We describe a procedure for reconstructing documents that have been shredded by hand, a problem that often arises in forensics. The proposed method first applies a polygonal approximation in order to reduce the complexity of the boundaries and then extracts relevant features of the polygon to carry out the local reconstruction. In this way, the overall complexity can be dramatically reduced because few features are used to perform the matching. The ambiguities resulting from the local reconstruction are resolved and the pieces are merged together as we search for a global solution. The preliminary results reported in this paper, which take into account a limited amount of shredded pieces (10-15) demonstrate that feature-matching-based procedure produces interesting results for the problem of document reconstruction.  相似文献

Forensic identification of human remains is composed of anthropological study of race, sex, age, etc. By using these traditional methods, inconclusive or nonidentified cases could be subjected to DNA analysis. However, in spite of advances in human identification techniques, especially by PCR-amplified DNA, some limitations that affect the ability of obtaining DNA from human remains still persist. Light microscope sections of postmortem compact bones from human remains are presented here for the purpose of increasing a forensic examiner's prediction of successful nuclear DNA typing. Femoral compact bones were obtained from 7 human remains found on the ground, in different degrees of decomposition, and were cleaned by boiling to remove soft tissues, 8 collections of bones having undergone natural decomposition, not boiled (as no soft tissue was adhered), and 5 cadavers 12 to 16 hours postmortem. The histologic sections were stained by hematoxylin and eosin, the loci CSF1PO, TPOX, TH01, F13A01, FESFPS, vWA, D16S539, D7S820, D13S317, and amelogenin were amplified by PCR, and the polyacrylamide gel was stained with silver. The results presented here clarify questions concerning the viability of DNA for identification analysis, and they also may help to establish better strategies for optimization of DNA extraction and analysis in compact bones of human remains.  相似文献

The article reviews the experiences with decentralisation of one West African country, Guinea, with the intent of drawing lessons and exploring approaches to assist countries in the sub‐region in rendering decentralisation—an effective means for service delivery improvements. Section II describes the West Africa context in terms of the dynamics of deconcentration–decentralisation and lays out a conceptual framework to guide the analytical assessment of countries in the sub‐region, attempting to decentralise. This framework is used in the Guinea case, described in Section III. Section IV concludes by synthesising the profile of Guinea, and positions its dominant style in relation to the proposed ideal types of decentralisation approaches. This part of the article discusses the implications of its findings for decentralisation policy and implementation, and offers some remarks on the road ahead for decentralisation in West Africa. International legal scholars have identified and argued for and against new forms of non-consent-based international law. We study variation in Brazilian public opinion about adherence to international law created in three different ways: through a consent-based multilateral treaty, by the U.N. Security Council with the participation of Brazil, and by the U.N. Security Council without the participation of Brazil. Information that Brazil has participated in creating the international legal obligation through a multilateral treaty or membership on the Security Council yields levels of support for adherence to the legal obligation that are similar to those found when the origins of the legal obligation are generic. Information that the international legal obligation was created without Brazil’s participation, on the other hand, results in reduced support for compliance. This difference, which is particularly concentrated among highly educated respondents, is not driven by reduced concerns about reputational consequences or sanctions. Our results suggest that the increased use of non-consent-based forms of international law might be challenged by a lack of public support for compliance.  相似文献

In 2003, the Workers’ Party took federal office in Brazil on an agenda of social inclusion and popular participation. This paper explores attempts to implement that agenda in big infrastructure projects in the Amazon: the BR-163 road and the Belo Monte dam. We argue that overlapping inequalities (between social groups, within the bureaucracy and between territorial centre and periphery) result in uneven state capacities for implementing projects in the Amazon. This framework helps explain why the government has moved much faster in building infrastructure than in implementing participatory social and environmental programmes that would benefit affected local communities.  相似文献

It has become commonplace to claim that cities are becoming conflict zones, or ‘war zones’. This article traces some of the discursive and conceptual shifts that made it possible to define the city as a new frontier for international humanitarian action in states of the Global South. In order to represent cities as humanitarian spaces, concepts of ‘failure’ and ‘fragility’ have been problematised and subjected to reinterpretations that legitimised new strategies applied to the urban realm. I argue that this re-scaling of humanitarian practices enables a de-coupling and inclusion of so called new ‘urban conflicts’ in strategies of global liberal governance. Moving from failed states to fragile cites is a key development to understand changes in the practices that redefine humanitarian spaces today. The definition of urban violence as a new type of conflict informs a new cycle of expansion of the humanitarian order focused on the city. The article analyses the problematisation of concepts of failure and fragility as a decisive move to redefine the boundaries of humanitarian spaces.  相似文献

The political geography of the global soybean complex is shifting. While the complex has long been controlled by US-based transnational corporations, new agribusiness actors, business logics and power relations rooted in South America and East Asia are emerging, based in part on commodity flexing. We explore how soybean flexing is shaping and being shaped by global restructuring of the soybean processing industry. Using the divergent histories and uses of soy in China and Brazil, we propose that in order to understand the changing soy landscape, we must examine the relationships between soy's multiple-ness and flexible-ness, the political economy of soy processing, and the relationships between crop ‘flexors’ – those powerful firms that control the soy complex – with each other and with governments. We demonstrate that the agribusiness actors who are gaining more control over the soy complex are doing so in part through flexing, and that the ability to flex may ultimately determine the trajectory of global agroindustrial restructuring. Finally, we raise questions and make suggestions for further research on flex crops.  相似文献

Soy has become one of the world's most important agroindustrial commodities – serving as the nexus for the production of food, animal feed, fuel and hundreds of industrial products – and South America has become its leading production region. The soy boom on this continent entangles transnational capital and commodity flows with social relations deeply embedded in contested ecologies. In this introduction to the collection, we first describe the ‘neo-nature’ of the soy complex and the political economy of the sector in South America, including the new corporate actors and financial mechanisms that produced some of the world's largest agricultural production companies. We then discuss key environmental debates surrounding soy agribusiness in South America, challenging especially the common arguments that agroindustrial intensification ‘spares land’ for conservation while increasing production to ‘feed the world’. We demonstrate that these arguments hinge on limited data from a peculiar portion of the southern Amazon fringe, and obfuscate through neo-Malthusian concerns multiple other political and ecological problems associated with the sector. Thus, discussions of soy production become intertwined with broader debates about agrarian development, industrialization and modernization. Finally, we briefly outline the contributions in this volume, and identify limitations and fruitful directions for further research.  相似文献
