The focus of the article is to use the changed landscape of Euroscepticism to look broadly across a set of cases of government participation by parties holding Eurosceptical positions to examine whether government participation has an effect on their European positions and whether participation by Eurosceptic parties in government has had an effect on their European policy. In general, while there does seem to be a moderating effect of government participation on a party's Euroscepticism, there are notable cases of Eurosceptic party participation in government having some discernible impact on policy, but under somewhat specific conditions. The impact is clearly different for major and minor parties and, in the case of the latter, moderating their Euroscepticism is often a signifier of a wider process of party mainstreaming. In some cases, while parties continue to use Eurosceptic rhetoric when in office, this does not appear to translate into substantial policy change.  相似文献

The initial encounters between Al Qaeda and the U.S. military taught both a series of lessons that reverberate across the battlefields of Afghanistan today. Both sides entered the fray with preconceived ideas of their enemy—ideas that disappeared on the battlefields of the Shahi-Kot valley. The United States was determined not to repeat the mistakes of the siege of Tora Bora. Their battleplan called for a lightning fast operation using highly mobile U.S. and Afghan forces to envelop the enemy, but failures of intelligence and the fog of war transformed Anaconda into a long, slow struggle against an often invisible foe. Al Qaeda had all the advantages of terrain and defense but was unable to cause the massive casualties they thought would drive the American invaders from Afghanistan. Both sides left the battlefield with valuable lessons that have prevented any similar encounters since silence returned to the Shahi-Kot.  相似文献

Canada, along with most other Western, industrialized countries, has experienced a dramatic increase in both the overall volume and the rate of official crime, as well as significant increases in the amount of female crime since the mid-1950's. Several authors have suggested that much of this increase in official crime is related to major demographic fluctuations, such as the post-war “baby-boom.” Specifically, in this paper it is maintained that a large proportion of the increase in the overall amount of crime is due to both absolute as well as relative increases in those segments of the population which have high a priori crime rates.

Using 1957 as a base year, the volume of convictions for criminal offenders in Canada is standardized for population size, age structure, and sex composition effects. It was found that approximately one-half of the increase in volume of crime could be attributed to overall population growth. The impact of age structure and sex composition was not unambiguous, however, with the period 1958–1964 showing a greater sensitivity to these variables than the period 1965–1973.  相似文献

The interpretation of the Northern Ireland peace process is highly controversial because it not only has implications for the future of Northern Ireland but ‘lessons’ are also drawn for dealing with terrorism and insurgency globally. This article reviews and critiques key interpretations of the peace process. ‘The Militarists’, Republican Dissidents and Neoconservatives, offer a ‘fundamentalist idealist’ interpretation which leads them to reject political compromise and continue to pursue victory by military means. ‘The Enthusiasts’ are leading figures in the Labour government who champion the outcome of the peace process and recommend ‘talking to terrorists’. ‘The Sceptics’ argue in defence of politics and support the pragmatic realism used to negotiate accommodation. They are critical of ‘The Militarists’ for misinterpreting the peace process and threatening to go back to ‘war’. ‘Sceptics’ welcome powersharing but criticise the ‘Enthusiasts’ for mishandling the peace process and undermining the moderate parties. This has left Northern Ireland with high levels of segregation and economic inequality that prevent the consolidation of peace.  相似文献

The relevance of trauma‐informed practice (TIP) across the workforce, especially in a trauma‐laden environment such as prison, has gained credence. Little is documented, however, on the practicalities of responding to trauma within custodial institutions where the potential for retraumatisation and the tension between care and control are complicating factors. This article explores the views of over 200 prison staff on the adoption of a trauma‐informed approach for young people in custody. It identifies a gap between vision and practice and, while acknowledging that prisons can become more ‘trauma‐aware’, disputes the notion that true TIP is possible within current custodial contexts.  相似文献
