Juveniles in secure confinement allegedly suffer from more mental health problems than their peers. This may reflect background and behavioral characteristics commonly found in clients of both mental health and juvenile justice systems. Another explanation is that mental disorders increase the risk of arrest. These interpretations were tested on a sample of Pittsburgh boys (n = 736). Findings indicate that arrested youth exhibit more attention deficit hyperactivity (ADH) problems, oppositional defiant (OD) problems, and nondelinquent externalizing symptoms prior to their first arrests compared to their never‐arrested peers. However, arrested and nonarrested youth score similarly on prior affective and anxiety problems and internalizing symptoms. Net of delinquency, substance use, and other selection factors, internalizing problems lower the risk of subsequent arrest, whereas OD problems and nondelinquent externalizing symptoms increase it. ADH problems have no effect on arrest net of delinquency and substance use. These findings lend only partial support to the criminalization hypothesis. Whereas some mental health symptoms increase the risk of arrest, others elicit more cautious or compassionate official responses.  相似文献

This study, which is based on individual criminal careers over a 60‐year period, focuses on the development of criminal behavior. It first examines the impact that life circumstances such as work and marriage have on offending, then tests whether the effects of these circumstances are different for different groups of offenders, and finally examines the extent to which the age‐crime relationship at the aggregate level can be explained by age‐graded differences in life circumstances. Official data were retrieved for a 4‐percent (N=4,615) sample of all individuals whose criminal case was tried in the Netherlands in 1977. Self‐report data were derived from a nationally representative survey administered in the Netherlands in 1996 to 2,244 individuals aged 15 years or older. In analyzing this data, we use semi‐parametric group‐based models. Results indicate that life circumstances substantially influence the chances of criminal behavior, and that the effects of these circumstances on offending differ across offender groups. Age‐graded changes in life circumstances, however, explain the aggregate age‐crime relationship only to a modest extent.  相似文献

Opinion polls suggest the UK Government faces an uphill task in winning the forthcoming referendum on the European Constitutional Treaty. This article provides a detailed analysis of the factors that are likely to decide the referendum outcome. Using recent survey data, we analyze the factors that influence individual-level support for the Constitutional Treaty. These results show that it is not only general attitudes towards European integration which are likely to play an important role, but also partisanship and satisfaction with the government. Given the low levels of information about the Constitution and the large number of undecided voters, the campaign itself will be crucial to the outcome. We argue that while information alone will not necessarily persuade voters, a successful campaign strategy by the yes-camp could make a decisive difference by motivating and informing voters, as well as setting the agenda for the debate.  相似文献

Theories involving coattails, surge and decline, presidential popularity, and the economy ascribe little importance to presidential efforts to influence congressional elections. Since such efforts do occur, we ask: What happens when a president campaigns for fellow partisans? We examined President George W. Bush's decisions to campaign for certain House candidates in 2002, and we assessed the effect of his visits on Republicans' electoral successes. Both the competitiveness of a race and the president's electoral self‐interest increased the likelihood of a visit on behalf of a candidate. Neither party loyalty nor presidential support in Congress had an effect. We conclude that presidential campaign visits significantly enhance candidates' electoral prospects.  相似文献

After more than a decade of major public and media outcries for an effective corporate liability regime in relation to workplace deaths the Home Secretary finally confirmed in May 2003, endorsed by the Cabinet in November 2003, that he will prepare a bill during this Parliament Session introducinga new offence of “Corporate Killing”. The call for such an offence as well as individual offences directed at directors and other senior officers arose out of the failures in the current corporate manslaughter law of the UK to convict any middle or large size companies. Specifically, after public disasters such as the capsizing of the Herald of Free Enterprise in 1987 (193 deaths), the Kings Cross Station fire (37 deaths), the Piper Alpha Oil Platform explosion (167 deaths) and a host of recent rail crashes have led to wide public calls to ensure corporations be held responsible for management failings resulting in fatalities. This paper looks briefly at the current law of corporate manslaughter and its failure to deliver the general public's desire for corporate liability as well as the development and evolution of the new proposals.  相似文献
