This article presents the Civil Service Reform Programme (CSRP) in Uganda. It outlines the context in which the CSRP is being implemented and establishes the link between the CSRP and other reform programmes, particularly constitutional decentralization, liberalization/privatization and army demobilization. It also analyses the progress made so far, given certain obstacles, and attempts to assess and make some suggestions for the road ahead. The issues of civil service reform go beyond addressing the need for pay reform and improving organizational structure. While these are important pieces of the puzzle, they cannot stand alone. Issues of greater participation, transparency and accountability in decision making—all of which strangthen democratization—are also at stake. The aim of these reforms is to enable the state to function more rationally and effectively, as the duties it performs—as well as the country's needs—become more complex and varied. The overarching theme is to develop the state's own capacity in order to create sustainable reforms in the quest for long-term development. The close of the cold war has brought many changes. In recent years, for example, the international donor community has paid increasing attention to reform issues. It has called on recipient governments to participate in the design and implementation of these programmes. In recipient countries, the movement toward decentralization, privatization and commercialization of many government functions has increased the range of opportunities available to citizens. It has also brought demands for greater responsiveness on the part of the government and parastatal agencies. Moreover, in an era of dwindling aid budgets, donors are now seeking better value for their money, and they are less willing to excuse widespread graft and corruption on geopolitical grounds. 相似文献

Many scholars argue that economic interdependence and more extensive economic ties between countries decreases the risk of violent conflict between them. However, despite considerable research on the “capitalist peace” at the macro or dyadic level, there has been less attention to its possible individual-level microfoundations or underpinnings. We argue that public perceptions about economic ties with other states and the costs of conflict should influence the expected constraints on the use of force for leaders. Actual high interdependence and potential economic costs may not suffice to create political constraints on the use of force if people are unaware of the degree of interdependence or fail to understand the benefits of trade and the likely economic costs of disruptive conflict. We examine the linkages between individual perceptions about economic interdependence and their views on conflict and peace through a survey experiment, where we ask respondents in Japan about approval for belligerent actions in a territorial dispute with China and varying information about economic ties. Our findings indicate that greater knowledge and information about economic interdependence affects attitudes about territorial disputes and increases support for peaceful solutions with China. 相似文献

In the recent years, the field of conflict research has produced new findings on the relation between conflict and geography. In doing so, new data sets have been created with the help of GIS software. These data sets include variables relevant for the study of conflict with a spatial component. However, the use of geographic data requires specialized software and substantial training and therefore involves high entry costs for researchers and practitioners. This paper introduces the WarViews project whose aim is to create an easy-to-use front end for the exploration of GIS data on conflict. It takes advantage of the recent proliferation of Internet-based geographic software and makes geographic data on conflict available for these tools. With WarViews, geographic data on conflict can be accessed, browsed, and time-animated in a few mouse clicks, using only standard software. As a result, a wider audience can take advantage of the valuable data contained in these databases, for example, as supplementary data for conflict case studies or for classroom demonstrations. We present two versions of WarViews. The static version runs in a web browser and allows the user to switch between different data sets. The dynamic version is based on Google Earth and can time-animate geographic data such that the development over time can be monitored. This article gives a rationalistic, individualistic explanation of social norms. Two different explanatory models for aggregate social phenomena are presented. It is argued that the emergence of such norms can be given a kind of socio-cultural evolutionary explanation, with boundedly rational actors, in social interaction situations having the characteristics of community. Their maintenance in larger settings, however, require that they are internalized into behavioral habits. These results, it is argued, are relevant for several fields of political science. 相似文献

Dental maturity was studied with 9577 dental panoramic tomograms of healthy subjects from 8 countries, aged between 2 and 25 years of age. Demirjian's method based on 7 teeth was used for determining dental maturity scores, establishing gender-specific tables of maturity scores and development graphs. The aim of this study was to give dental maturity standards when the ethnic origin is unknown and to compare the efficiency and applicability of this method to forensic sciences and dental clinicians. The second aim was to compare the dental maturity of these different populations. We noted an high efficiency for International Demirjian's method at 99% CI (0.85% of misclassified and a mean accuracy between 2 to 18 years +/- 2.15 years), which makes it useful for forensic purposes. Nevertheless, this international method is less accurate than Demirjian's method developed for a specific country, because of the inter-ethnic variability obtained by the addition of 8 countries in the dental database. There are inter-ethnic differences classified in three major groups. Australians have the fastest dental maturation and Koreans have the slowest. 相似文献

BACKGROUND: Assessment of violence risk in youth for juvenile court needs to be improved. AIM: To determine which items of the Structured Assessment of Violence Risk in Youth (SAVRY) are recorded in pre-trial mental health evaluations and which of these items are associated with the clinical judgment of the risk of violent recidivism. METHOD: A total of one hundred forensic diagnostic juvenile court files were rated with regard to the presence or absence of the thirty SAVRY risk items: ten historical, six contextual and eight individual items, and six protective items. Univariate and multivariate logistic regression analysis were used to examine the relationship between SAVRY risk items and the clinical judgment of violence risk. RESULTS: Most SAVRY-items had been recorded in the files. However, five historical items and the contextual item 'rejection by peers' did not appear in 25-62% of the files. Especially SAVRY items like 'negative-attitudes' and 'psychopathic traits' were the most powerful predictors for clinical judgment of high violence risk. Unexpectedly, historical items played a minor role in clinical judgment. CONCLUSION: Prospective research is needed with the use of SAVRY-items to improve evidence based violence risk assessment in court ordered mental health evaluations of youngsters. 相似文献

This article aims to explain the difference between the expenditure reported in governmental end-of-the-year budgets and the amounts previously forecasted in the approved beginning-of-the-year budgets. We measure how political, financial, and institutional variables affect this spending drift. We focus on two much-debated factors, namely, tax revenue budgeting errors and the stringency of fiscal rules. Our econometric approach uses a panel based on the 26 Swiss cantons covering the period of 1980 to 2011. Results suggest that stringent fiscal rules discourage budget overruns, whereas underestimating tax revenue—i.e., a budgetary “pleasant surprise”—offers the opportunity for some overspending. 相似文献

Empirical evidence suggests that the propensity to cooperate in common pool resource dilemmas is higher for small, homogeneous groups with efficacious monitoring and sanctioning mechanisms. Given that transition from socialist to market economies is associated with larger, more heterogeneous groups with diluted opportunities for monitoring and sanctioning, individuals in later-stage transition economies may be expected to be less cooperative than their early-stage counterparts. However, evidence from experiments conducted with subjects in two economies at different stages of transition suggests that this may not be the case.
