Use of fecal material to associate a suspect with a crime scene: report of two cases

Fecal matter analyses were applied to two cases: a homicide and a robbery. Scrapings of fecal matter removed from samples of clothing obtained from a homicide suspect were examined for their plant cell and cell fragment content and compared with fecal matter from a rape-homicide victim and scrapings from her clothing. Scrapings were hydrated and examined microscopically. Types of food plants were identified from the observed cells by comparison with known food plants. A similar analysis was conducted on the clothing of a robbery suspect and compared with fecal material left at the crime scene. The results showed that, respectively in the two cases, the reference samples were remarkably similar, if not identical, to those from the suspects' clothing.     

Justice and intergenerational relations: An introduction

Gerontologists have rarely considered the concept of social justice in their research. Instead, related but more specific questions about the social situation of the aged have been posed. This paper provides an overview of existing social psychological literature on justice and intergenerational relations as a context for the five other papers contained in this issue. The importance of intergenerational justice within the family, particularly when there is a caretaking relationship, is stressed. As well, the policy implications of a concern with intergenerational justice are considered. The Paper concludes with a recommendation that gerontology and social justice research be integrated more frequently in order to enrich both fields of study.     

Local Government and decentralization in the Sudan

The establishment of an effective local government system has been imperative in the Sudan both on account of the vast scale of the country and the decentralization policies of successive governments. District councils were initially established in 1951 following the Marshall Report, but were by stages superseded as budgetary authorities, and reduced to unimportance by the People's Local Government System in 1971, which vested responsibility in Councils at the Provincial level. The subsequent difficulties experienced by this system indicate the value of the District, now renamed Area, as a level for a multipurpose local authority in the Sudan, and explain the reemphasis of this level in the 1981 Local Government Act. This article summarizes the experience leading up to the 1981 Act, and examines the extent to which the new legislation offers an effective structure. The finance of local government, a recurrent problem in the Sudan, emerges as a critical issue, together with the future role of the Provincial Commissioner.     

Assessing the Prevention of Juvenile Delinquency: An Evaluation of a Court‐Based Delinquency Prevention Program

In 2002, the State of Ohio mandated juvenile courts to provide prevention for at‐risk youth. This study examined official court records to evaluate the effectiveness of a prevention program administered by the Greene County Juvenile Court. A sample of 362 youth referred to the program for the years 2002 to 2009 by concerned caretakers, teachers, and police was analyzed. Consistent with intake goals, 81.7% of clients were referred for at‐risk but not actually delinquent behaviors. Completion of the prevention program did not predict future court referrals, but neither did seriousness of referral behavior. Children with two biological parents were significantly more likely to complete the program, whereas referrals to Strengthening Families Program and substance abuse screening significantly predicted program noncompletion. Implications for policy and research are discussed.

The new research agenda studying electoral integrity

A rapidly-growing research agenda shared by scholars and applied policy analysts is beginning to explore three questions: when do elections meet standards of electoral integrity? When do they fail to do so? And what can be done to mitigate these problems?
