Local government reform in South Africa: An analysis of financial management legislative compliance by municipalities

South African local government has undergone radical transformation. The reform process included a local government financial management best‐practice technical assistance programme (MFMTAP) targeting financial management and especially budget quality reform. Dollery and Graves (2009) earlier examined the efficacy of the South African National Treasury (NT's) municipal budget funding compliance technique for measuring adherence to the Municipal Finance Management Act's (MFMA) budget funding requirements using a single metropolitan municipality case study. This article further evaluates the robustness and validity of the funding compliance instrument as a reform performance measurement tool by comparing the results of four geographically and demographically different municipalities. Also introduced is a performance ‘trend’ instrument similar to a ‘Likert scale’ for comparing municipal performance. Optimal tax revenue theory is invoked to examine this key revenue variable for producing a compliant budget. The article finds the ‘budget funding’ reform component of the Best‐Practice Technical Assistance (BPTA) programme presently ineffective and unsustainable. Militant Antifascism: An Alternative (Historical) Reading

This article offers an alternative historical reading of militant antifascism and argues that application of the “gang” designation is overly reductionist. Whilst there is a historical connection between “gangs” and militant antifascism, and militant antifascists do engage in “gang” behaviors, a “gang” designation pays no attention to the multiplicities of militant antifascism; its transnational evolution and character; and above all, the ideological motivations of the antifascists themselves.     

Parallel narratives: resistance strategies of low-wage female hospitality workers and nineteenth-century black enslaved females

This research explores control and gendered resistance strategies of female low-level hospitality workers and nineteenth-century black enslaved females by linking resistance patterns in historically documented slave narratives with oral narratives of current female hospitality workers. Emerging narratives document parallel stories of oppression, abuse, devaluation, and exploitation and focus awareness on the subordinate position of low-level workers in an oppressor/oppressed relationship. Functioning under two different economic systems, slavery and capitalism, these low-level workers’ narratives allow similar patterns of resistance to surface and help us expand our understanding of worker exploitation, female resistance, and narrative as possessing liberatory potential.     

Explaining the Association between Early Adversity and Young Adults’ Diabetes Outcomes: Physiological,Psychological, and Behavioral Mechanisms

Previous studies have documented that early adversity increases young adults’ risk for diabetes resulting in morbidity and comorbidity with adverse health conditions. However, less is known about how inter-related physiological (e.g., body mass index [BMI]), psychological (e.g., depressive symptoms), and behavioral mechanisms (e.g., unhealthy eating and sedentary behavior) link early adversity to young adults’ diabetes outcomes, although these mechanisms appear to stem from early stressful experiences. The current study tested the patterning of these longitudinal pathways leading to young adults’ diabetes using a nationally representative sample of 13,286 adolescents (54% female) over a period of 13 years. The findings indicated that early adversity contributed to elevated BMI, depressive symptoms, and stress-related health behaviors. The impact of these linking mechanisms on hierarchical diabetes outcomes (i.e., prediabetes and diabetes) remained significant after taking their associations with each other into account, showing that these mechanisms operate concurrently. The findings emphasize the importance of early detection for risk factors of young adults’ diabetes in order to minimize their detrimental health effects.     

Buried in the unremissive ground: reading Richmond's subterranean signs

Like the forgotten memories of seminal events that purportedly lurk in the mind's subconscious, the buried substrata of a city can contain unresolved pasts, forgotten incidents that have shaped the present. And like memories, these buried artifacts can be painful once unearthed. Using Richmond, Virginia as a case, this article explores how the public reaction to a city's buried past serves as a map to the social worth of its citizens. Modern reactions to what is underground signal the relative status of modern groups; the treatment of the dead can be read as a code for modern race and class relations.
