Proficiency testing (external quality assessment) of drug detection in oral fluid

Eighteen external quality assessment (proficiency testing) samples were prepared from client specimens collected with the Intercept^® oral fluid collection device and by spiking drug-free oral fluid. Samples were circulated in pairs at quarterly intervals to 13 UK and USA based laboratories for analysis by a panel of OraSure micro-plate Intercept^® enzyme immunoassay kits and hyphenated mass spectrophotometric techniques. During the survey, there was a single case of non-specificity in a false report for methadone. The major errors were of lack of sensitivity relative to the concentration thresholds specified for the immunoassays. The sensitivity for overall ‘present’/‘not found’ reports calculated as true positives/(true positives + false negatives) were for the amfetamine specific assay 50%, methyl-amfetamines 93%, barbiturates 64%, cannabinoids 73%, cocaine and metabolites 100%, benzodiazepines 69%, methadone 95%, opiates 79% (opiates excluding oxycodone 93%), phencyclidine 93% and human gamma-globulin 97%. A small number of the sensitivity errors were attributable to errors in chromatographic confirmation techniques.

Digital era open government and democratic governance: The case of Government of Canada Wikipedia editing

As digital era open government initiatives are deployed globally, researchers are debating their effects on democratic governance. We develop a framework to evaluate whether these initiatives improve or undermine democratic governance and apply it to the case of Government of Canada Wikipedia editing and an automated Twitter account (@gccaedits) tracking this activity. Through content analysis of edits and analysis of access to information requests we show that while most edits made are useful and non-partisan, the response of news media and government managers ultimately renders the editing a threat to democratic governance. This complexity highlights the importance of assessing the merits of open government initiatives in their broader socio-political context. The findings also suggest that more fundamental shifts in contemporary political, media and administrative cultures are necessary before the potential benefits of open government reforms can materialize.     

“In the National Interest”: Australia's Approach to Nuclear Proliferation in a Changing International Environment

In the context of the ongoing international debate concerning the efficacy or otherwise of the NPT and IAEA in preventing or managing nuclear proliferation, Australia's undertaking to enter a nuclear cooperation agreement with the People's Republic of China (PRC), once identified as a “strategic competitor” of Australia's major alliance partner the United States (US), suggests that Australia's approach to proliferation issues is being re-evaluated. This paper argues, utilising an analysis of the relationship between the evolving US approach to nuclear issues and Australian policy, that the Howard government's evolving approach to nuclear issues can be characterised as an attempt to balance the competing imperatives of maintaining Australia's reputation as a nuclear non-proliferation standard bearer, regional strategic and economic considerations and the weight of the Australia-US alliance.     

the gendered embroilments of war

Intersectionality has become the primary analytic tool that feminist and anti-racist scholars deploy for theorizing identity and oppression. This paper exposes and critically interrogates the assumptions underpinning intersectionality by focusing on four tensions within intersectionality scholarship: the lack of a defined intersectional methodology; the use of black women as quintessential intersectional subjects; the vague definition of intersectionality; and the empirical validity of intersectionality. Ultimately, my project does not seek to undermine intersectionality; instead, I encourage both feminist and anti-racist scholars to grapple with intersectionality's theoretical, political, and methodological murkiness to construct a more complex way of theorizing identity and oppression.
