Federal Dynamics in Canada, the United States, and Switzerland: How Substates' Internal Organization Affects Intergovernmental Relations

This article argues that internal substate dynamics can systematicallyaccount for the organization of intergovernmental relations(IGR) in dual federal systems. Whereas majoritarian executive-legislativerelations tend to weaken the institutionalization of intergovernmentalarrangements (IGAs), power-sharing executive-legislative relationstend to facilitate it. Two of the mechanisms at work serve toillustrate this point. Given one-party majority cabinets, completegovernment alternations strongly alter actors' interest constellationsover time, thereby increasing the costs of maintaining stablecross-boundary IGR. Moreover, the heavy impact of a potentialelectoral loss induces politicians to shift blame to other governments,thereby undermining cross-boundary cooperation. Majoritariandynamics also weaken integration between IGAs. Furthermore,integration is weakened by compulsory power-sharing structuresunbridged by party ties. In contrast to noncompulsory partycooperation, such internal constitutional divides easily underminethe setup of strong interorganizational linkages.

Knowledge of police and court procedures and respect for the law a survey

Data were collected measuring knowledge of procedures and civil liberty protections in the juvenile justice system. In addition, questions from the Rundquist-Sletto Respect for Law Scale were used to assess attitudes toward the system. Three hundred ninety-six subjects, selected through stratified random sampling, were instructed to answer twenty-eight forced-choice questions on procedures and six Guttman-type scale questions on attitudes toward authority, all presented in the context of a brief scenario. Subjects were also asked to indicate age, sex, race, and previous arrest. Several questions were identified as applications of the Miranda decision, and the hypothesis was confirmed that these would be most often answered correctly by all subjects.A brief survey of the development of a separate juvenile justice system is presented. The authors concluded that by relying on informal channels of communication about its role, the court does not meet its obligation to educate the public.     

Which Types of Environmental Management Systems Are Related to Greater Environmental Improvements?

While there is little empirical evidence to demonstrate which types of environmental management systems (EMSs) are associated with greater environmental improvements, governments worldwide are encouraging facilities to adopt them. This research compares the environmental performance of facilities that adopt ISO 14001–certified EMSs, complete (noncertified) EMSs, and incomplete EMSs across multiple environmental media. The authors analyze these relationships for manufacturing facilities in seven countries using a two‐stage model to control for selection bias. Findings indicate that the adoption of all types of EMSs is related to improved environmental performance in an international setting. However, ISO 14001–certified EMSs are associated with environmental improvements to a broader array of environmental media. These findings offer important implications about which types of EMSs have greater promise as voluntary environmental governance tools.     

Mothers Affected by Domestic Violence: Intersections and Opportunities with the Justice System

Secondary analysis from two qualitative studies was used to explore the interactions of mothers exposed to intimate partner violence (IPV) with the justice system. Results were categorized according to three key themes: (a) negative interactions within the justice system, (b) positive interactions within the justice system, and (c) recommendations for an improved justice system response to domestic violence. Overall, findings suggested that mothers affected by domestic violence are confronted with negative attitudes and ineffectual practices within convoluted bureaucratic criminal justice systems, leaving many feeling revictimized. Despite the negative aspects of the legal system, women in both studies cited positive examples of feeling comforted, validated, and even empowered by the actions of the specific service providers. The findings of both studies underscore the need for greater efficiencies within the justice system and mandatory training for service providers, making it easier for women who have left their abusers to access appropriate support services, as well as the importance of affirmational support particularly when it can be provided by a peer with shared experiences. Future research is needed to guide the development of interventions that will limit the impacts of IPV exposure on child developmental outcomes.     

Assessment of Post-Traumatic Stress Disorder: Differences in Standards and Practice between Licensed and Board-Certified Psychologists

The purpose of this study was to examine the current diagnostic standards and assessment practices of psychologists when diagnosing post-traumatic stress disorder (PTSD). A web-based survey was employed to gather information on opinions and assessment practices of psychologists who were either licensed with no board certification, board certified in clinical psychology, or board certified in forensic psychology. Significant differences were found between the three groups of psychologists in frequency of inclusion of Diagnostic and Statistical Manual–Fourth Edition–Text Revision Criterion A, in use of recommended collateral information sources, in use of assessment methods or types of recommended instruments, and in assessing for over-reported PTSD symptoms. Results indicated that board certification status had significant impact on psychologists’ diagnostic standards and assessment practices related to PTSD.
