The Impact of Time on Parent Perspectives on the Barriers to Services and the Service Needs of Youths in the Juvenile Justice System

The purposes of this study were: 1) to assess the overall perspectives of parents (N=115) of youths in the juvenile justice system on the barriers to and services needs of youths in the juvenile justice system; and 2) to assess the strength of the relationship between duration of time the youth has been involved in the juvenile justice system and parent perceptions of barriers and service needs. The top service need was case management. Statistically significant moderate negative correlations were found between duration of time in the juvenile justice system and Total Barrier score, and all composite barrier scores (i.e., Mismatch, Red Tape, and Inaccessibility). Statistically significant small negative correlations were found between duration of time in the juvenile justice system and the Total Service Needs score and two composite scores: Substance Abuse Services and Out‐of‐Home Services.     

THE FUTURE OF POLICE AUTHORITIES: MEMBERS VIEWS

Part of the argument about police accountability concerns the role of police authorities, their membership and powers. The Conservative, Alliance and Labour Parties have developed policies which are broadly retentionist – leave things as they are – reformist – change the membership – and radical – empower police authorities to determine policy. The evidence suggests that police authority members' views, though broadly consistent with their party policies nationally, differ in some important respects. Conservatives are increasingly unhappy about the statutory co-option of magistrates. Alliance members appear not to favour an increase in the proportion of nonelected members. And many Labour councillors entertain doubts about the control model.     

JAPAN'S BUREAUCRATIC DECISION-MAKING ON THE TEXTBOOK

In social theory as well as in common folklore, the childhood years have been recognized as critical for the development of the individual's personality, social attitudes, and cultural values. In most societies, the school stands with the family and peer groups as one of the most significant agents of political learning. In Japan, school influence is much greater than the other two factors because of the educational system. The myths and legends of the past, the policies and programs of the present, and the goals and aspirations of the future are taught selectively. Consciously or not, textbooks justify and rationalize the political practices.     

Business Response to Regulation: An Economist's Perspective

This chapter presents an economist's perspective on the interrelationship of the compliance and enforcement decisions of business and regulators in the context of regulations governing occupational health. Assuming profit-maximizing firms and harm-minimizing enforcement agencies, it is argued that a degree of preventive activity would be undertaken by businesses even in the absence of regulation. However, if employees are not fully informed about the risks of the workplace, it is likely that the profit-maximizing level of prevention will be less than socially optimal, and consequently there will be a need for regulation. An enforcement agency which attempts to minimize harm through inducing compliance with regulatory standards will be faced with similar informational difficulties to individual employees, and this suggests some scope for cooperative gains with individual firms through negotiated compliance, rather than prosecution.     

DOCTORS AND DEFICITS: REGULATING THE MEDICAL PROFESSION IN FRANCE

This paper seeks to analyze the political factors involved in health care delivery in a modern industrial welfare state and to illustrate how the transformation of the French state has affected the policymaking environment surrounding this particular issue. Cultural traditions rooted in the nineteenth century seriously circumscribed the role of the state in de-the conditions of medical practice. Nonetheless, pressures emerging since 1945 for the provision of a wide array of social services have drawn the state into ever closer regulation of the health sector. The economic constraints of the past decade resulted in state-imposed cost-containment policies which accentuated the trend toward politicization of health care. In consequence, and despite the rear-guard defensive tactics of the medical profession, the French state has succeeded in firmly establishing its primacy in this major area of public policy.
