Participation,education, and pluralism: towards a new extension ethic

The concern driving current debate on agricultural extension is increasingly that of how to help farmers learn how to deal with the complex world around them responsibly and profitably, in such a way that the extension worker is ancillary. This article seeks to deconstruct and provide a more reasoned assessment of agricultural extension services through a reflection on development paradigms, adult education, individual empowerment, and institutional pluralism. By calling into question the underlying ethical dimensions of agricultural extension, it is possible to develop an alternative paradigm and thereby generate new insights into it. The article concludes that the raison d'être of agricultural extension today must be to create an ethical basis which ensures that extension practices are more inclusive and thus responsive to the needs of farmers and other rural populations, integrating individual expectations into the wider socio-economic, cultural, political, and geographical environment.     

DNA commission of the International Society of Forensic Genetics: Recommendations on the interpretation of mixtures

The DNA commission of the International Society of Forensic Genetics (ISFG) was convened at the 21st congress of the International Society for Forensic Genetics held between 13 and 17 September in the Azores, Portugal. The purpose of the group was to agree on guidelines to encourage best practice that can be universally applied to assist with mixture interpretation. In addition the commission was tasked to provide guidance on low copy number (LCN) reporting. Our discussions have highlighted a significant need for continuing education and research into this area. We have attempted to present a consensus from experts but to be practical we do not claim to have conveyed a clear vision in every respect in this difficult subject. For this reason, we propose to allow a period of time for feedback and reflection by the scientific community. Then the DNA commission will meet again to consider further recommendations.     

Local Taxation in the Netherlands

Provincial governments in the Netherlands have only one general tax at their disposal. However, it has become an insufficient source of revenue for this level of government in the Dutch system. To increase the revenue raising capacity of the provincial governments, thirteen broad-based general tax proposals not used at the local level were examined. The objective was to find a fair and equitable tax that could easily be collected and would result in fl. 200 million in additional revenue for the provincial governments.     

Psychological obstacles to administrative responsibility: Lessons of the MOVE disaster

Investigative bodies and other observers have attributed much of the blame for the 1985 MOVE catastrophe in Philadelphia to ineffective management by the city's previously successful mayor, W. Wilson Goode. Goode's behavior toward the disruptive extremist group followed two patterns, both paradoxical: protracted delay followed by excessive haste, and arms-length action that contrasted sharply with his usual hands-on management style. Drawing on the theory of decisionmaking developed by Irving Janis and Leon Mann, this paper suggests that both paradoxes resulted from unresolved decisional conflicts that impeded responsible and rational handling of the problem. The case points to the value of devoting more attention to the psychology of decision-making in educating present and future public managers.     

THE BEHAVIOUR OF LEGISLATORS AND BUREAUCRATS AND POLICING EXPENDITURES: A CONCEPTUAL FRAMEWORK AND SOME EMPIRICAL RESULTS*

Abstract: This paper is concerned with an analysis of legislation, public administration and government expenditure decisions on policing activities. These three dimensions of government can be used as mechanisms of social control. Whether they are or not is an empirical question that has to be determined in each case. It is shown that there are no strict relationships between the three dimensions of government activity: separate decision-making is undertaken for each of the three dimensions. It is indicated that there are eight possible combinations of the three dimensions, assuming that the three dimensions of government activity are bivariate and discrete. The empirical analysis relates to the state of Queensland and it is concluded that Queensland can be described as a case consisting of authoritarian legislation, public administration contrary to the rule of law, and low policing expenditures.     

The World Bank's (post-)conflict agenda: the challenge of integrating development and security

Linkages between security and development, and the need for national and international organizations to integrate these areas and concerns in policy, are widely recognized. It is, however, less clear how to practically accomplish this. Different policies will address different security and development concepts and aspects, and choices on focus and priority need to be made. This can generate tensions and resistance within organizations, resulting in limited integration. A case study of the World Bank's attempt to be more ‘conflict-sensitive’ demonstrates this dynamic. This attempt has had various positive aspects, but the integration of conflict concerns in its programmes and policies remains uneven and somewhat limited. While there is certainly room for improved integration, this should not be pursued beyond the point where the Bank's comparative advantage is undermined and resources from its core mission of combating human poverty diverted.     

Newspaper juries

This article reports on a field experiment on the effect of media information on people’s attitudes towards the justice system. For the duration of a year a Dutch local newspaper took small groups of readers, called ‘newspaper jurors’, to court sessions of criminal cases and subsequently reported on their experiences and perceptions. Using a quasi-experimental design, we examined whether an attitude change in the general reader population of this particular local newspaper occurred as a result of the jury’s newspaper reports. Findings show that, after the treatment interval of 1 year, no attitude change in the general reader population could be identified that was absent in the control group.     

Lawyers of the Right: Networks and Organization

Lawyers for conservative and libertarian causes are active in organizing and mobilizing interest groups within the conservative coalition, and networks of relationships among those lawyers help to maintain and shape the coalition. Using data gathered in interviews with seventy-two such lawyers, this article analyzes characteristics of the lawyers and the structure of their networks. The findings suggest that the networks are divided into segments or blocks that are identified with particular constituencies, but that a distinct set of actors with extensive relationships serves to bridge the constituencies. Measures of centrality and brokerage confirm the structural importance of these actors in the network, and a search of references in news media confirms their prominence or prestige. This "core" set of actors occupies the "structural hole" in the network that separates the business constituency from religious conservatives. Libertarians, located near the core of the network, also occupy an intermediate position. Regression analysis of ties within the network suggests that the Federalist Society plays an important role in bringing the lawyers together.
