Government approval in Italy: Political cycle,economic expectations and TV coverage

This paper analyses government approval in Italy – which has become a key aspect for electoral support in the new party system of the Second Republic – exploring the influence that TV coverage exerts on approval net of traditional accounts of government support. Relying on both aggregate time series and pooled individual-level surveys analyses, it is shown that communication has a sizable impact on government approval. The popularity of Centre-Left and Centre-Right governments is affected evenly by the economy but differently by the news coverage of their activity. People with lower political interest are the most reactive to news coverage of government performance.     

Microwave Selective Thermal Development of Latent Fingerprints on Porous Surfaces: Potentialities of the Method and Preliminary Experimental Results

The thermal development of latent fingerprints on paper surfaces is a simple, safe, and chemicals‐free method, based on the faster heating of the substrate underlying the print residue. Microwave heating is proposed for the first time for the development of latent fingerprints on cellulose‐based substrate, in order to add to the thermal development mechanism the further characteristic of being able to heat the fingerprint residues to a different extent with respect to the substrate, due to the intrinsic difference in their dielectric properties. Numerical simulation was performed to confirm and highlight the selectivity of microwaves, and preliminary experimental results point out the great potentialities of this technique, which allowed developing both latent sebaceous‐rich and latent eccrine‐rich fingerprints on different porous surfaces, in less than 30 sec time with an applied output power of 500 W. Microwaves demonstrated more effectiveness in the development of eccrine‐rich residues, aged up to 12 weeks.     

Crossing the boundary: Peasants,shepherds, and servants in a western Alpine community

In the historical and anthropological literature, western Alps servants were widely assumed to be few in number, and the importance of the institution of service therefore negligible. This study combines historical-demographic and ethnographic methods to investigate whether this was true of a community in the Italian western Alps with a mixed population of peasants and transhumant shepherds. Surprisingly, a valuable 1951 census reveals that seemingly small numbers hide what was actually a normal phase in the life course of peasant sons whom shepherds recruited to work as servants. Distinct patterns of life-cycle and lifetime service seem to have coexisted in the same community. The evidence also confirms that in southern Europe, as some recent studies have pointed out, the institution of service often was not just the circulation of young men and women between households but an asymmetrical exchange between different socioeconomic groups. Otherwise rigid social and cultural boundaries were thereby crossed.     

New alliances,governance of the international system and Italy's Foreign policy choices

The EU and the US, mainly through NATO, have been successful in securing peace and prosperity in Europe during the Cold War and in promoting peace beyond Europe after 1990. With the emergence of new powers and the rise of multipolarity, however, it is no longer apparent that transatlantic relations are indispensable and ways must be found to make sure that the relationship remains relevant. The EU and the US currently relate poorly to each other and as a result do not obtain the best possible outcome from their combined resources. Two elements are key to improving transatlantic relations: an inclusive policy towards Turkey (in the strategic interests of both the EU and the US); and more permanent and workable structures suited to the realities of the 21st century.

The Bush administration has been too quick to dismiss containment as an obsolete hangover of the Cold War. Appropriately modified to operate through international institutions and regional alliances, containment provides the most viable available basis for responding to terrorist threats emanating from rogue regimes and weak states.     

Tax decentralization and local government size

This paper investigates the relationship between fiscal federalism and the sizes of local governments. While many empirical studies emphasized that grants encourage the growth of local public spending and local taxes constrain it, they are more silent regarding the effects of different types of tax autonomy. The paper addresses this issue by arguing that tax decentralization as organized on tax bases used only by local governments (tax-separation), rather than on tax-base sharing, would restrain local public expenditures. Using an unbalanced panel of OECD countries, the key finding is that only property taxes—mostly based on a “tax-separation” scheme—seem to favor smaller local governments. Thus, while tax decentralization is a necessary condition for limiting the growth of local governments, it does not appear sufficient, as tax-separation schemes among government levels would in fact be required.     

The bank of italy in the european system of central banks

This article illustrates the legislative and organizational changes affecting the Bank of Italy as a consequence of its participation in the European System of Central Banks (ESCB). The Bank of Italy, while losing its independence in setting national monetary policy, will take part on an equal footing with the other member central banks in setting the single monetary policy for the Union through the participation of its Governor in the Governing Council of the European Central Bank (ECB). The implementation of the single monetary policy and the management of both the exchange rate regime and the official reserves will be decentralized.
