Toward an informational dynamics of collective choice

In the following argument, it is suggested that the informational dimension of small-scale collective choice systems be introduced into the set of explanatory variables, be allowed to fluctuate while the ‘committee’ is in session and, finally, be permitted to “feed back” to the individual participants during the group decision process. It is suggested that consideration of the in-period or ‘in-committee’ shocks which this release and flow of information may be modeled to have on the participants’ round-to-round voting strategies might provide a supplementary explanation of some of the anomalous results (such as the relative rarity of observed cycling) encountered in observations of collectively controlled systems.     

A randomized clinical trial of tailored interventions for health promotion and recidivism reduction among homeless parolees: outcomes and cost analysis

Objectives

This study conducted a randomized controlled trial with 600 recently released homeless men exiting California jails and prisons.

Methods

The purpose of this study was to primarily ascertain how different levels of intensity in peer coaching and nurse-partnered intervention programs may impact reentry outcomes; specifically: (a) an intensive peer coach and nurse case managed (PC-NCM) program; (b) an intermediate peer coaching (PC) program with brief nurse counseling; and (c) the usual care (UC) program involving limited peer coaching and brief nurse counseling. Secondary outcomes evaluated the operational cost of each program.

Results

When compared to baseline, all three groups made progress on key health-related outcomes during the 12-month intervention period; further, 84.5 % of all participants eligible for hepatitis A/B vaccination completed their vaccine series. The results of the detailed operational cost analysis suggest the least costly approach (i.e., UC), which accounted for only 2.11 % of the total project expenditure, was as effective in achieving comparable outcomes for this parolee population as the PC-NCM and PC approaches, which accounted for 53.98 % and 43.91 %, respectively, of the project budget.

Conclusions

In this study, all three intervention strategies were found to be comparable in achieving a high rate of vaccine completion, which over time will likely produce tremendous savings to the public health system.

     

A hidden cost of war: the impact of mobilizing reserve troops on emergency response times

This paper analyzes a hidden cost of war: the effect of the mass mobilization of reserve troops on the response times of domestic emergency services to accidents. We provide a statistical examination of this linkage following the US invasion of Iraq in 2003 and find that mobilization significantly increases response times to accidents in the United States. These mobilization-related costs are exacerbated by both legal restrictions and issues of replacing highly specialized human capital.     

Two Cheers for Interpretivism: Deconstructing the British Political Tradition

This article engages with Bevir and Rhodes' version of interpretivism from a critical realist perspective. It argues that they are misguided to equate path‐dependency with path‐determinancy. Instead, we argue that there are three path‐dependencies, institutional, discursive and political‐economic, which constrain without determining the actions of agents and thus effect political outcomes. The argument is illustrated through a brief consideration of the operation of the British Political Tradition.

The Economics and Politics of the Euro Crisis

This article addresses puzzles raised by the Euro crisis: why was EMU established with limited institutional capacities, where do the roots of the crisis lie, how can the response to the crisis be explained, and what are its implications for European integration? It explores how prevailing economic doctrines conditioned the institutional shape of the single currency and locates the roots of the crisis in an institutional asymmetry grounded in national varieties of capitalism, which saw political economies organised to operate export-led growth models joined to others accustomed to demand-led growth. The response to the crisis is reviewed and explained in terms of limitations in European institutions, divergent economic doctrines and the boundaries of European solidarity. Proposed solutions to the crisis based on deflation or reflation are assessed from a varieties of capitalism perspective and the implications for European integration reviewed.     

China Crisis? Indian Strategy,Political Realism,and the Chinese Challenge

Abstract

China's rise has provoked a substantial debate about its possible consequences for Indian security and its implications for Indian strategy. This review essay examines the parameters of this debate, concentrating especially on the rise of a new American-derived political realism in Indian thinking about China. It argues that in urging India to abandon its longstanding posture of strategic restraint, the new realists overestimate India's political military capabilities and run the risk for driving India toward a costly and dangerous confrontation with China.
