A Job Demands–Resources Approach to Public Service Motivation

This article uses job demands–resources theory to build a model of public service motivation (PSM). Public service motivation determines how employees in the public sector deal with their daily job demands and resources. Highly motivated public servants are able to deal with their job demands and prevent exhaustion. Additionally, because of their sense of calling, they are motivated to mobilize their job resources to stay engaged and perform well. However, if job demands are consistently high and job resources are consistently low, highly motivated public servants will lose their psychological resources, resulting in lower PSM. Reduced PSM, as a consequence, may strengthen the loss cycle of job demands and exhaustion and weaken the gain cycle of job resources and engagement. Public service managers and employees may use this model to optimize their work environment on a day‐to‐day basis.     

Dacoity and rural crime in Madras, 1860–1940

Dacoity in south India was one of the several inter‐related forms of rural crime wth a strong element of social and economic protest, running from spontaneous looting to banditry as the experimental stage of incipient revolt. Far from being confined to “criminal tribes”, recourse to crime was frequent and widespread in rural society, especially in response to famine and high prices, in reaction to the disruptive impact of colonialism, and in the attempts of declining rural groups to maintain or regain their old preeminence.     

Islam,the Mappilas and peasant revolt in Malabar

The Mappila outbreaks of the nineteenth century, culminating in the rebellion of 1921, have usually been seen as fundamentally either economic or religious phenomena, and have been treated in isolation from rural protest and revolt elsewhere in India. It is argued here that the outbreaks can best be understood in a specifically peasant context and constituted only one of several forms or strategies of Mappila peasant mobilization and protest: they shared, moreover, characteristics with many other peasant movements in India. In such a context religion and economics are not alternative causations, but intimately interwoven elements of peasant perceptions and self‐expression.

The performance of charter schools in Wisconsin

How have charter schools in Wisconsin performed relative to traditional public schools? Two analyses provide an answer: First, a comparison of achievement test scores for students in Milwaukee charter and traditional schools from 1998 to 2002 for grades 3 through 10 finds a relative advantage for charter school students using fixed effects and first difference specifications. Second, a methodological approach new to the debate over performance in choice schools assesses schoollevel standardized tests in the fourth and eighth grades for 2000–01 and 2001–02. The results for fourth grade are generally favorable for charter schools; those for eighth grade are mixed. Overall, the results from these two analyses suggest that charter schools in Wisconsin are performing somewhat better than the traditional public schools from which they draw students. © 2007 by the Association for Public Policy Analysis and Management
