—adolescents’ sexual behavior and sexual risk behavior, sexualized media consumption and permissive sexual attitudes—to a significant extent, but different ideas exist about how this works. In this longitudinal study, we examined two hypotheses on how sexuality-specific parenting—parenting aimed specifically at children’s sexual attitudes and behaviors—relates to adolescents’ sexual development. A first buffer hypothesis states that parents’ instructive media discussions with their children—called instructive mediation—buffers the effect of sexualized media consumption on adolescents’ sexual attitudes and behavior and, vice versa, the effect of adolescents’ sexual attitudes and behavior on sexualized media consumption. A second brake hypothesis states that parents, by communicating love-and-respect oriented sexual norms, slow down adolescents’ development toward increased sexualized media use, permissive sexual attitudes, and sexual behavior and sexual risk behavior. Using four-wave longitudinal data from 514 Dutch adolescents aged 13–16 years (49.8% female), we found evidence to support a brake effect. More frequent parental communication of love-and-respect oriented sexual norms was associated with less permissive sexual attitudes and, for boys, with less advanced sexual behavior and a less rapid increase in sexual risk behavior. Parents’ instructive mediation regarding adolescents’ sexualized media consumption was associated with less permissive sexual attitudes at baseline, but only for girls. No systematic evidence emerged for a buffer effect of parents’ instructive mediation. In conclusion, although our data seem to suggest that parent–child communication about sex is oftentimes “after the fact”, we also find that more directive parental communication that conveys love-and-respect oriented sexual norms brake adolescents’ move toward sexual maturity.  相似文献

In der Tradition von Alexis de Tocqueville wird zivilgesellschaftlichen Vereinigungen eine essentielle Bedeutung in der zwischenmenschlichen Vertrauensbildung zugeschrieben. Ziel des vorliegenden Beitrages ist es, den Zusammenhang zwischen Vereinsengagement und generalisiertem Vertrauen differenzierter zu betrachten und empirisch für die Schweiz zu untersuchen. Dabei werden sowohl das Engagement in verschiedenen Organisationstypen (brückenbildende vs. abgrenzende und isolierte vs. verbundene) als auch die vereinstypusunabhängige Integration miteinander verglichen. Empirische Analysen auf Basis aktueller Daten des Schweizer Freiwilligen‐Monitors 2007 kommen dabei zu dem Schluss, dass entgegen weitverbreiteter Meinung die Vertrauensentwicklung in der Schweiz weniger vom Engagement in spezifischen Vereinen abhängt, sondern vielmehr dem Ausmass der persönlichen Integrationsbereitschaft geschuldet ist. Von entscheidender Bedeutung für die Vertrauensentwicklung ist also nicht die Qualität der hier untersuchten einzelnen Vereinigungen, sondern die Quantität des persönlichen Engagements.  相似文献

Although peer victimization is of major concern and adolescents spend increasing amounts of time on the Internet, relatively little is known about the psychosocial antecedents and consequences of online victimization. The main aim of this study was to compare the psychosocial antecedents and consequences of online versus real-life victimization. More specifically, the bidirectional relationship between online and real-life victimization on the one hand and psychosocial problems (i.e., loneliness and social anxiety) on the other was examined. In addition, the moderating role of online aggression in the relationship between online victimization and subsequent psychosocial problems was studied. This prospective study, consisting of three annual measurements, was conducted among a sample of 831 adolescents (50.3 % girls) aged 11–15, of which most (80.2 %) had a Dutch ethnic background. The results indicate a unidirectional relationship whereby loneliness and social anxiety predict an increase in latter online victimization rather than the reverse. A bidirectional relationship was found for real-life victimization: loneliness (but not social anxiety) predicted an increase in latter real-life victimization, which in turn predicted an increase in subsequent social anxiety (but not loneliness). No moderating effects of online aggression were found. The findings of the present study suggest that negative online and in real life peer interactions have a differential meaning for, and impact on adolescents’ well-being.  相似文献

International development cooperation is undergoing fundamental changes. New – or often re-emerging – actors have gained importance during the past two decades, and are increasingly challenging the traditional approach to development cooperation associated with the members of the Development Assistance Committee of the oecd. Their supposedly alternative paradigm, ‘South–South cooperation’ (ssc), has been recognised as an important cooperation modality, but faces contradictions that are not too different from those of its North–South counterpart. ssc providers are highly heterogeneous in terms of policies, institutional arrangements, and engagement with international forums and initiatives. This article contributes to current debates on ssc by mapping the diversity of its actors – based on illustrative case studies from the first and second ‘wave’ of providers – and by presenting and discussing some possible scenarios for the future of ssc within the international aid system.  相似文献

The concept of legitimacy has been highly influential in policy recommendations concerning state building in ‘fragile states’. Indeed, depending on how ‘legitimacy’ is conceived, the actions and practices of state builders can differ substantially. This article discusses what is at stake in the conceptualisation of ‘legitimacy’ by comparing the academic literature with the normative production of the oecd. Looking at two approaches to legitimacy – the institutionalist or neo-Weberian approach focusing on institutional reconstruction, and the social legitimacy approach emphasising the importance of social cohesion for successful state building – the article shows that both these conceptions are present in most reports, but also that the neo-Weberian approach tends to prevail over the social legitimacy perspective. Through a series of interviews with oecd officials and scholar-practitioners who have participated in the writing process of oecd reports, we hint, finally, at future research avenues on the social conditions of knowledge production and its normalisation.  相似文献

School districts are faced with the challenge of how best to serve the needs of a growing homeless student population. As the numbers of homeless children and youth continue to rise, it is imperative for educators and others to understand the experiences of unaccompanied homeless youth. A qualitative research project was undertaken to obtain the perspectives of six high school students experiencing homelessness. These perspectives illuminate the various and multiple factors intersecting with student's educational lives. Their narratives uncovered the following themes: (a) Homelessness as a misnomer, (b) Homelessness is not a choice, (c) Caring adults, and (d) Student agency. Their counternarratives challenge adults working with unaccompanied homeless youth to rethink and reimagine the manner in which homelessness is understood and framed; this is especially critical in educational spaces. Schools often are the primary contexts in which youth spend their time and can be instrumental to providing youth experiencing homelessness with the support and resources they identify as being critical to their educational engagement and success.  相似文献
