Fragmented Government Effects on Fiscal Policy: New Evidence

Using a panel of 22 OECD countries over the 1971–1996period, this paper extends previous literature on the effectsof fragmented government on fiscal policy outcomes in variousdirections. First, we focus on data relating to centralgovernment as alltheories refer to central government. Second, we also examinegovernment's position vis-à-vis parliament andgovernment's political fragmentation. We find evidence thatmore fragmented governmentshave higher deficits, while governments that have a largemajority in parliament have lower deficits. Right-winggovernments appear to have been fiscally more responsible inthe seventies. Political fragmentation does not affect agovernment's budget deficit.     

Voices on Paper: Multimodal Texts and Indigenous Literacy in Brazil

This paper focuses on the recent production of multimodal writing in an indigenous community in Brazil, resulting from the equally recent introduction of literacy. Seeing this form of writing as part of the process of intercultural semiosis and cultural translation, the paper discusses how concepts of local indigenous oral culture and received wisdom interact with the Western concept of writing as the ‘record’ or ‘representation’ of speech, bringing to writing the indigenous notion of cultural ‘enactment’ or ‘performativity’. In an effort to overcome a view of alphabetic writing as semantically only propositional, mimetic and decontextualized, the Kashinawa´ community, by adding visual components to alphabetic texts, appear to transform writing into contextualized performative ‘poiesis’, which simul taneously inaugurates a complex process of semiosis inseparable and only comprehensible from their local cultural perspective.     

East Germany: another party landscape

Viewed from the heart of the EU in Brussels, German European policy has not been significantly altered by unification. A major reason for this policy continuity is the stability of the composition of German's foreign policy ‘establishment’ in the federal bureaucracy as well as in the political parties. For a combination of reasons, including the economic conjuncture, the enhanced European policy role of the Länder governments, and the lack of socialisation of east Germans into the European project after the Second World War, the political climate has, however, grown more hostile to closer integration. This may prove though to be a conjunctural phenomenon, which will change with an upturn of the German economy. There will be no ‘Britishisation’ of German European policy.     

Virological analysis in the diagnosis of sudden children death: a medico-legal approach

Infections are considered to be an important cause of unexpected death in children. It has also been assumed that respiratory viruses are involved in the genesis of sudden infant death syndrome (SIDS). The Spanish National Institute of Toxicology and Forensic Sciences act as the forensic reference centre for Spain. We analyse the experience of this centre in the virological study of 64 cases of sudden children death where viral serology, virological cultures, herpesviruses polymerase chain reaction (PCR) and electron microscopy were performed. According to pathological findings, death could only be attributed to an adenovirus infection in one amygdalitis with upper airways stenosis and asphyxia. Human herpes virus 6 (HHV-6) was detected by PCR in one case with pathological findings characteristic of SIDS. Recent infection by respiratory syncytial virus (RSV), Epstein-Barr virus (EBV) and cytomegalovirus (CMV) were also detected. Meanwhile, 85.9% of the cases yielded negative viral results. Twenty-eight infants were finally categorised as SIDS. Pathological findings of infection were detected in 12 patients despite the negativity of viral analyses. Although viral infection is an uncommon cause of sudden children death, a complete microbiological investigation will help to solve the puzzle of SIDS. Definitive guidelines for microbiological analyses need to be updated whilst new pathogens are discovered or new techniques are implemented in order to clarify unsolved cases.     

Presence on the Ground: Expectations,Resources and Tactical Moves in the Negotiation of a UN Peacekeeping Operation in the Central African Republic

ABSTRACT

How do local situations matter? It is tempting to explain the creation of a new peacekeeping operation (PKO) by the willingness to solve a local security problem. However, main contributor countries to UN and EU PKO in the Central African Republic in 2014, have sent hundreds of troops without a genuine interest in the local situation. Thus, how, why and when links to the ground are made? Having presence on the ground gave some actors levers in the negotiations. The contact with the ground impact the construction of expectations. It is a resource for pressuring on hesitating countries.     

Punishing Cruelly: Punishment, Cruelty, and Mercy

What is cruelty? How and why does it matter? What do the legal rejection of cruelty and the requirements of mercy entail? This essay asks these questions of Lucius Seneca, who first articulated an agent-based conception of cruelty in the context of punishment. The hypothesis is submitted that the answers to these questions offered in Seneca’s De clementia constitute one of the turning points in the evolution of practical reason in law. I conclude, however, by arguing that even the mainstream punitive practices of contemporary western societies fail to meet the modest imperatives of the rejection of cruelty and the unconditionality of mercy propounded by Seneca.
