Sustainable governance of natural resources and institutional change–an analytical framework

This article presents a conceptual framework for analysing the governance of natural resource use, as governance is often the primary issue when natural resources are overexploited and degraded. It addresses both spontaneous and active governance, including institutional change induced by development co‐operation. Drawing on existing frameworks of institutional analysis, fundamental modifications are presented to adapt the concept to the context of international co‐operation, and to include dynamic aspects of institutional change as well as multiple actor interactions. Tested in several case studies, the framework was found suitable and relevant for use in project planning and evaluation, as well as for comparing governance issues across cases in a conceptually rigorous way. Were Bosnian policy research organisations more effective in 2006 than in 2003? Did technical assistance play a role?

In 2003 the policy development process in Bosnia and Herzegovina was characterised by international community (IC) dominance. The IC provided the vast majority of the analysis of problems facing the country and drafted many of the laws. This article documents developments from fall 2003 to fall 2006 in the use of evidence and analysis in the policy development process and the role of local policy research organisations (PROs—often called think tanks) in it. The likely relation between these changes and the activities of a PRO mentoring project that operated over the same period is also assessed. Evidence comes as a series of interviews in both years with government officials and members of parliament, on the one hand, and leaders of PROs and advocacy NGOs on the other. The broad picture that emerges from the above review is of a substantial positive development in the policy development process in Bosnia and Herzegovina over the period. Factual evidence and analysis are playing a much greater role, and PROs have been a major provider of this information. The evidence indicates that PROs have been successful in convincing the policy community that they are purveyors of objective, disinterested advice and analysis. The improvements occurred in a conducive environment that steadily placed greater responsibility for policy formation on Bosnian officials. Copyright © 2007 John Wiley & Sons, Ltd.

Chinese debate on military strategy: Trends & portents

The 1980s have witnessed an intense debate by China’s strategic community over a military strategy in response to what Beijing sees as a shifting, but still complex and potentially troublesome, security environment. though the debate is yet to conclude, the broad contours of the new doctrine have been sketched out. Acknowledging that both superpowers are increasingly constrained by economic, political, and military factors in their contest for supremacy, Chinese analysts continue to warn against lowering armed guard at a time when the focus of the arms race is shifting to new frontiers: outer space and oceans. They would like China to strengthen its national defense rather than rely an arms control to mitigate threats to its security. China is continuing its defense modernization program, which will reshape its force structure and enhance its conventional and nuclear capabilities. and the author ofChinese National Security and Nuclear Arms Control [M. Identity development and formal operations as sources of adolescent egocentrism

The self-concerns and social expectations that are part of the identity development process may lead adolescents to think that others survey them for signs of individuality. The novelty of identity development may also lead to feelings of uniqueness and invulnerability. The imaginary audience and personal fable may therefore stem from identity development and not from the emergence of formal operations. In this study high school and first-year university students (N=255) completed measures of adolescent egocentrism, identity development, and formal operations. Egocentrism was moderately associated with higher scores on identity crisis and identity achievement, and with lower scores on identity diffusion. There was no significant relationship between egocentrism and the emergence of formal operations.Received his M.Sc. and Ph.D. from the University of Victoria. Parenting satisfaction of mothers during midlife

The present investigation explores the relations among midlife identity concerns, marital satisfaction, mental health, and parenting satisfaction among mothers of preadolescents and early adolescents. Data were obtained from 129 intact families with a firstborn child between the ages of 10 and 15. The results suggest that intense midlife concerns are associated with diminished satisfaction with parenting, although this relation is moderated by the mother's reported marital satisfaction and her overall psychological wellbeing. Specifically, mothers with intense midlife crisis symptoms report higher parenting satisfaction when their marital satisfaction is high, but lower parental satisfaction when their midlife concerns are accompanied by psychological distress. The relations among midlife concerns, marital satisfaction, psychological symptoms, and mothers' satisfaction with parenting are not moderated by the sex of the adolescent.The research reported here is part of a larger investigation supported by grants to the second author by the William T.
