This paper argues that there is an emerging trans-regional security complex reaching from Russia through Central Asia to China. Shared security norms have resulted in statist multilateralism, that is, state-directed cooperation on shared interests while closely guarding distinct identities and specific political features. The paper outlines member states' key political values and shows how they ‘framed’ shared understandings about security. It then explains how security norms inform the institutional designs of the two main multilateral security organisations thereby directing the nature of cooperation, testing the argument in two key conflicts: in Kyrgyzstan and Afghanistan. 相似文献

The objectives of this study were to test the predictive power of self-control theory for delinquency in a Chinese context,
and to explore if social factors as predicted in social bonding theory, differential association theory, general strain theory,
and labeling theory have effects on delinquency in the presence of self-control. Self-report data were collected from 1,015
Chinese secondary school students (463 boys and 552 girls) in Hong Kong aged between 14 and 19. Bivariate results showed that
low self-control is correlated with delinquency in the Chinese setting. We also found that low self-control is linked to a
range of negative social conditions in Chinese adolescents, including disrupted social bonds, delinquent association, deviant
definition, educational under-achievement, coercive parenting, negative school experiences, negative relations with peers,
stressful life events, and labeling by parents and teachers. However, contrary to self-control theory and many previous studies
based on Western samples, self-control fails to predict delinquency when social variables are controlled for among Chinese
adolescents. The effects of social factors on delinquency remain significant net of self-control. This suggests that it is
the combination of self-control and social factors in the prediction of delinquency that might be variant across cultures.
These findings from adolescents from Hong Kong only partially support the culture-free thesis of self-control theory. The
implications of Chinese cultural forces on the influence of self-control merit closer attention.

Recent challenges and errors in fingerprint identification have highlighted the need for assessing the information content of a papillary pattern in a systematic way. In particular, estimation of the statistical uncertainty associated with this type of evidence is more and more called upon. The approach used in the present study is based on the assessment of likelihood ratios (LRs). This evaluative tool weighs the likelihood of evidence given two mutually exclusive hypotheses. The computation of likelihood ratios on a database of marks of known sources (matching the unknown and non-matching the unknown mark) allows an estimation of the evidential contribution of fingerprint evidence. LRs are computed taking advantage of the scores obtained from an automated fingerprint identification system and hence are based exclusively on level II features (minutiae). The AFIS system attributes a score to any comparison (fingerprint to fingerprint, mark to mark and mark to fingerprint), used here as a proximity measure between the respective arrangements of minutiae. The numerator of the LR addresses the within finger variability and is obtained by comparing the same configurations of minutiae coming from the same source. Only comparisons where the same minutiae are visible both on the mark and on the print are therefore taken into account. The denominator of the LR is obtained by cross-comparison with a database of prints originating from non-matching sources. The estimation of the numerator of the LR is much more complex in terms of specific data requirements than the estimation of the denominator of the LR (that requires only a large database of prints from an non-associated population). Hence this paper addresses specific issues associated with the numerator or within finger variability. This study aims at answering the following questions: (1) how a database for modelling within finger variability should be acquired; (2) whether or not the visualisation technique or the choice of different minutiae arrangements may influence that modelling and (3) what is the magnitude of LRs that can be expected from such a model. Results show that within finger variability is affected by the visualisation technique used on the mark, the number of minutiae and the minutiae configuration. They also show that the rates of misleading evidence in the likelihood ratios obtained for one of the configurations examined are low. 相似文献

ABSTRACTThis study used data from an in-person paper-and-pencil climate survey administered to students in a random sample of classes at a four-year southeastern university. Respondents (N = 248) left unsolicited qualitative comments on the survey (N = 540). Grounded theory was used to determine if themes existed among them. Questions on school safety, rape myths, and resource knowledge prompted the most unsolicited comments (n = 111). Comments centered on clarification or opinions. Given the survey was adapted from a prior climate survey, unsolicited comments highlight areas of clarification and improvement for future iterations of climate surveys. Literature on Canada-United States (US) counter-terrorism (CT) cooperation from the early 2000s presumed that Canadian CT policy was driven by US security imperatives and fear, leaving little room for Canada to develop its own path in fighting terrorism. It presumed that: the Canadian government was more worried about the US reaction to terrorism than terrorism itself; Canadian security policy sought to be “separate but cooperative”; and Canadian policy was informed by “wise” understandings of the US. We argue these assumptions no longer hold. Since 2011, with the rise of the Islamic State and foreign fighter activity, the Canadian government took independent steps to address national security concerns in a multilateral environment. We use process tracing to track evolutions in the Passenger Protect Program (Canada's “no-fly list” policy), showing how Canada has increasingly asserted agency in response to violent extremism. It suggests the prior scholarly consensus on the US role in Canadian CT policy must be rethought. 相似文献

While the Class Action Fairness Act (CAFA) establishes a bright-line jurisdictional amount in controversy for removing cases from state to federal court, calculating that quantitative threshold in practice is a fraught and heavily litigated exercise. This article examines removals under CAFA to show the substantial lack of clarity in how state-law causes of action and damage claims interact to reach the jurisdictional threshold. It compiles cases illustrating the challenges surrounding removal litigation that flow from these uncertainties, particularly in how the structure of CAFA incentivizes defendants to chain together tail-event precedent to inflate theoretical amounts in controversy. It then applies a Coasean analysis to suggest these uncertainties impede efficient resolutions to litigation. Finally, it suggests a series of practical amendments to CAFA and its interpretive case law that would provide clarity, decrease forum-selection litigation, and enhance the efficacy of class litigation. 相似文献
