We present evidence of a positive relationship between school starting age and children's cognitive development from ages 6 to 18 using a fuzzy regression discontinuity design and large‐scale population‐level birth and school data from the state of Florida. We estimate effects of being old for grade (being born in September vs. August) that are remarkably stable—always around 0.2 SD difference in test scores—across a wide range of heterogeneous groups, based on maternal education, poverty at birth, race/ethnicity, birth weight, gestational age, and school quality. While the September‐August difference in kindergarten readiness is dramatically different by subgroup, by the time students take their first exams, the heterogeneity in estimated effects on test scores effectively disappears. We do, however, find significant heterogeneity in other outcome measures such as disability status and middle and high school course selections. We also document substantial variation in compensatory behaviors targeted towards young‐for‐grade children. While the more affluent families tend to redshirt their children, young‐for‐grade children from less affluent families are more likely to be retained in grades prior to testing. School district practices regarding retention and redshirting are correlated with improved outcomes for the groups less likely to use those remediation approaches (i.e., retention in the case of more affluent families and redshirting in the case of less affluent families.) Australia's National Electricity Market (NEM) became unstable in 2016/2017 after 20 years of consistent performance. The South Australian grid collapsed on 28 September 2016 – Australia's first black system event since 1964. Wholesale prices in the region trebled to $120+/MWh; soon after Hazelwood power station announced its exit with just 5 months’ notice. The problem spread as prices elsewhere doubled to $89/MWh from a long‐run average of $42.50. The NEM is experiencing a supply‐side crisis. Consistent with the requirement to decarbonise the system, aged coal‐fired generators are exiting but decades of climate change policy discontinuity has frustrated the entry of new plant. Long‐dated capital‐intensive asset industries like electricity supply anticipate a conventional policy cycle. What they have experienced instead is consistent with garbage can theory. Policy clarity may be emerging for only the second time in two decades. As with the NEM, its durability will depend on cooperative federalism. 相似文献

The idea of ‘new politics' in Scotland, in the 1990s, was based on a rejection of the ‘majoritarian’ politics of ‘old Westminster’ in favour of a ‘consensus democracy’ associated with Scandinavian countries. Yet, the nascent literature suggests that Scottish and UK policy-making practices are similar. UK policy making does not live up to its majoritarian reputation and Scotland was designed with key ‘old Westminster’ features. We extend the comparison to Sweden, as one of several, distinctive, Nordic reference points in Scotland. We examine critically its consensual image and identify the ways in which Scotland has similar features. The study helps clarify the practical meaning of majoritarian and consensus and encourages scholars to focus on actual behaviour rather than policy-making reputations. It also informs current debates on Scotland's future, using long-term evidence to inform recent attempts to revive this focus on the Nordic ideal. 相似文献

In current casework, most post-cyanoacrylate stains rely on luminescence emission in the visible region (400-700 nm). While traditional stains such as rhodamine 6G work well under most circumstances, some surfaces may generate background luminescence under the same conditions. Detection in the near-infrared region (NIR > 700 nm) has shown to be effective in minimizing the interferences from such surfaces. The laser dye styryl 11 generated strongly luminescent fingermarks when applied after cyanoacrylate fuming on all surfaces tested. When compared to rhodamine 6G, the dye was superior only when viewed in the NIR. Styryl 11 was subsequently combined with rhodamine 6G, and the mixed stain formulation (named StaR 11 by the authors) induced stronger luminescence compared with styryl 11 alone with an ability to visualize in both the visible and NIR regions. Reliable and consistent results were obtained when using either styryl 11 alone or the STaR 11 mixture. The enhancement achieved did not otherwise vary depending on the source of the fingermark secretions. With visualization possible in both the visible and NIR regions, the styryl 11/rhodamine 6G mixture showed significant potential as a post-cyanoacrylate stain. 相似文献

Detailed comparison of factors associated with abnormal approach to the prominent and with escalation from communication to approach has not hitherto been undertaken. This partially reflects the failure of individual studies to adopt compatible terminologies. This study involves a careful dissection of six public figure studies, three involving U.S. politicians, two Hollywood celebrities, and one the British Royal Family. Common findings were unearthed across six headings. Approachers were significantly more likely to exhibit serious mental illness, engage in multiple means of communication, involve multiple contacts/targets, and to incorporate into their communication requests for help. They were significantly less likely to use threatening or antagonistic language in their communications, except in those cases involving security breaches. These results emphasize the importance of integrating mental health findings and preventive measures into risk management. Approach should not be regarded as a single behavioral category and has multiple motivations. Future studies should adopt standard terminology, preferably taken from the general stalking research. 相似文献

Purpose
A number of policy efforts have aimed to reduce drunk driving, including deterrence-based policies and specialized treatment courts. This study examines the impact of expedited court processing on the county-wide rate of DUI offenses. It also examines the links between sanction swiftness, certainty, and severity and changes in DUI rates over time.Methods
This study uses interrupted time series analysis to assess changes in DUI rates in one county over a time period including the introduction of a full-coverage, expedited court docket for DUI. Additionally, the three components of deterrence were examined.Result
Findings reveal that the program implementation corresponded with a lower rate of DUI case filings, but not with a general reduction in alcohol-involved collisions in the county. Additionally, only sanction swiftness improved over time, while certainty remained stable and severity declined.Conclusions
Results indicate that the introduction of the expedited court docket does not appear to have produced a deterrent effect on DUI. It may be that DUI offenders require more than expedited processing to overcome the issues that precipitate their offending. Future research and policy should explore both the impact of swiftness of punishment and the provision of appropriate treatment services in addressing DUI offending. 相似文献999.

The determination of the cause and manner of death for a body recovered from the water can be difficult because of a lack of autopsy findings specific for drowning. This case report describes a 30-year-old man found submerged at the bottom of a hotel pool. An autopsy revealed scleral hemorrhages and fascial hemorrhages of multiple muscles of the anterior and posterior neck bilaterally. No evidence of traumatic injury was on the surface of the body. An investigation by law enforcement found no evidence of foul play. The occurrence of petechial and neck hemorrhage in a body recovered from the water is controversial, and a review of this literature will be given. We suggest that fascial hemorrhages of the muscles of the neck, as well as cephalic hemorrhages, can be explained by drowning-related elevated central venous pressure that is communicated to the head through the valveless veins of the neck. 相似文献
