Democratization studies endorses a liberal view of democracy and political culture. Insufficient notice is taken of alternative models of democracy. I argue that a ‘multiple democracies’ approach that takes potential variety in democratic political cultures into account has three advantages over the conventional approach: it is sensitive to the historical and contextual nature of democratic regimes, it takes a dual imaginary into account, and it is able to conceptualize the emergence of innovative forms of political culture. Instead of a ‘model approach’, I suggest a multiple democracies approach that identifies political cultures by means of available patterns of cultural repertoires or ethics of democracy. 相似文献

Since their introduction in 1984 Challenge funds have been widely adopted by central government. They are now used by twelve government departments to distribute competitively more than £3,250 million of Exchequer funds. The introduction of Challenge funds appears to have been politically driven, usually focusing on the objectives of cost and efficiency rather than quality and equity. They represent a further manifestation of the introduction of competition and 'market style' structures. This paper examines the key features of 41 Challenge funds and their operational characteristics. Numerous benefits, such as cost savings and innovation, arising from the introduction of Challenge funds have been put forward. By reviewing other studies, which have investigated the impact of the introduction of competition in producer and consumer markets, and through comparison with previous schemes it is possible to examine the potential impact of Challenge funds. Administrative and monitoring mechanisms are found to be centralizing control, despite assertions to the contrary. There is a growing concern that the level of information collection required is too arduous and it is used to control and regulate schemes rather than as a method of investigating where operations could be improved. Leverage from Challenge funds has been no more successful than earlier non-competitive initiatives. Competitive bidding could stifle innovation and participatory democracy is not encouraged or facilitated by Challenge funds. 相似文献

This article identifies the need for an appropriate methodology for evaluating Fair Trade, given that most evaluations to date have been in-house or commissioned reviews and hence have not followed a consistent approach. Focusing on the development aspects of Fair Trade, the article reviews a range of impact evaluation methods and presents a detailed methodology for analysing Fair Trade. This methodology incorporates standard project evaluation criteria and is based on a wide range of proven methods for collecting and analysing data, principally qualitative but also quantitative. This framework is a modular package from which practitioners may select according to their needs and means, while still retaining an overarching logic. The article illustrates its use by reference to evaluations undertaken in Costa Rica, Ghana, Nicaragua, and Tanzania. This article argues that transitional justice ranges from the very personal and local to the global and structural, spanning processes and outcomes, clear demands, compromises and contracts. It explores this diversity using the framework of ‘embedded justice’ and ‘distanced justice’, and the case studies of South Africa, Rwanda and Sierra Leone. The argument draws on Fletcher and Weinstein (2002) to argue that justice needs to be embedded within and to engage the communities, cultures and contexts of conflict. A recent article by Sieff and Vinjamuri (2002) is used to advocate decentralisation. Transitional justice debates have generally overlooked justice, and human rights, as manifest in political, economic and social processes whilst privileging the law, and dismissing the potential of locally generated and embedded justice. The article argues that achieving the correct balance requires a shedding of naïve faith in, and the transformation of, both local and international justice, and the contexts within which they operate, whilst seeking to build on their complementary capacities and legitimacies. 相似文献
