Since the mid-1980s, aid agencies have endorsed the need to support the development of private enterprise in low-income countries as an instrument for overall economic development and poverty reduction. Facilitated collaboration between firms in industrialised and developing countries has become one of the most popular forms of assistance in this endeavour. Although such collaborations vary in design, they all involve third-party organisations that identify partners and sponsor the first steps in the establishment of a business platform for the cooperation. This paper discusses the mechanisms involved in such facilitation and assesses the effectiveness of the catalyst institutions in nurturing collaboration between companies in industrialised and developing countries. The discussion is illustrated with case studies drawn from Ghana.  相似文献

Abstract

Most research indicates that males comprise the greatest proportion of gang members. Since the 1990s, however, there has been an increasing interest in female gangs and gang members. The current study builds on this research interest by examining differences between female gang members and non-gang members who participated in a juvenile probation program designed to identify and intervene with youth considered to be high risk for subsequent criminal and delinquent activity. The results of a logistic regression analysis revealed that two factors significantly influenced a female offender's likelihood of being rearrested: she did not complete the program, and she did not live with her natural parent(s). We conclude that the significant results do support findings from previous research in this area; we also discuss possible explanations as to why other factors were not significantly related to rearrests.  相似文献

This paper studies behavior in experimentswith a linear voluntary contributionsmechanism for public goods conducted inJapan, the Netherlands, Spain and the U.S.A.The same experimental design was used inthe four countries. Our `contributionfunction' design allows us to obtain a viewof subjects' behavior from twocomplementary points of view. It yieldsinformation about situations where, inpurely pecuniary terms, it is a dominantstrategy to contribute all the endowmentand about situations where it is a dominantstrategy to contribute nothing. Our resultsshow, first, that differences in behavioracross countries are minor. We find thatwhen people play `the same game' theybehave similarly. Second, for all fourcountries our data are inconsistent withthe explanation that subjects contributeonly out of confusion. A common cooperativemotivation is needed to explain the data.  相似文献

We experimentally study the impact of public opinion poll releases on voter turnout and welfare in a participation game. We find higher overall turnout rates when polls inform the electorate about the levels of support for the candidates than when polls are prohibited. Distinguishing between allied and floating voters, our data show that this increase in turnout is entirely due to floating voters. When polls indicate equal levels of support for the candidates, turnout is high and welfare is low (compared to the situation without polls). In contrast, when polls reveal more unequal levels of support, turnout is lower with than without this information, while the effect of polls on welfare is nonnegative. Finally, many of our results are well predicted by quantal response (logit) equilibrium.  相似文献

Federalism has rarely been a key national campaign issue, andthe presidential campaign of 2000 was no exception. Althoughthe candidates talked of a key state-local issue—education—itwas in the context of the popular concern over the quality ofschools, rather than federalism issues of governmental responsibilityfor education. However, one aspect of federalism was evidentin the presidential campaign. The first president of the newmillennium may get a chance to name at least one U.S. SupremeCourt justice. Given the slim 5–4 majorities on most federalismcases, the appointment or appointments could be pivotal. Meanwhile,in the Congress and state Capitols, technology and globalizationissues forced a rethinking of traditional intergovernmentalfiscal and regulatory functions.  相似文献

This article investigates how election information such as opinion polls can influence voting intention. The bandwagon effect claims that voters ‘float along’: a party experiencing increased support receives more support, and vice versa. Through a large national survey experiment, evidence is found of a bandwagon effect among Danish voters. When voters are exposed to a news story describing either an upwards or downwards movement for either a small or large party, they tend to move their voting intentions in the according direction. The effect is strongest in the positive direction – that is, when a party experiences increased support, more follows. Consistent effects are found across two different parties for a diverse national sample in a political context very different from earlier research on the bandwagon effects. Considering previous research and the fact that evidence is not found that suggests that the effect of polls vary across sociodemographic groups, the results imply that bandwagon behaviour is based not on social or political contingencies, such as media or political institution, but on fundamentals of political cognition.  相似文献

Most analyses of preferences for government-supplied goods disregard the fact that in a democratic society, these preferences are revealed by an individual choice: the vote. In this paper this is taken account of in a model, explaining the dynamics in voting behavior in a multi-party system. The model assumes that voters may be categorized into K groups of individuals, pursuing the same interests, who remember how parties do in representing these interests (given the level to which they are held responsible for government policy). The model allows one to estimate party identification, sensitiveness to economic performances, time preference, and relative preferences for public versus private goods, all for each of the groups. Furthermore, the model allows for an estimation of the level to which various parties are held responsible for government policies.An empirical application of the model to the Netherlands is presented, albeit that data restrictions did not allow a distinction of more than one group. The results in terms of significance of the coefficients as well as the interpretation of the original parameters are promising. The two main conclusions are that the relative preference for private versus collective consumption is lower than the existing ratio in the Netherlands, and that two parties forming a government coalition are not held equally responsible for the policies.  相似文献
