Recent elections in Europe have shown that a context of increasing citizen distrust towards democratic institutions may lead to very high levels of electoral volatility and to the emergence of new parties. On the other hand, institutional reforms are sometimes presented as a solution to citizens’ discontent with political institutions. Focusing on a specific type of political institution ? electoral systems ? the question addressed in this study is whether high levels of electoral volatility may trigger electoral reforms. The article investigates the conditions under which reforms affecting the electoral system’s degree of openness to new parties were enacted in 25 European countries between 1945 and 2012. The findings demonstrate that volatility due to the emergence of new parties is the most powerful explanation to account for the introduction of electoral reforms, particularly those that hinder the entry of new parties into the system. 相似文献

The disappointing performance of conventional public sector reforms in developing countries has led to the rise of ‘new’ approaches seeking to overcome traditional bureaucratic barriers to change: leadership-focused interventions like the Africa Governance Initiative (AGI); accountability-focused initiatives like the Open Government Partnership (OGP); and adaptation-focused models like those of Africa Power and Politics (APP). While these approaches are appealing to aid donors in their promise to move beyond the limitations of purely formal institution building, they fail to provide new answers to the ‘old’ analytical and practical challenges of public sector reform, in particular administrative patrimonialism, public corruption and political capture. The evidence is yet inchoate, but all points to the need for these approaches to work together with conventional ones. Beyond novel implementation tactics, however, there is a need for new strategies of sustained political support for embattled reformers who face powerful incentives against institutional change. 相似文献

The aim of this paper is to propose the main elements of a theoretical and methodological framework for the assessment of the success of complex policy mixes, to highlight the conflicts between individual instruments and other elements within those mixes and to propose policy recommendations in order to mitigate them. Some criteria are defined, and different levels of analysis are considered. The challenges in evaluating policy packages are illustrated with the case of the coexistence between renewable energy support and emissions trading schemes. It is shown that policy mixes inherently lead to interactions between the different instruments, either in the form of conflicts or synergies. Conflicts are horizontal (i.e., between different types of instruments) and/or vertical (i.e., between different administrative levels). It is suggested that mitigating those conflicts could require administrative coordination. Relevant coordination could take place between different administrative levels and relate to different instruments or different design elements within similar instruments. However, given the trade-offs between different criteria, the role of coordination is necessarily limited. 相似文献

The debate on euthanasia in Spain has been ongoing from the beginning of the 20th century and remains extant. Three periods can be identified: prior to 1978, 1978-2002, and after 2002. The debate increased significantly after the Ramon Sampedro case (1995-1998), and was fuelled with new, although very different cases, such as those of Leganés (2005-2008), Jorge Leon (2006) or Inmaculada Echevarria (2006-2007). As a consequence of these cases in 2008 the Regional Government of Andalusia started a legal process to pass a law regulating end-of-life decisions, excluding euthanasia and assisted-suicide, which was finally enacted in 2010. Two other Spanish regions (Navarra and Aragón) passed similar laws. The central government also initiated a legal process to approve a national law, excluding euthanasia and assisted-suicide. The project failed because of the dissolution of the Parliament in June 2011. The new government will have to decide how to continue the process. 相似文献

This is a study about the possibility of self-governance. We designed two versions of a step-level public good game, with or without a centralized sanctioning mechanism (CSM). In a baseline treatment participants play 14 rounds of the non-CSM game. In an automatic removal (AR) treatment participants play 7 rounds with CSM plus 7 rounds without CSM. In voted removal (VR) participants play 7 rounds with CSM followed by a voting stage to decide whether to keep CSM. All VR groups removed CSM. Contributions in AR and VR after CSM removal are dramatically higher than in the baseline. Most groups with a CSM history managed to cooperate until the last round. We do not find more cooperation in VR than in AR. 相似文献

This study of Uruguay's Frente Amplio explores four central questions for the analysis of the “new Latin American left.” How did a leftist alternative emerge and grow inside an institutionalized party system? How do the socioeconomic and political factors that enabled the rise of the left in Uruguay differ from those observed in other Latin American cases? How did Frente Amplio adapt itself to profit from the opportunities that arose during the 1990s? What are the implications of the previous factors for governmental action by the FA? In answering these questions, this study integrates an analysis of the sociological and political-institutional opportunity structures consolidated during the 1990s with one of strategic partisan adaptation processes. This perspective is useful for explaining how, by 2004, Frente Amplio had built a dual support base from its historical constituency and a socially heterogeneous group alienated from traditional parties due to economic and political discontent. 相似文献
