Queensland has two prisons run by private companies; the first contract was signed in 1989. In 1995 a competitive tender for a new prison was won by the QCSC against two private providers. Further, there is now a belief that prisons should be run on commercial grounds. The principal agency, the Queensland Corrective Services Commission (QCSC) has been divided into two bodies — a purchaser and a provider — to allow markets to prevail in Queensland corrective services. What can be learnt from these developments? This article will, first, provide a brief history of the changes; second, it will explore whether the initial objectives for the introduction of the private sector into the corrective system have been met; and third it will ask whether market forces can or should be a dominant feature and hence whether a corrective services system can or should be organised on a commercial basis. 相似文献

Decades of individual and aggregate level research suggest that three sets of factors influence voter turnout: the socioeconomic makeup of the potential voter; legal restrictions on voting; and the political context of each election. In this brief study, we use state-level data to test whether these factors combine to account for variations in turnout rates in the electoral arena of presidential primaries. As expected, high turnout is associated with states which have high median levels of education, lenient legal restrictions on voting, and a history of competitive two-party elections. Also congruent with our expectations, but at odds with research of other electoral arenas, high turnout in presidential primaries is unrelated to high campaign spending or close elections. We contend that spending in presidential primaries may be simply too low to stimulate turnout and that close primaries do not enhance turnout because voters are often unaware that the pending election will be close.The names of the authors appear in alphabetical order and imply that this study is in every way a collaborative enterprise. 相似文献

We examined the existence of gender-of-interviewer effects in two local-area surveys in which male and female interviewers were randomly assigned to interview male and female respondents. Small but consistent gender-of-interviewer effects arose on questions related to the women's movement, women's issues, and gender equality, demonstrating that, as expected, respondents were more likely to provide feminist answers to female interviewers. Gender-of-interviewer effects were somewhat more pronounced and consistent on controversial political topics: the women's movement (feminists and political activism) and their policy agenda. There was mixed evidence on whether respondents were equally susceptible to gender-of-interviewer effects. In one of the surveys, gender-of-interviewer effects were more pronounced among less well-educated and younger respondents than among respondents who were better educated or older. A steadily growing literature has emerged in recent years on the role of analogical reasoning in policymaking contexts. However, there has so far been little attempt to anwer the question of where and when analogical reasoning tends to be used. Using Yaacov Vertzberger's situational-motivational nexus framework as starting point, the article examines the decision of the Kennedy administration to wait it out during the substantial stock market crash of 1962. Little evidence is uncovered that the Kennedy and his advisers relied on analogical reasoning to reach this decision, a finding which is surprising given the number of situational and motivational inducements present in the case. The article concludes that a high degree of perceived risk and uncertainty – noticeably absent from the stock market case – is the key situational inducement to analogizing, but suggests that the case tells us something important about the prevalence of rule- as opposed to case-based reasoning. 相似文献

The concept of health involves two dimensions: The level of function at a point in time and the probability of transition to other levels at future times. By applying measured social values to the distribution of the population among a set of levels, a Function Status Index aptly summarizes the Level-of-Well-Being of a population at a point in time. By incorporating empirically determined transition probabilities into a simple stochastic model, a Quality-Adjusted Life Expectancy can be computed that approximates a comprehensive social indicator for health. The indicators possess the statistical properties required for time series and interpopulation comparisons, for studying outcomes and quality of medical care, and for health system optimization in planning and policy analysis. 相似文献
