The central theme of this article is that we have not adequately addressed the question of teaching management. The academic community has done a better job of preparing persons for technical/professional positions in personnel, budgeting and policy analysis. This failure to address the problem of teaching management leaves students (particularly mid-career students) without a foundation for understanding their role as managers. Given that so many MPA students aspire to be managers, it is time we faced this failure and sought means to correct it. The article suggests a framework to understand and promote public management education. The central argument is to direct management education toward those factors which reflect the public values which underlie the concept of governance. Toward that end public management education must reflect three elements: 1) the political and ethical foundations of publicness, 2) the examination of the practice of management in public organizations, and 3) the skills needed to accomplish the task of management. An MPA program should reflect all three of these elements if it is to provide an adequate management education. Nevertheless, it must also be recognized that career-long learning is the ultimate goal. Further, management education is but one task of an MPA program. The development of technical competencies in the other aspects of government, such as in budgeting and policy analysis are similarly important goals for MPA programs. A curriculum that accommodates both the management skills and technical competencies needs of students should be our goal. 相似文献

This paper presents a case for a comprehensive approach to the institutionalisation of ethics in public sector organisational contexts. It argues that education and training have a central role in such strategies. The setting for this discussion is the State of Queensland, Australia, which is currently implementing a public sector ethics program. In particular, the author reports and analyses research conducted in the State of Queensland, Australia, in the latter half of 1993. The research explored the expectations of Queensland public sector managers as to the nature of ethics education programs. Analysis of the research supports the view that, with some reservations, public sector managers indicate significant support for the institutionalisation of public sector ethics in an educational framework. 相似文献

There is no other country where the division between the old and young electorate is as striking as in Chile. For older voters, turnout exceeded, on average, 90 percent in 2009; for those aged less than 30, it fell below 30 percent. Using individual survey data from 2006, 2008, and 2010, this article studies the current socioeconomic composition of the Chilean young electorate. First, it shows that the young electorate is class‐biased. Income is highly correlated with both registration and turnout even after controlling for education. Second, it presents evidence that class bias for the whole electorate has been increasing over time, due to generational replacement. The results are not promising for Chile's democracy in the years to come, since equal participation is worsening over time. 相似文献

Several studies in Hawaii have focused on arthropod succession and decomposition patterns of surface remains, but the current research presents the first study to focus on shallow burials in this context. Three domestic pig carcasses (Sus scrofa L.) were buried at the depths of 20–40 cm in silty clay loam soil on an exposed ridge on the leeward side of the volcanically formed Koolau Mountain Range. One carcass was exhumed after 3 weeks, another after 6 weeks, and the last carcass was exhumed after 9 weeks. An inventory of arthropod taxa present on the carrion and in the surrounding soil and observations pertaining to decomposition were recorded at each exhumation. The longer the carrion was buried, the greater the diversity of arthropod species that were recovered from the remains. Biomass loss was calculated to be 49% at the 3‐week interval, 56% at the 6‐week interval, and 59% at the 9‐week interval. 相似文献

We examined the validity of the Referral Decision Scale (RDS), a test designed to screen for mental disorder in jail inmates, in a sample of 790 men admitted to an urban pretrial jail. Our results indicated that, in general, the RDS had excellent reliability and acceptable validity as a screening measure for serious mental disorder in jail settings, despite making a large number of false positive errors relative to both contemporaneous and subsequent assessments of mental disorder. Although the RDS is well suited for use in research, more information is needed before the test is used for clinical purposes. We discuss some potential problems with the use of the RDS in correctional systems. 相似文献

Universities are widely recognized as a critical source of technological innovation and are heralded for the entrepreneurial ventures cultivated within their walls. To date, most research has focused on academic entrepreneurship—new ventures that spin out of academic laboratories. However, universities also give rise to startups that do not directly exploit knowledge generated within academic laboratories. Such firms—and the societal and economic benefits they create—are an important contribution of modern universities. Herbert C. Pell served his nation as an Ambassador and member of the US House of Representatives, as well as US Representative on the United Nations War Crimes Commission (UNWCC). This article presents his struggle with the US State department and the bureaucratic and legalistic dispute that developed over the UNWCC particularly with respect to policy considerations surrounding whether or not to prosecute crimes against humanity committed by the Nazis in Germany and satellite territories. The article traces Pell’s initial difficulty engaging with the work of the UNWCC due to the State Department’s delaying techniques and the absence of clear instructions from either the State Department or the President. Moreover, it is shown how Pell struggled to convince the State Department and his fellow UNWCC members to include the above-mentioned crimes. This debate and Pell’s role has remained largely unknown to a public that considers the post-war Nuremberg war crimes trials an achievement in the advancement of international law and justice. To whatever extent those trials were such, particularly in advancing international human rights law by adjudicating Axis war criminals for crimes against humanity, it is singularly noteworthy that Axis war criminals might not have been prosecuted at all for these crimes were it not for the efforts of Herbert Pell. 相似文献

Since the unification of Germany in 1990, academics have debated the consequences of the integration of the former German Democratic Republic with the Federal Republic of Germany. We explore the rise of the Ampelmannchen within the context of the Ostalgie industry to argue that East Germans have turned to one imported institution as a vehicle for the expression of their interests and identity: the market. In contrast to other GDR icons, the Ampelmannchen is finding popular resonance because it is entirely untainted by the negative aspects of GDR life. Its economic success contributes to the creation of an eastern cultural identity. 相似文献
