All cases of assaults with violence (n = 1639) from a well defined area were registered for 1 year. A positive alcolmeter test (% greater than 0.2) was registered in 488 cases (29%). A further 216 patients (13%) were found under the influence of alcohol according to a simple clinical judgement. In nine of ten manslaughter and murder cases alcohol was involved. Young men, 19-29 years of age, comprised the majority of victims. Of the episodes of violence 66% took place during the weekend. In 250 cases the alcohol concentration surpassed 1.5%. Almost 50% of the violence episoded took place in or around restaurants. Blunt violence was concerned in 73% of the episodes. Gunshot was registered in five cases, stabbings in two cases.  相似文献

Much analysis has pointed to the impact of interest organisations on policy-making. This paper focuses on the importance of interest organisations at the mass level. The sympathies of citizens for parties and interest organisations are compared, and it is shown (a) that organisations more often than parties are 'neutral objects'; for the citizens and (b) that most citizens — even members of the organisations — rate parties higher than they do interest organisations. Finally, it is shown that organisational membership only has a small impact on political views in a policy field (labour market relations), which should be highly relevant for the organisations. In sum, interest organisations have hardly at the mass level replaced parties as main objects of affection and orientation.  相似文献

This article describes an investigation of illicit drugs at street level in six selected police districts in different regions of Denmark. The investigation was carried out during a 6-year period from 1995 to 2000. During the period, a total of 1244 samples were examined, as about 200 samples were seized each year. A total of 94% of the seized samples were familiar drugs: heroin base, heroin hydrochloride, cocaine hydrochloride and amphetamine sulphate. Only 2% of the samples contained designer drugs. From having constituted 53% of the samples in 1995, the frequency of heroin base fell during the period to 27% of the samples in 2000. The frequency of heroin hydrochloride was unchanged. In the same period, the frequency of cocaine hydrochloride increased from 10% of the samples in 1995 to about 25% of the samples in 2000. Apart from a few exceptions, cocaine had the same extension in all regions of Denmark after 1996. Amphetamine was more frequent in the west of Denmark, while heroin hydrochloride was more frequent in central Denmark. The purity of heroin base was lower in the period 1997-1999 than in the other years. During the entire period, the purity of cocaine hydrochloride and amphetamine sulphate fell, while the purity of heroin hydrochloride was unchanged. No significant differences between the various regions of Denmark were detected during the period in the purity of heroin hydrochloride, heroin base, cocaine hydrochloride or amphetamine sulphate. MDMA was the most frequent designer drug, but other types of designer drugs such as MDA and MDE and the less common PMA, PMMA and MBDB were also found.  相似文献

In the negotiated economy an essential part of the allocation of resources is by definition conducted through institutionalized negotiations between independent decisionmaking centres in state, organizations and corporations. Institutionalized creation of consensus via campaign institutions and forced compromise via negotiating procedures and decisions are central characteristics of the negotiated economy. The article includes evidence to the fact that the present Danish economy is a negotiated economy. During a long historical process, a multi-centred and pluralist political structure has been formed and simultaneously the discursive and institutional basis for co-ordination of decisions made in autonomous organizations has been created. It is shown how today's wages policy, labour market policy, public expenditures policy and industrial policy are characterized by negotiation-based economic processes. It is argued that this historical development has far-reaching theoretical consequences. The institutional conditions presupposed in traditional economic theory for the ideal of optimal allocation of resources is enshrined in the constitutional interpretation of the distinction between the authority of the sovereign state and civil society. As a result of the evolvement of the negotiated economy these institutional conditions no longer exist. This development has made a myth of the ideal of optimal allocation of resources and challenges the interpretation of rationality in traditional economic theory.  相似文献

Based on data disclosing differential treatment of regulated companies, this article shows that it is important to look at the implementation phase as well as the political decision-making phase when one talks about distribution of power in Western democracies. Doing so gives a more nuanced picture of the distribution of power. However, explaining differential treatment throughout the implementation phase with variation in the possession of different power resources gives a more or less kaleidoscopic picture and calls for a complex theory of power. Local economic strength, networks, knowledge and organizational similarity do lead to more lenient regulatory inspection, but the effect depends on whether the company is public or private. Therefore, to have power and influence, one must possess the right resources, understand how to use them and be able to handle the fact that people might expect something different from you than they expect from others – not because of what you do, but because of who you are.  相似文献

This article argues that the United States government should be acting rapidly to decrease the risks the country is running in cyberspace. While the private sector has a critical part to play in enhancing the country's cybersecurity posture, the government also has a necessary role. It is on the government's role that this article focuses. The article begins by discussing the characteristics of cyberspace. Next, the challenge of cybersecurity is explored through a risk management model that addresses, in turn, threats, vulnerabilities, and potential consequences. Finally, the article lays out some of the characteristics of an effective government response, which help to illuminate a few of the strategic and organizational challenges that will have to be overcome to improve the country's security in the cyber realm.  相似文献

We examine the extent to which social networks among indigenous peoples in Mexico have a significant effect on a variety of human capital investment and economic activities, such as school attendance and work among teenage boys and girls, and migration, welfare participation, employment status, occupation, and sector of employment among adult males and females. Using data from the 10 percent population sample of the 2000 Population and Housing Census of Mexico and the empirical strategy that Bertrand, Luttmer, and Mullainathan (2000) propose, which allows us to take into account the role of municipality and language group fixed effects, we confirm empirically that social network effects play an important role in the economic decisions of indigenous people, especially in rural areas. Our analysis also provides evidence that better access to basic services such as water and electricity increases the size and strength of network effects in rural areas.  相似文献
