From Communism to Capitalism? Russia's Agrarian Relations in the Twentieth Century and Beyond

The introduction to this collection discusses Russia's agrarian relations in a historical and contemporary context, placing questions of current economic development firmly within the political economy issues that were relevant in the early twentieth century in Russia. The analysis focuses on the question of peasant adaptation and resistance. The concept of resistance is discussed comparatively and as it pertains to contemporary Russia. Survey data from 800 households in five regions are used to explore rural adaptation according to economic strata. Specifically, data are presented on business income, total landholdings and total household income in order to address the issue of who adapted. Statistical analysis is presented to explore the relationship between household affluence and the use of social networks, and between household affluence and household satisfaction.     

W. Edwards deming and frederick winslow taylor: A comparison of two leaders who shaped the world's view of management

This paper compares the personal backgrounds and management philosophies of Frederick Winslow Taylor and W. Edwards Deming. Among the commonalities existing between the two leaders are their use of science and measurement, belief in expert knowledge, the importance of training, top management commitment, concern with customer and society, competition with contemporary figures, and American military and international applications of their theories. Among their major differences are their views on quantity versus quality, performance improvement, participation, motivation, the individual versus the group, unions, and use of disciple. Differences are discussed in terms of their relative places in the history of management thought.     

The centralisation of local government functions in Northern Ireland — an appraisal

This paper reviews the work of Local Development Agencies (LDAs), such as Councils for Voluntary Service and Rural Community Councils in promoting and supporting voluntary and community action in local communities in the UK. Based upon the first substantive study of these bodies since the late 1970s the paper evaluates both their work and the extent of their support to local communities. It then maps this work against the roles delineated for LDAs in the Wolfenden Report, in 1978, and suggests a reformulation of their roles for the new millennium. It concludes by considering the import of these ‘reformulated’ LDAs for the community governance initiative of the present Labour government.     

Nationalist Sources of International Economic Integration

Most scholars of international relations and nationalism presume that nationalist ideology acts uniformly to hinder international economic integration, globalization, and free trade. This article challenges the conventional wisdom by developing an analytical framework of the incentives majority and minority nationalists face in the realm of foreign economic relations. Defining nationalism as the promotion of the autonomy, unity, and identity of the nation, it argues that nationalists have strong possible motivations both for and against close economic ties with foreign nations and states. As a result, oftentimes nationalists must make trade-offs among their goals of autonomy, unity, and identity when developing foreign economic policy preferences. Case studies of nationalist organizations in Quebec, India, and Ukraine that favor a high degree of international economic integration are presented to show the usefulness of the analytical framework.     

The Great Republican Transformation on Oversight

For a relatively small country that does not have a very large intelligence establishment, Canada has produced quite a sizeable literature on such matters. Produced mainly in the past twenty years, it essentially dates from the period when revelations began that the Security Services of the Royal Canadian Mounted Police (RCMP) had been involved in illegal activities. The resulting scandal produced a Royal Commission of Inquiry, the McDonald Commission, and the establishment of review institutions. While Igor Gouzenko's disclosures of Soviet involvement had drawn some public and academic attention to espionage matters in Canada in the late 1940s, the Security Service controversies of the late sixties and seventies marked the real beginning of a spate of publications in the field.
