The federalization of crime control has become a focal point for criminal justice researchers. Because the federal government
is limited in how it can affect crime, it often assumes the role of funding agent to state or local governments and places
restrictions on the use of these monies. Generally, no consideration is given to state or local concerns. As a result, national
crime control policy often becomes mired in issues of federalism. One unintended consequence is the creation of a Siren’s
Song, where state and local agencies simply pursue funding dollars to expand their budgets rather than to adopt beneficial
policies or make meaningful changes. This paper illustrates this point by examining the federal “100,000 Cops” initiative

Recent years have seen an increase in choice of provider in many public services, including education. Proponents of provider choice suggest that it increases users' satisfaction. However, insights from the psychology of choice overload suggest that too much choice can be detrimental. The authors use a survey experiment to investigate the effect of provider choice on parents' satisfaction with schools (under performance declines and increases). The findings show that choice increases satisfaction and perceptions of fairness of the process compared with no choice. However, consistent with choice overload, increasing the number of options does not boost satisfaction. The findings have important implications for satisfaction as a measure of performance, because user satisfaction seems not to be independent of choice processes. This suggests lessons for designing delivery systems: although facilitating minimal user choice is preferable to having no choice, further increasing delivery options may not increase users' satisfaction. 相似文献

The Coalition took office in 2010 in what seemed to be a relatively benign foreign policy environment. Since then, the international environment has become far more treacherous and the government has considered war on humanitarian grounds on three occasions. In light of the silence of early Coalition documents on humanitarian intervention, together with the two parties’ different positions on the issue, this article assesses the extent to which the Coalition has adopted a distinctive approach to humanitarian intervention. In so doing, it evaluates the relative importance of Conservative and Liberal Democrat traditions in determining the direction of Coalition foreign policy. The article also considers whether there are other, more pertinent factors driving foreign policy, and offers an explanation for its relative isolation from coalition tensions. The idea our global polity is chiefly divided by territorially organized nation-states captures contemporary constellations of power and authority only insufficiently. Through a decoupling of power and the state, political spaces no longer match geographical spaces. Instead of simply acknowledging a challenge to the state, there is the need to rethink the changing meaning of space for political processes. The paper identifies three aspects, a reconceptualization of the spatial assumptions that IR needs to address: the production of space, the constitutive role of boundaries, and the problem of order. With this contribution, we argue that one avenue in understanding the production of space and the following questions of order is by converging systems theory and critical geopolitics. While the latter has already developed a conceptual apparatus to analyze the production of space, the former comes with an encompassing theoretical background, which takes "world society" as the starting point of analysis. This article responds to and develops the fragmented literature exploring intermediation in public administration and urban governance. It uses Q‐methodology to provide a systematic comparative empirical analysis of practitioners who are perceived as making a difference in urban neighborhoods. Through this analysis, an original set of five profiles of practitioners—enduring, struggling, facilitating, organizing, and trailblazing—is identified and compared. This research challenges and advances the existing literature by emphasizing the multiplicity, complexity, and hybridity, rather than the singularity, of individuals perceived as making a difference, arguing that different practitioners make a difference in different ways. The authors set out a research agenda, overlooked in current theorization, that focuses on the relationships and transitions between the five profiles and the conditions that inform them, opening up new avenues for understanding and supporting practice. 相似文献

Bluebird House is the only mixed gender NHS secure forensic psychiatric hospital for adolescents in the South of England. It has admitted more than 30 female patients since the service opened in 2008. The admission criteria are that patients must be detained under the Mental Health Act and present evidence of being a risk of harm to others. This article describes the clinical characteristics of 30 consecutive female patients admitted to a highly specialised adolescent forensic inpatient service. Key results include a very high rate of incidents of risk behaviours exhibited by female patients within the unit but good clinical outcomes. The majority of patients had severe symptoms of mental disorder, especially emotional instability, self-harm behaviours and aggressive behaviours. Few had diagnoses of mental illness. Assessment findings from the Millon Adolescent Clinical Inventory and the Structured Assessment of Violence Risk are discussed, as are parallel with studies from other female secure services. 相似文献

The key feature of the dominant liberal approach to peacebuilding is the neoliberal marketisation of peace, rather than engagement with civil society and the agents and subjects of this peace. This is a particularly Western, liberal, and Enlightenment-derived discourse of peace, which is far from culturally and socially appropriate or sensitive, and has little chance of establishing a locally self-sustaining peace. This represents a “romanticisation of the local”, of civil society, and of the liberal culture of peacebuilding. Its cultural engagement, including its support for civil society development, is therefore little more than instrumental and is used to defer responsibility for the welfare of the local. 相似文献
