The assessment of fractures is a key issue in forensic anthropology; however, very few studies deal with the features of fractures due to explosion in comparison with other traumatic injuries. This study focuses on fractures resulting from blast trauma and two types of blunt force trauma (manual compression and running over), applied to corpses of pigs; 163 osteons were examined within forty fractures by the transmission light microscopy. Blast lesions showed a higher percentage of fracture lines through the Haversian canal, whereas in other types of trauma, the fractures went across the inner lamellae. Significant differences between samples hit by blast energy and those runover or manually compressed were observed (p < 0.05). The frequency of pattern A is significantly higher in exploded bones than in runover and compressed. Microscopic analysis of the fracture line may provide information about the type of trauma, especially for what concerns blast trauma. 相似文献

A new awareness of the role of religion in international relations has started to inform concrete policy discussions in several Western Ministries of Foreign Affairs under the heading of ‘religious engagement’ in foreign policy. Italy is no exception, but as the country which hosts the Holy See, it represents a special case. As the approach to religion found in the historical record of Italian foreign policy shows, Italy has a comparative advantage and could well develop a unique model of religious engagement by strengthening the central structures involved in religious matters and foreign policy, as well as by using the vast network of Rome-based religious non-state actors as a forum of consultation and policy advice. 相似文献

Worldwide income taxation in the country of residence is a legal dogma of international taxation. We question this dogma from the perspective of relations between developed and developing countries from legal and economic perspectives, and make a modern and fair proposal for tax treaties. We show under which conditions a developing and a developed country will voluntarily sign a tax treaty where the developing country is more inclined to share the information with the developed country and whether they should share revenues. Moreover, we demonstrate how the conclusion of a tax treaty can assist in the implementation of a tax audit system in the developing country. 相似文献

Sexual dimorphism is a crucial characteristic of skeleton. In the last years, volumetric and surface 3D acquisition systems have enabled anthropologists to assess surfaces and volumes, whose potential still needs to be verified. This article aimed at assessing volume and linear parameters of the first metatarsal bone through 3D acquisition by laser scanning. Sixty‐eight skeletons underwent 3D scan through laser scanner: Seven linear measurements and volume from each bone were assessed. A cutoff value of 13,370 mm3 was found, with an accuracy of 80.8%. Linear measurements outperformed volume: metatarsal length and mediolateral width of base showed higher cross‐validated accuracies (respectively, 82.1% and 79.1%, raising at 83.6% when both of them were included). Further studies are needed to verify the real advantage for sex assessment provided by volume measurements. 相似文献

This article evaluates the legitimacy and degree of inevitability of unequal access to medicine. The author introduces 'fractal inequality' to the access issue by using the term to describe skewed patterns in distributions of income and wealth that lead to reallocative effects of higher spending on health care by the wealthiest that can cascade down the distributive ladder. 'Fractal inequality' is transposed to the U.S. health care sector to explain the trend away from medical need toward ability to pay. The author cautions U.S. policymakers to consider international access problems instead of exacerbating those issues when domestic access to care policies is debated in a vacuum. The author also analyzes some policy proposals designed to reduce inequities in the global trade of medicine. 相似文献

Public management theories have focused scholars' attention on agglomeration processes between public administrations. Such processes are relevant at a local level to increase efficiency and effectiveness in the provision of public services. Scholars and practitioners have pointed out economies of scale and efficiency in the production of public services as the most important incentives for adopting agglomeration policies. All kinds of related discourse, such as that relating to economics for example, need to be coordinated in order to change the behaviour of citizens and make the agglomeration process acceptable. The present article adopts a Foucauldian approach in highlighting an additional variable/discourse in addition to all the others used to foster agglomeration processes: the identity and culture of the communities involved in this kind of process. 相似文献

In this paper, we explore the effects of dynamic uncertainty on the risk management of regulated industries and emission market.
We consider as major sources of uncertainty the stochastic growth of demand for the industry output (e.g. electric energy)
and the ensuing lack of information on the pollution levels of individual firms, their behavior and the behavior of the regulator.
These sources of uncertainty are common in pollution permit trading as not only does the market respond to the volatility
of fundamentals but also to the vagaries of the institutional structure, created by public policy and enforced through regulation.
The paper shows that in the presence of strategic behavior on the part of the agents involved, even though both the level
and the volatility of output increases over time, trading of permits is a highly effective instrument of risk management,
since it allows the firms to pool the risks arising from the volatile environment, thereby simplifying enforcement, reducing
emissions and improving resource allocation. Moreover, uncertainty plays a subtle influencing role, since on one hand it broadens
the regulator’s deterrent power over potential polluters, while on the other it reduces the expected value of the sanction
