Programmes designed to alleviate developing country debt have been implemented by bilateral, commercial and multilateral creditors and sovereign debt has been restructured under Paris Club negotiations. These strategies have not been very successful at reducing the debt levels of developing countries, in part because they continue to receive export credit insurance facilities through export credit agencies (ecas). The purpose of this paper is to examine the high percentages of developing country debt owed to governmental ecas. Analysis of the external debt of low-income and lower middle-income economies at five year intervals from 1980 to 2010 finds a substantial part of the indebtedness of these economies is held by ecas. Analysis of specific sub-Saharan African countries undergoing debt rescheduling and forgiveness through Paris Club negotiations was done for Ghana and Kenya. These results show that, following debt restructuring, new export credit guarantees and/or loans were forthcoming to these countries from the ecas of the creditor countries that rescheduled their old debt in Paris Club negotiations during 2000–12.  相似文献

From 1954 to 1958, the Greek government sought to raise the issue of self‐determination for Cyprus at the United Nations as a means of pressing for the union of the island with the Greek state ‐ enosis. The British government's objective was to ensure if possible that Cyprus was not debated using the legal argument that it was a domestic issue in which the UN had no rights. The British accepted, however, that other political and strategic arguments would be needed to defeat the Greeks and looked to the US government to support them in the UN forums. This article examines the positions of the British and Americans governments and shows the difficulties which the issue created for both in the UN in the period.  相似文献

This article qualitatively and empirically analyses the OSCE's efforts to promote democracy after intra-state war in Georgia. This regional organization is rooted in a comprehensive approach to security that directly links security to democratic values. Therefore, the OSCE is a particularly appropriate subject for studying the issue of democracy promotion in the context of conflict-resolution processes. Georgia provides a difficult environment for such a goal. Given that its two secession conflicts are ‘frozen’, democracy can, especially in this context, be considered a well-suited means to indirectly contribute to conflict resolution. By contrasting the democratic development in Georgia with OSCE activities since 1992, this article will assess OSCE democracy promotion efforts. When these efforts are measured with regard to progress in peace and democratic quality, the effectiveness of external democracy promotion by the OSCE has to be called into question. However, the article argues that democratization is a long-term process in which internal factors play a decisive role. The OSCE, like other international organizations, can only reach its normative goals to the degree of the reform orientation and political will of the target state's government. The potential for impact is limited, but can be increased by commitment and context sensitivity.  相似文献

Abstract: In developing latent prints on cartridge casings and shotgun shells, multiple chemical processes should be used in order to obtain the best results. In Phase I, this study established an optimal chemical sequence for both Brass and Nickel cartridge casings based on six sequences involving four chemicals: Cyanoacrylate, Black Powder, Rhodamine 6G and Acidified Hydrogen Peroxide. Phase II was a validation study of Phase I involving a random sample of both Brass and Nickel cartridge casings, which were processed according to the determined optimal sequences. In addition, ribbed shotgun shells were processed under Phase I results and determined to be dependent upon the utilization of a CrimeScope at 515 nm. Consideration should be given to the type of cartridge case being examined. Although limitations exist, some chemical sequences undeniably work better than others. All photographs were manipulated with Adobe® Photoshop®. All results were verified by a senior latent print examiner.  相似文献

To study risk factors for perpetration of spousal violence among men in Bangladesh, self-reported Demographic and Health Surveys data from 2,780 married men using bivariate and multivariate techniques are analyzed. Of the respondents, 74% report having ever been violent toward their wives; 37% report violence in the past year. Nonnormative behaviors increase the risk for violence: Men who marry more than once, men who use drugs, and men who are unfaithful to their wives are all significantly more likely to report violence against their spouses. Egalitarian attitudes toward women do not decrease the risk for violence. However, attitudes explicitly about wife-beating are the strongest predictor of violence: Men who believe wife-beating is acceptable are more than 4 times as likely to report recent violence against their wives. While men's self-reports of spousal violence indicate that wife-beating is prevalent in Bangladesh, the results indicate opportunities for programmatic intervention.  相似文献
