This article develops theoretical understanding of the motives of business firms and their managers for compliance. First, we develop a typology to conceptualize and measure business motives relevant to compliance behavior. We distinguish between three categories of motives: economic, social, and normative. We hypothesize, however, that business firms and their managers do not divide into types motivated exclusively by singular priorities. We expect each firm to hold a constellation of plural motives. Moreover, we expect that economic and social motives are more alike between regulatees within the same regulatory regime than normative motives. Second, we conduct a preliminary test of the plausibility of our typology of motives and our theory of constellations of plural motives using data from a survey of the thousand biggest companies in Australia. Finally, we conclude that the path from fundamental interests or motives to behavior is filled with constraints and contingent factors at the individual, organizational, and structural levels.  相似文献

This study examines the criminal arrest records of a Danish birth cohort of 28,884 men to test the hypothesis that specialization exists for violent offending. Property offending is included for comparison. Specialization in violence is found to exist for offenders with more than three arrests, and specialization in property offending, for offenders with fewer than four arrests. Knowledge of past violent offending is discussed as a potentially valuable part of the predictive equation of future violence.  相似文献

Canadian federalism has experienced considerable pressure for change and innovation in recent years. There have been calls for more collaborative federalism and demands for public sector reforms consistent with the precepts of New Public Management. This article examines the hypothesis that these pressures might be expected to have resulted in some intergovernmental institutional innovation in the arena of federal–provincial–territorial relations. Using a conceptual distinction between federalism, intergovernmental relations, and intergovernmental management (IGM) as the basis of analyzing institutional innovation at six levels in the Canadian intergovernmental administrative state, the authors find a differentiated impact with more institutional innovation evident at the micro levels of IGM and innovation more constrained at the macro levels of the administrative state by the traditional institutional infrastructure of executive federalism.  相似文献

Despite the widespreach acceptance of the notion that during periods of economic downturn, higher levels of unemployment lead to higher levels of crime and imprisonment, the research literature reveals very little consistent support for the existence of such a relationship. Studies that do suggest unemployment causes crime and imprisonment have used methodological techniques which, especially in over-time studies, could lead to the acceptance of spurious effects caused by trend and lag as evidence of a true relationship. Using data over a six-year period for the United States, a panel model is specified in which appropriate controls for intra-series trend and cross-series lagged effects are included. Although bivariate correlations are strongly suggestive of a relationship between unemployment and crime, results of the panel approach suggest that most of the apparent relationship is due to common trend effects. Little evidence is found for the existence of a relationship between crime/imprisonment and unemployment, regardless of the type of effect considered. In addition, results from stability tests indicate that the crime-unemployment relationship has been unstable. while the unemployment-imprisonment relationship has been relatively invariant.  相似文献

One of the most compelling reasons for accurate racial coding of juveniles involved in the juvenile justice system is to ensure that all youth are treated fairly, regardless of race or ethnicity. Pennsylvania juvenile courts and probation departments now have instructions and guidelines for collecting and recording race and ethnicity in compliance with Federal standards. One of the goals of Pennsylvania's juvenile justice system is the “imposition of accountability” for offenses committed. This White Paper, originally published in 2006, takes the position that true accountability requires juvenile offenders to repair the harm caused by their offending behavior and to understand and acknowledge the wrongfulness of their actions, their responsibility for causing harm, and the impact of the crime on the crime victim and community. It identifies system responsibilities, restorative practices, and outcomes relative to accountability. This White Paper was the result of debate among focus group participants under the auspices of the State Advisory Group.  相似文献
