The organization of health care in the US and Britain is based on different historical, ideological and political assumptions. This paper draws on those assumptions to describe the current health care crisis and proposed reforms. Central to the discussion is an analysis of the forms of public and market-led provision of health care in operation, particularly in relation to the role of the state and their implications for access, cost, and quality.

Working with sex offenders: Best practice in enhancing practitioner resilience

Abstract

The systematic and widespread treatment of sex offenders is a comparatively recent innovation in the human services field. Consequently, research considering the impact of such work on providers and organisations is still in its infancy. The first swathe of international research, published throughout the 1990s, identified a range of deleterious effects for treatment providers, ranging from mild anxiety to severe psychological morbidity. More recent findings indicate a considerably more optimistic psychological future. This paper seeks to provide the reader with an overview of the relevant literature, together with its shortcomings, and introduce the Model of Dynamic Adaptation (MDA), a framework through which variables associated with both positive and negative outcomes may be grouped and managed. It is proposed that understanding and managing the MDA can support both individuals and organisations in achieving their goals in good psychological health, through the development and implementation of informed, evidence-based, best practice strategies.     

Leader heuristics,political knowledge and voting in Britain's AV referendum

This paper uses data gathered in the British Election Study's 2011 AV Referendum Survey to investigate the impact of party leader images on referendum voting. The emphasis on leader images accords well with research showing that leader heuristics have sizable effects on voting in major referendums and general elections in Britain and other mature democracies. Reacting to these findings, some analysts have argued that the effects of leader images are heterogeneous, being stronger for voters with lower levels of political knowledge. In contrast, consistent with recent research in experimental economics and political psychology, it can be hypothesized that more knowledgeable voters rely more heavily on leader heuristics than do less knowledgeable individuals. Using multivariate statistical techniques developed for interpreting interaction effects in nonlinear models, analyses indicate that a political knowledge index focusing on the electoral system does not have statistically significant effects on referendum voting. However, voters' knowledge of leaders' positions on AV does interact with leader images. The analyses show that voters with higher levels of political knowledge are influenced more strongly by leader heuristics than are those who are less knowledgeable.     

Valence politics and electoral choice in a new democracy: The case of Taiwan

After two peaceful alternations of political power in a single decade, Taiwan is a democratic success story, demonstrating levels of party competition, turnout rates and patterns of civic engagement similar to those in mature Western democracies. What factors drive electoral choice in Taiwan's new democracy? This paper addresses this question by testing rival models of voting behavior using the Taiwan Elections and Democratization Study (TEDS) 2008 presidential election survey data and the 2010 mayoral election survey data. Analyses show that, similar to their counterparts in mature democracies, Taiwanese voters place more emphasis on the performance of political parties and their leaders in delivering policies designed to address valence issues concerning broadly shared policy goals than on position issues or more general ideological stances that divide the electorate. Findings demonstrating the strength of the valence politics model of electoral choice in Taiwan closely resemble the results of analyses of competing models of voting behavior in Western countries such as Great Britain and the United States.     

Hard choices in hard times: Valence voting in Germany (2009)

Recent studies of voting behavior in Anglo-American elections have demonstrated the clear superiority of the valence model over its rivals for explaining how people cast their ballots. In this paper we test the portability of the valence model in a particularly challenging setting the 2009 German Parliamentary elections. Although there are reasons to think that a spatial model might outperform the valence model, we find that the valence model outperforms it with results similar to previous findings in other political settings.     

Legal pragmatism and the pre-birth continuum: an absence of unifying principle

The common law has historically been clear - the rights of the unborn do not exist prior to birth. A child becomes a legal person and able to enforce legal rights upon being born alive and having a separate existence from her or his mother. This article assesses whether new developments in biomedical technologies have left this legal principle inviolate and explores what the state of law is in relation to pre-birth. It argues that there is a pre-birth continuum where the law punctuates points in a lineal timeline fashion as to when a pre-birth "non-entity" becomes a legal entity. The article concludes that there is no singular rule of law with respect to being or becoming a human but rather a collection of discrete and increasingly divergent legal categories. This recognition of a pre-birth continuum or timeline as to the legal recognition of this "non-entity" has significant ramifications for the future development of law and impacts on legal thinking about what it means to be human.     

Politics,Violence and Drugs in Kingston,Jamaica

The involvement of gangs, guns and ganja (marijuana) in Jamaica has, since independence in 1962, largely been confined to the capital, Kingston, and more specifically to the downtown, impoverished sections of the city known locally as the ghetto. This paper examines the characteristics of the ghetto; the context that it provides for political patronage among Kingston's most marginalised citizens; the evolution of certain downtown constituencies into garrison communities; and the separation between politics and drug violence that has marked the last twenty years, as Colombian cocaine has displaced locally‐produced ganja as the key drug to be consumed and traded.     

Voluntary Narrative Disclosures by Local Governments: A Comparative Analysis of the Textual Complexity of Mayoral and Chairpersons' Letters in Annual Reports

Research on local government annual reports has been limited, particularly in relation to report narratives. This study aims to determine whether characteristics of narratives vary between the reports of local governments and listed companies. After considering the nature of the potential report audiences it was predicted that, if writers consider their audience, local government report narratives would be easier to read, less likely to be obfuscated, and use fewer passive sentences than those in corporate reports. The results suggest that mayoral letters exhibit higher reading ease and are less likely to be obfuscated than their corporate counterparts but they are also shorter and contain more passive constructions, making conclusions about readability and understandability ambiguous. This research acquaints readers with important aspects to consider when preparing or evaluating narrative reports.
