The dominant narrative concerning the Bush Doctrine maintains that it is a dangerous innovation, an anomaly that violates the principles of sound policy as articulated by the Founders. According to the conventional wisdom, the Bush Doctrine represents the exploitation of the 9/11 terrorist attacks, by a small group of ideologues—the “neoconservatives”—to gain control of national policy and lead the United States into the war in Iraq, a war that should never have been fought. But far from a being a neoconservative innovation, the Bush Doctrine is, in fact, well within the mainstream of U.S. foreign policy and very much in keeping with the vision of America's founding generation and the practice of the statesmen in the Early Republic. The Bush Doctrine is only the latest manifestation of the fact that U.S. national interest has always been concerned with more than simple security.  相似文献

This study employs the first systematic, empirical analysis that relies on archival data to examine whether the separation of powers influences justices' agenda votes. It spatially models how justices set the Court's agenda under a sincere approach as well as an SOP approach and compares the competing expectations derived therefrom. The results suggest that legislative and executive preferences fail to influence justices' votes. Across every model tested, the data show justices uninfluenced by the separation of powers. These results provide a strong rejoinder to SOP models, since the Court's agenda stage is the most likely stage of the decision‐making process to show signs of an SOP effect.  相似文献

Uganda is internationally recognised for both its legal and constitutional provisions for people with disabilities, and the presence of disabled persons’ organisations that provide informal advocacy and support. Using a unique dataset of 579 Ugandans with physical disabilities, we develop a conceptual framework on social capital to investigate the factors correlated with knowledge of formal institutions that target disability. In examining whether this knowledge results in higher incomes we find that gender matters. A woman’s education and membership of external networks are correlates of knowledge; higher levels of this knowledge are associated with substantially higher levels of income.  相似文献

Our study of the adolescent life course proposes that substantial maturation occurs within three intertwined arenas of development: the social, the psychological, and the normative attainment. Further, each arena may be linked, respectively, to three youth problem dimensions: drinking, depressive affect, and academic achievement. We use latent growth curves and the Youth Development Study (effective N = 856) to track a panel of teens from their freshman to senior year in high school. There are 54.4% girls and 45.6% boys, and 75.7% non-Hispanic whites and 24.3% other races/ethnicities. Two research goals are addressed: (1) estimate each dimension’s unique developmental trajectory across high school, and (2) model the dimensions together in order to assess their reciprocal influences. While mean levels in all three dimensions increased over time, distinct developmental patterns were observed, especially in drinking and depression. For example, more drinking occasions—a social activity for most teens—may help assuage some teens’ emotional distress, especially girls’. These patterns suggest a synergistic relationship between the social and psychological arenas of development. Contrary to expectation, higher freshman depressive affect was associated with a significantly sharper increase in GPA over time for girls.

Timothy J. Owens   is an Associate Professor of Sociology at Purdue University, West Lafayette. He received his Ph.D. in sociology from the University of Minnesota. His primary research interests are life course contexts, development, and transitions; sociology of mental health; identity and self-concept; and sociology of children and adolescents. His most recent book is From Adolescence to Adulthood in the Vietnam Era (Springer 2005). Other projects include applying role and identity theory to estimating the probability and timing of death among American infantrymen in the Vietnam War. Nathan D. Shippee   is a 2008–2009 Fulbright research fellow in Ukraine. He received his Ph.D. in sociology from Purdue University in 2008. His research interests pertain to social psychology, criminology, criminal justice, and discourse analysis. Current projects include: violent victimization in the life course, wrongful conviction, legal cases regarding parents who kill their partners, stigma management, and national identity. Devon J. Hensel   is an Assistant Research Scientist, Section of Adolescent Medicine, Indiana University School of Medicine. She received her Ph.D. in sociology from Purdue University in 2005. Committees have been established to improve legislation and make expert recommendations. However, many bills do not appear in committees, and how they reach the Senate floor varies in style and strategy. We develop and test expectations for when, as well as how, bills bypass Senate committee proceedings. The procedures legislators use to circumvent committees and what makes committee bypassing more probable are explored. The findings clearly demonstrate that bills introduced by ideologically extreme minority-party members are more likely to bypass committees. We also show a clear shift in the procedural choices senators make as the Senate becomes increasingly polarized. This article highlights the procedural choices members make, how these choices produce differing outcomes, and suggests evidence of positive agenda power for individual minority-party senators.  相似文献

Scholars disagree whether local decision making is inherently more democratic and sustainable than centralized governance structures. While some maintain it is, due to the incorporation of local knowledge, citizen decision makers' closeness to the issues, and the benefits of participatory democracy, others find it as susceptible to issues of corruption and poor implementation as any other scale. We argue that with wetlands, a natural resource with critical local benefits, it is imperative to incorporate local governance, using the U.S. state of Connecticut as an example. Despite the American policy of No Net Loss, the local benefits of wetland resources cannot be aggregated on a national scale. Each local ecosystem needs wetland resources to ensure local ecological benefits such as flood control and pollution remission, as well as the substantial economic benefits of recreation. We illustrate the benefits of local control of wetlands with data from the American state of Connecticut, which consistently surpasses the federal wetland goal of No Net Loss due, we argue, to the governance structure of town‐level wetlands commissions. A national policy such as No Net Loss, where wetlands are saved or created in designated areas and destroyed in others, is insufficient when it ignores critical benefits for localities. The Connecticut system using local volunteers and unpaid appointees is a successful method for governing common‐pool wetland systems. In the case of Connecticut, we find that local decision making is not a “trap,” but instead an effective model of sustainable, democratic local governance.  相似文献

In addition to preexisting threats such as the rise of China, the United States now faces a protracted struggle against Islamist terrorists. The military component of the nation's security strategy requires a balanced force that can be employed across the spectrum of conflict. The Iraq War has shown the “1-4-2-1” force-sizing construct—maintaining a force able to defend the homeland, operate in and from four forward regions, simultaneously defeat two regional adversaries, and achieve a result such as regime change in one of them—to be unattainable. But by spending 4.5 percent of GDP on defense and with the right force mix, America will be able to lead coalitions against terrorists, restore order to unstable regions, do peacekeeping in regions of vital interest, deter aggression, and win a war if deterrence fails. The benefits of the resulting world order far outweigh the costs.  相似文献

This study examines the impact of social support on work–family conflict and work–family enhancement. Data from 341 employees of public organizations showed that social support, especially from work sources, reduced the level of work interference with family, one direction of work–family conflict. In addition, all nonfamily sources of social support related positively to work enhancement of family, and all sources of social support, except that received from a supervisor, positively correlated with family enhancement of work. The strengths, limitations, and implications of the study are discussed, and areas for future research are recommended.  相似文献
