Results of the GEP-ISFG collaborative study on two Y-STRs tetraplexes: GEPY I (DYS461, GATA C4, DYS437 and DYS438) and GEPY II (DYS460, GATA A10, GATA H4 and DYS439)

A collaborative exercise was carried out by the Spanish and Portuguese ISFG Working Group (GEP-ISFG) in order to evaluate the performance of two Y-chromosome STR PCR tetraplexes, which include the loci DYS461, GATA C4, DYS437 and DYS438 (GEPY I), and DYS460, GATA A10, GATA H4 and DYS439 (GEPY II). The participating laboratories were asked to type three samples for the eight markers, using a specific amplification protocol. In addition, two control samples, with known haplotypes, were provided. The results obtained by the 13 different participating laboratories were identical, except for two laboratories that failed to type correctly the same two samples for GATA C4. By sequence analyses, two different GATA C4 allele structures were found. One control sample (allele 21) and two questioned samples (allele 22, correctly typed by all the laboratories, and allele 25) presented the following repeat structure: (TCTA)4(TGTA)2(TCTA)2(TGTA)2(TCTA)n, but different from the one found for allele 26 in one sample included in this exercise, as well as in the second control sample (allele 23), namely (TCTA)4(TGTA)2(TCTA)2(TGTA)2(TCTA)2(TGTA)2(TCTA)n. The collaborative exercise results proved that both Y-tetraplexes produce good amplification results, with the advantage of being efficiently typed using different separation and detection methodologies. However, since GATA C4 repeat presents a complex structure, with alleles differing in sequence structure, efficient denaturing conditions should be followed in order to avoid typing errors due to sizing problems.     

Federalism and Party Democracy in West Germany

According to Gerhard Lehmbruch, there is a growing inconsistencyin West Germany between the principles of a federal polity andparty democracy, primarily because the former relies on bargaining,and the latter relies on majority rule as a mechanism of conflictregulation. However, comparative analyses have shown that federalismand party competition are not incompatible. Generally, federalstructures are neither detrimental nor conducive to the recruitmentfunction of parties. Competence and experience as a parliamentaryleader or as a specialist is the most essential preconditionfor advancement to national executive positions. The integrativecapacities of political parties may even be strengthened bythe federal division of power. Only in the area of the formulationand implementation of public policy may an inconsistency betweenthe federal system and party democracy arise because the strainon consensus-building inherent in German cooperative federalismmay, under specific conditions, prevent the national majorityparty from converting its programs into public policy.     

Dynamic transparency: An audit of Mexico's Freedom of Information Act

Freedom of Information Acts (FOIAs) aim to provide a channelled exchange between citizens and public officials that, irrespective of the citizen's identity, results in the provision of timely, relevant, and often new information about policy. We evaluated Mexico's FOIA by submitting 307 information requests on behalf of an average male citizen to government entities in the years 2007, 2013, and 2015. In 2007, we also submitted the same requests to 87 comparable entities on behalf of a male citizen who signalled economic and political clout. Encouragingly, entities do not discriminate between regular and seemingly influential citizens. Entities also answer more frequently and provide more information in 2015 compared to earlier years, but they are taking longer to answer, frequently charging fees, and often failing to provide quality information to questions they are legally bound to answer. Mexico's FOIA is a functional system demanding significant improvements.

Since the early 1990s, the future development of the political culture of unified Germany was a matter of debate. According to some scholars, a fit between political structure and political culture is a necessary condition of a well performing and stable democracy. At the same time it was doubted, whether such a configuration would develop in Germany in the near future. Generalized support of a democratic regime and of the particular type of democracy institutionalized in the nation under observation are regarded as particularly relevant elements of a democratic political culture. Regarding the distribution and development of these attitudes, there are no indications of an increasing congruence between political structure and political culture in unified Germany. In the Eastern part of the country, the democratic regime in general, but even more the German variant of democracy is facing considerable scepticism. The particularly strong scepticism of the East Germans towards the form of democracy institutionalized in Germany particularly rooted in a distant attitude to democracy as a type of political regime. Other relevant factors are dissatisfaction with the performance of democracy in Germany, a negative view of the responsiveness of political leaders, a persisting support of socialism and a negative perception of the prevailing economic conditions.
