The defense budget can be reduced and the U.S. military downsized because (1) the nation-state threat environment is markedly different than it was during the Cold War, and (2) a large military is not necessary to combat the terrorist threat. In fact, the Islamist terrorist threat is relatively undeterred by the U.S. military presence abroad, and U.S. forces abroad, particularly those deployed in Muslim countries, may do more to exacerbate than to diminish the threat. The arduous task of dismantling and degrading the terrorist network will largely be the task of unprecedented international intelligence and law enforcement cooperation, not the application of large-scale military force. The United States has yet to reconcile its strategic culture to the realities of the post-9/11 era. In the absence of a consensus on grand strategy, America's military and civilian leadership is arguing that in a world of “persistent conflict,” America must exercise its power in increasingly indirect ways. This essay explores the current surge of interest in the so-called “indirect approach” and its possible relevance for the strategic environment of today and tomorrow. We briefly consider a strategic framework for an indirect approach, what true implementation would take, and the attendant risks of such a path. Established in 1944, the North Queensland Local Government Association made an impact on post-war reconstruction and northern development in Australia. The association modernised infrastructure and improved social conditions in Queensland's north, as well as launching an influential publicity campaign to promote a massive northern development scheme. In an era when federal proposals for developing Australia's northern regions often struggled to make a convincing case for Commonwealth investment, these were significant contributions to nation-building. Putting substance before parochialism, the association fostered cooperation among municipal authorities and patiently lobbied the Queensland government. But some members complained that their region was part of a “neglected north” and called for a more assertive campaign. By the late 1950s, having developed regional infrastructure, grown in confidence, and looking for new challenges, the association shifted its lobbying to target the Commonwealth government. The change led to the “People the North” publicity campaign, which influenced federal northern development policy. This article analyses the campaigns led by the North Queensland Local Government Association in the twenty years after 1944. It illuminates a neglected part of Australia's political history: the contribution of regional political voices from Australia's north to nation-building projects such as post-war reconstruction and northern development. 相似文献

This paper develops a theoretical argument linking time and the timing of conflict management efforts to dispute duration. We test competing hypotheses on conflict data drawn from disputes in the post-1945 period. Our analysis demonstrates that the effects of mediation vary substantially over the course of a dispute. Specifically, we note that mediation has a curvilinear relationship with time and the ending of disputes. Mediation efforts that occur soon after disputes begin have the best chance of reducing expected future dispute duration. Following this initial period, subsequent mediation efforts lead to longer rather than shorter disputes. After a long period, mediation again leads to shorter rather than longer disputes. We also find that there should be consistency in the mediators used to manage a conflict rather than shifting personnel to interject new ideas. 相似文献
