The European Parliament (EP) has long been regarded as a positive force for environmental change in the EU, but there has been little detailed empirical scrutiny to determine whether its reputation as a green champion is deserved. Nor has there been any evaluation of the environmental impact of the increase in EP powers under co-decision. These oversights are rectified by an evaluation of the EP's amendments to environmental legislation using typologies that rank them in terms of their level of ecological commitment and importance. EP amendments proposed under three procedures of decision making are compared in order to determine whether recent increases in the EP's powers under the co-decision procedure have affected its ability and willingness to adopt 'green' amendments. It is clear that the EP has consistently tried to strengthen environmental legislation but there is some ambiguity as to whether co-decision has been good for the environment.  相似文献

In a small pilot study, 31 interviewees, including 12 parenting coordinators, 11 mothers, and 8 fathers representing 14 different parenting coordination cases retrospectively described child and family functioning both pre‐ and post‐parenting coordination in phone interviews. They also detailed how often and how well different issues that arose during the parenting coordination work (acrimony, problem‐solving communication, triangulation of the child into the conflict) were actively addressed. Parties tended to view coparenting more positively when reflecting on post‐ compared with pre‐intervention, but reported less change in child adjustment. Discrepancy among same‐case informant reports was common. Parenting coordinators (PCs) consistently rated their interventions as more frequent and successful than did parents. Mothers and fathers largely disagreed on interventions they experienced. While this small N pilot can offer no definitive conclusions, it underscores need for research and wisdom in including both parents' perspectives.  相似文献

This article examines the potential implications of the United Kingdom's exit from the European Union (so‐called ‘Brexit’) for the success and survival of the country's flagship climate policy, the Climate Change Act 2008. The impact of a ‘soft’ and a ‘hard’ Brexit for the main features of the Climate Change Act are assessed, building on documentary evidence and elite interviews with key policy‐makers and policy‐shapers. The article argues that the long‐term viability of the Climate Change Act was being threatened even before the EU referendum, and that Brexit will do little to improve this situation. Even though the existence of the Climate Change Act is not under immediate threat, a range of issues presented by Brexit risk undermining its successful implementation.  相似文献

The national network of fusion centers, of which there are currently 78 nationwide, was created in response to the terrorist attacks of September 11, 2001 and continue to play an integral role in contemporary law enforcement. Their mission, put simply, is to facilitate information sharing across disparate agencies and organizations. Despite a significant presence within the law enforcement landscape, fusion centers have received relatively minimal scholarly attention. This limited literature alludes to operational challenges and public concerns that inhibit fusion center effectiveness. More specifically, little information is known about how fusion centers develop relationships with external partners as well as institute mechanisms to safeguard against violations of individual privacy. The present research employs a combination of national survey data and three in-depth case studies of fusion centers in Florida, Nevada, and Michigan to provide initial answers to these questions. Implications for improved policy and practice are discussed.  相似文献

This study assessed psychopathic traits in a nonforensic female population (= 343). Respondents completed the Self‐Report Psychopathy Scale‐4: Short Form (SRP‐SF) and also reported on their Criminal Behavior. The results revealed relatively higher scale elevations for the Interpersonal and Lifestyle SRP‐SF facets, compared to the Affective and Antisocial facets. Also, those with a history of Criminal Behavior had significantly higher SRP‐SF facet scores on all four psychopathy domains, compared to those without such history. Consistent with a number of previous studies, the structural equation modeling results revealed good fit for the four‐factor SRP‐SF model. In addition, a super‐ordinate SRP‐SF factor, which accounted for the majority variance of all four SRP‐SF first‐order factors, also accounted for 50% of the variance in a latent Criminal Behavior factor. Taken together, findings support use of the SRP‐SF to assess psychopathic features in a moderately large sample of Belgium women.  相似文献

Abstract

This paper describes the inter-rater reliability of the Structured Assessment of Risk and Need (SARN, formerly known as Structured Risk Assessment). The SARN is a structured framework for identifying sexual offenders’ dynamic risk factors. The SARN comprises 16 dynamic risk factors, categorized into four domains: Sexual Interests, Distorted Attitudes, Socio-Affective Functioning and Self-Management. Two studies, utilizing three samples, are reported. Study 1 examined the inter-rater reliability of four SARN cases with a sample of seven expert raters. Results indicated high inter-rater reliability amongst these participants. Study 2 examined the reliability of SARN with two samples who had received training before supplying inter-rater data (N=88). Results provided some support for the reliability of SARN. However, strength of reliability was dependent upon the method of analysis applied (percentage agreement, Cohen's Kappa, intra-class correlation coefficients). These results are discussed in terms of their clinical and methodological implications.  相似文献

The Hutchins Commission was concerned that the small minority of the people controlling the press as an instrument of mass communication could misuse their gatekeeping power. Due to new communication technologies the abundance of media outlets has increased choices available to the public far beyond anything commission members could have envisioned. This, in turn, has led to the development of a second layer of electronic gatekeepers between information originators and the public. The effect these electronic gatekeepers will have on the evolution of the press will be as great as, if not greater than, that of the human gatekeepers who were the commission's focus. This article suggests there will be an increasing equation of the public interest with what the public is interested in, a reduction in people's knowledge of public affairs and a decrease in the exposure of individuals to new ideas or ideas that contradict their existing beliefs. The article concludes by questioning whether government regulation is capable of addressing these concerns.  相似文献

The shadow price of capital in production is a useful indicator of the efficacy of the rural financial system. Using data on participants and non‐participants in a small farm credit programme from the Pakistani Punjab, this article estimates the shadow price of capital. Endogenous switching regressions techniques are employed to control for the likely heterogeneity of borrowers versus non‐borrowers. Results indicate that an individual selected at random from the population of small farmers would experience a 200 per cent rate of return on the first rupee borrowed from the small farm credit programme, indicating a high shadow price of capital and a prima facie case for small farm credit programmes.  相似文献
