Reinventing urban government in the Netherlands: an American perspective

National agricultural policies intended to stabilize farm price and income may have different impacts on different agricultural sector of a state or a region. A policy which influences a region's agriculture also may affect the general economy of that region, depending on the degree to which agriculture is linked to the general economy. This study evaluates the economywide impact of the Flexible Planting Program (FPP) -- a recent policy designed to encourage farmers to respond more to market than to the government incentives. The study employs an integrated modeling framework which links the national and state farm sectors to the region's non-farm sectors. Because of reductions in real U.S. market prices and, in turn, Tennessee market prices of some farm commodities under FPP, production of most agricultural outputs are expected to decline in Tennessee by 1995. Study results indicate that as a result of price reductions, the agricultural sector will lose about 15 percent of output, income, and employment. These losses cause significant negative impacts on the business-related service sector. The service sector suffers a loss of 31 million dollars in total output and 523 jobs. The total income lost by the service sector (18 million dollars) will be much higher than agriculture sector (11.99 million dollars). Thus, though the FPP may deliver its intended good at the national level, the policy has the potential to cause undesirable impacts on certain regions.     

Preparing for the Future: Reassessing the Possibility of Violence Emanating From Tibetan Exile Communities in India

In his 1997 analysis of the history of Tibetan and Chinese relations (The Snow Lion and the Dragon), Melvyn Goldstein advised in his concluding chapter that Tibetans were unlikely to indefinitely put up with the Chinese occupation of Tibet without resorting to violence. However, despite continuing speculation, more widespread or sustained campaigns of violence have largely failed to materialize. The principle objectives of this study are to establish why the scale of violence that Goldstein warned about has so far failed to emerge; and to assess whether existing evidence supports or undermines claims that violence may in the future emanate from Tibetan exile communities in India. It will be argued that previous analyses have been premised on a relatively narrow assessment of the situation and context, and that a more informed and nuanced evaluation of the potential for future violence requires comprehensive analysis of a much wider range of factors.     

Gender awareness,symptom expressions and Irish mental health-care provision

Irish mental health policy and care provision is criticised for being gender-neutral despite gender being present in almost every aspect of illness; from risk to protection; symptom interpretation; diagnosing, ideology and knowledge of illnesses. The aim of this paper was to present the views of Irish service users and providers in relation to symptom expressions, gender awareness and care provision. A qualitative social realist design was used using Layder's (1998) adaptive theory and social domains theory. In-depth interviews (n = 54) with 26 service users and 28 service providers were conducted within one mental health service in Ireland. Dominant societal expectations for men and women are described in response to symptom expressions that reflect ‘categorical’ and ‘performative’ understandings of gender. A return of interest to symptoms-based research and practice from a gendered perspective is argued for.     

Fatal familial haemolytic anaemia

A 19-year-old man, mentally handicapped but physically well, died within 2 days of onset of an acute episode of gastrointestinal upset and "haematuria." Autopsy and microscopy suggested a haemolytic episode and family studies showed haemolytic anemia due to glucose-6-phosphate dehydrogenase deficiency, which was almost certainly present in the deceased.     

A technique to capture, analyze, and quantify anterior teeth rotations for application in court cases involving tooth marks

Anterior teeth within the human dentition have a specific numerical rotation value. Bite marks show an array of angled indentations, abrasions, microlacerations, and contusions. These marks generally represent the incisal surfaces of the suspect's dentition reflecting the rotation values of the teeth in the dental arch. This study described a method for capturing and analyzing anterior dental rotations. The rotations of individual anterior teeth within the study population were categorized as common, uncommon, and very uncommon according to Allen's classification. In the absence of a large number of incisal patterns present in a bite mark, a single but heavily weighted tooth rotation could be of equal discriminatory potential to several common rotation values. No prevalence studies quantifying individual tooth rotations are available. The measurement of each individual tooth rotation together with its individual discrimination potential will enhance the evaluation of the concordant features observed in bite marks.
