New Public Governance theory increases citizen participation and expands bureaucrats' roles in the work of government. Citizen participation creates new mechanisms for citizens to influence the policy process. Bureaucrats' expanded roles allow for broader bureaucratic discretion over policy implementation. When citizens' and bureaucrats' views on public management decisions collide, whose views prevail? Do citizen volunteers or bureaucrats have greater influence over public decisions? We answer this question by studying the U.S. Department of Energy's initiative to engage citizens in environmental clean-up decisions. We assess 10 years of meeting records and administrative decisions using a three-step, mixed-method analysis to identify, weigh, and test the influence of citizen participation and bureaucratic discretion. The results indicate that while citizen participation matters, bureaucratic discretion has a more significant influence over administrative decision-making. The findings expose holes in New Public Governance theory, which has implications for democracy and demands deeper thought into structuring citizen participation.  相似文献

Pathological diagnosis of drowning remains a challenge for forensic science, because of a lack of pathognomonic findings. We analyzed microbiota and surfactant protein in the lungs for a novel diagnosis of drowning. All rats were divided into drowning, postmortem submersion, and control groups. The water, lungs, closed organs (kidney and liver), and cardiac blood in rats were assayed by targeting 16S ribosomal RNA of Miseq sequencing. Lung samples were analyzed by immunohistochemical staining for surfactant protein A. The closed organs and cardiac blood of drowned group have a lot of aquatic microbes, which have not been detected in postmortem submersion group. Furthermore, intra‐alveolar granular staining of surfactant protein A (SP‐A) was severely observed in the drowned group than the postmortem submersion and control groups. The findings suggested that the presence of aquatic microbiota in the closed organs and increased expression of SP‐A could be markers for a diagnosis of drowning.  相似文献

By examining the cultural representations of the South Korean notion of the Self/Other in relation to its major traditional enemy — North Korea — this article aims to capture a picture of South Korea’s discursive economy of the North, and to problematise the South Korean identities implicated in that economy in the early 2000s. To achieve these aims, this article focuses on representations of a successful popular South Korean film which was released in 2000, just a few months after the first inter-Korean summit: Joint Security Area JSA. By analytically reading JSA, it is revealed that, in South Korea, the traditional discursive practices based on the Cold War thinking have been eroded. For the South, the North is part of the Self (Korean-ness; love for the North as the same nation) and, at the same time, is an Other (South Korean-ness; contempt for the North as an inferior state). Related to this, South Korea appears to be the uneasy Self without a firm Other in between Korean-ness and South Korean-ness.  相似文献

The transatlantic complaints over hormone-treated beef and genetically modified organisms before the World Trade Organisation (WTO) seem to confirm two separate but related conventional wisdoms about the transatlantic economic relationship: that it is highly conflictual and that many of the conflicts are rooted in profoundly different approaches to regulation. This article argues that neither of the two conventional wisdoms is accurate. Rather, it contends that they are products of two, compounding analytical shortcomings: one methodological, one empirical. The methodological shortcoming takes the form of an implicit selection bias. While WTO complaints are high profile they are rare and extreme examples; it is, therefore, unsound to generalise from them to the regulatory relationship as a whole. The empirical shortcoming has to do with neither the beef hormones nor the GMO dispute demonstrating what it is purported to. The article thus serves as a cautionary tale about the dangers of relying on obvious cases and the need to question whether evidence really does support a prevailing popular narrative.  相似文献

Public policy is produced by elected and unelected officials and through the interactions of branches of government. We consider how such interactions affect policy implementation and representation. We argue that legislators try to influence bureaucratic decisions through direct communication with federal agencies, and that such contact is effective and has consequences for policy outcomes. We provide empirical evidence of this argument using original data about direct communication between members of Congress and the U.S. Department of Labor (DOL) along with decisions made by the DOL regarding trade and redistributive policies. We find that direct contacts influence DOL decisions, and the agency is more likely to reverse previous decisions when requested to do so by legislators. Our results challenge key assumptions and findings in the previous literature and have important implications for interbranch relations and informal means of control over the implementation of national policy.  相似文献

This article examines whether meritocracy is an effective device for legitimising socioeconomic inequality. It looks at two ways in which it could be said to do that—by allocating wealth and prestige according to merit, and by creating opportunities for those born in low income families—and concludes that the first only creates the appearance of fairness (an argument made persuasively by John Rawls) and the second is a largely unfulfilled promise. The author asks whether the low levels of social mobility in Britain and America are because they have not yet become fully-fledged meritocracies, or because they have, and considers Richard Herrnstein and Charles Murray’s argument in The Bell Curve that meritocratic societies have a tendency to degenerate into genetically-based caste systems. It examines the research by Dalton Conley, Jason Fletcher and Benjamin Domingue on this point, which shows that genetic assortative mating declined over the course of the twentieth century, and tentatively concludes that Herrnstein and Murray were wrong—that flatlining social mobility is a bug, not a feature, of meritocratic societies.  相似文献

The multidisciplinary team response to child abuse emerged during the 1980s as increasing numbers of reports brought recognition that one agency alone lacked the expertise and resources to effectively deal with this complex issue. Using constructivist grounded theory, we interviewed a diverse sample of frontline team members about how they perceived collaboration and working with representatives from different agencies responsible for child abuse investigations. The study revealed how team members rely upon relationships built over time through shared experiences to facilitate communication and information sharing. Findings suggest multidisciplinary team members face challenges and collaborative relationships may mitigate these circumstances.  相似文献
