South Korea's innovations in data privacy principles: Asian comparisons

Over the last two decades, at least a dozen Asian jurisdictions have adopted significant data privacy (or ‘data protection’) laws. South Korea started to implement such laws in relation to its public sector in the 1990s, then its private sector from 2001, culminating in the comprehensive Personal Information Privacy Act of 2011. Internationally, there have been two stages in the development of data privacy principles (the common core of such laws), the first typified by the OECD's data protection Guidelines of 1981, and the second typified by the European Union data protection Directive of 1995, with a third stage currently under development.     

Attenuated Total Reflectance Fourier Transform Infrared Spectroscopy Analysis of Red Seal Inks on Questioned Document

Seals are traditionally used in the Far East Asia to stamp an impression on a document in place of a signature. In this study, an accuser claimed that a personal contract regarding mining development rights acquired by a defendant was devolved to the accuser because the defendant stamped the devolvement contract in the presence of the accuser and a witness. The accuser further stated that the seal ink stamped on the devolvement contract was the same as that stamped on the development rights application document. To verify this, the seals used in two documents were analyzed using micro‐attenuated total reflectance Fourier transform infrared spectroscopy and infrared spectra. The findings revealed that the seals originated from different manufacturers. Thus, the accuser's claim on the existence of a devolvement contract was proved to be false.     

Research partnerships : A discussion paper based on case studies from “The place of Alcohol in the lives of New Zealand women” project

Research partnerships between anthropologists and the individuals or groups with whom they work may take a variety of forms. This paper examines four partnerships which evolved during the research project, “The Place of Alcohol in the Lives of New Zealand Women.” These partnerships were between anthropologists and Samoan, Cook Islands, Maori, and Lesbian women living in New Zealand. The strengths and weaknesses of each relationship are evaluated in an attempt to evolve a range of successful models of research partnership.     

Autosomal short tandem repeat analysis of ancient DNA by coupled use of mini- and conventional STR kits

Abstract: Multiplex autosomal short tandem repeat (STR) genotyping enables researchers to obtain genetic information from ancient human samples. In this study, we tested newly developed AmpF?STR^® MiniFiler? kit for autosomal STR analysis of ancient DNA (aDNA), using human femurs (n = 8) collected from medieval Korean tombs. After extracting aDNA from the bones, autosomal STR analyses were repeated for each sample using the AmpF?STR^® MiniFiler? and Identifiler? kits. Whereas only 21.87% of larger‐sized loci profiles could be obtained with the Identifiler? kit, 75% of the same loci profiles were determined by MiniFiler? kit analysis. This very successful amplification of large‐sized STR markers from highly degraded aDNA suggests that the MiniFiler? kit could be a useful complement to conventional STR kit analysis of ancient samples.     

Inspection of collapse cause of Sampoong Department Store

On June 29, 1995, the Sampoong Department Store in Seoul, South Korea, completely collapsed. It was a five story reinforced concrete (RC) building with underground 4 floors and was built using a technique called "flat slab construction". The collapse is the largest peacetime disaster in South Korean history - 502 people died, 6 missing, and 937 sustained injuries. The Sampoong Department Store was completed in late 1989, and it opened to the public on July 7, 1990, attracting an estimated 40,000 people per day during the building's 5 years in service. After the collapse, intense investigation was conducted to find out the direct causes of the collapse through (1) survey on the present collapse situation and ground condition, (2) strength test of the concrete and steel collected at the site, (3) design documents and construction/management reports, and (4) structural analysis. The investigation revealed that the Sampoong Department Store collapsed because so many direct and indirect causes such as flaws in design phase and mistakes in construction and management process were overlapped.     

Examining context-specific perceptions of risk: exploring the utility of “human-in-the-loop” simulation models for criminology

Objectives  

To utilize a “human-in-the-loop” simulation methodology to examine the impact of high-risk environmental contexts on perceptions of victimization risk.     

殷熙耕与曹文轩成长小说比较研究——以叙述策略为中心

本文旨在研究使用叙述策略解释韩国作家殷熙耕和中国作家曹文轩的成长小说。成长小说是讲述任务成长过程的小说,是描写主人公在其所处时代的文化和人文环境中从幼年期迈向青年期的自我发现和精神方面不断成长的过程的小说类型。两位作者的成长小说的区别如下：首先,曹文轩是以当时的社会和政治背景下以事件为主进行叙述的,而殷熙耕更重视以成长主体的心理变化和发展过程为基础进行的叙述。曹文轩具有以讲述为主的现实主义倾向,而殷熙耕具有以展示为主的现代主义倾向。其次,叙述者的位相是构成成长小说叙述策略的重要部分。掌握成长全过程的叙述者的视线会在运用“叙述性过去”的过程中,在小说文本和读者之间的相互作用方面占据绝对位置。再次,《辞格》中所说的“距离”适用于成长小说中的“叙述者一主人公”之间。以心理描写为主进行叙述的殷熙耕成长小说的“距离”较近,借用客观叙述策略的曹文轩小说的“距离”较远。
