目前我国社会中介组织发展中存在以下主要问题:缺乏现代市场经济理念,中介组织的建立不规范,中介服务市场区域人为分割现象严重,行为不规范。加强规范管理社会中介组织的对策:一是更新观念,充分认识发展中介组织的重要性,二是规范政府与中介组织的关系,健全独立的运转机制,三是在政府主导下,以行业自律为中心重组行业协会,四是取消政府人为分割市场的禁令,有步骤地建立统一市场,五是加强监管,公正执业。  相似文献

To assess the utility of quota experience in winning open seats, this article examined the factors explaining why only a small number of quota members of parliament (MPs) switch to non-quota seats in the context of Tanzania, where quota seats for women have been in place for three decades. Despite the socioeconomic and political forces offsetting the advantages of quota seats, special seats, if used effectively, are instrumental to winning constituency seats. To materialize a switch to a constituency seat, an early decision to run, strategic selection of a constituency, a track record of service to the target constituency, and mobilization of grassroots women are essential for special-seat women. The findings of this study, therefore, shed some light on how women’s parliamentary representation can move beyond the dependence on gender quotas.  相似文献

通过对现有我国公共管理领域中的政策分析方法相关研究的梳理,在参照国外相关文献的基础上,提出了一种面向对象的公共政策分析方法.从理论与实践的角度表达了这种政策分析方法的优点和局限性.公共政策分析的对象几乎都是复杂系统,面对这种复杂的分析对象,只有通过从概念到流程的处理,从定性到定量化工具的使用,才能把公共政策所要面对的问题进行解构和优化,使之成为一种可操作的理论建构.特别是通过一个典型的应用案例,使面向对象的公共政策分析方法建立操作性的认知成为可能,从而对当前我国公共管理领域提供了一种可供参考的政策分析方法.  相似文献

On February 7,the U.S.and Japan inked an agreement,allowing Japanese steel products to enter the American market without the application of the Section 232 tariffs introduced by former President Donald Trump.The presidential orders imposed a 25-percent tariff on imported steel and 10 percent on imported aluminum,coming into effect on March 23,2018.Under the latest agreement,the U.S.will remove the steel tariff on Japanese exports of up to 1.25 million tons.  相似文献

While much discussion centres on economic properties and political challenges of implementing the China’s Belt and Road Initiative (BRI), few studies investigate the subtle connections between the narratives of the BRI and the political transformations in the regions en route of the project. Through a critique of the Copenhagen School’s theory of securitisation, this paper brings together the analysis of Chinese, Central-Eastern European (CEE) and the core EU governments’ ideas and perceptions of the BRI and assesses what they mean for the future of the European Union’s political and normative cohesion. This paper argues that the China-deployed desecuritised narratives of the BRI constitute an important soft power strategy of China in its engagement in Europe. The article illustrates how these desecuritised narratives are utilised and co-produced actively by countries of CEE with a political aim of negotiating their domestic interests with the EU’s institutions, making the process of desecuritisation neither apolitical nor benign. As China-promoted desecuritisation is used instrumentally by the regional actors to present China as an economic, political and normative alternative to the EU, the article contributes to the understanding of China’s desecuritisation as a soft power strategy, which is both forged through ‘negative’ language (Callahan, Politics 35(3–4):216–229, 2015) and is ‘contingent’ upon recipient audiences (Kavalski, Coop Confl 48(2):247–267, 2013). As a result, new regional dynamics emerge in the EU, which are driven by the populist turn and growing demand for Chinese investments in the European periphery, which China skilfully utilises through narratives of desecuritisation in order to boost its soft power strategy in the region.

The report presents a fatal poisoning of a neonate occurring in the final stage of gestational life and evoked by his mother, who, while 9 months pregnant, took a toxic dose of clozapine aiming at committing suicide. She was also severely poisoned, but ultimately was saved. The woman had been taking the medication due to schizophrenia and depression prior to conception, and the discontinuation of the drug in the course of pregnancy increased the risk of the woman attempting suicide. In the course of comprehensive toxicological analysis based on the developed analytical procedure with the use of LC-APCI-MS, clozapine and its two metabolites, norclozapine and clozapine-N-oxide, were determined in postmortem blood, liver and kidney in concentrations explaining the death of the neonate. The interpretation of the above-described case is complex and--apart from toxicological aspects--also involves issues associated with psychiatry, pharmacotherapy in pregnancy and medicolegal problems.  相似文献

In this paper the by-products arising during the synthesis of 4-methylthioamphetamine (4-MTA) by LiAlH(4) reduction of 1-(4-methylthiophenyl)-2-nitropropene (nitropropene route) and reductive amination of 4-methylthiophenyl-2-propanone in the presence of NaCNBH(4) are investigated. The identification of 4-methylthio derivatives of N-(β-phenylisopropyl)benzaldimine, 4-methylthio derivative of N-(β-phenylisopropyl)benzyl methyl ketimine, 1-(4-methylthiophenyl)-N-(4-methylthiobenzyl)-2-propanamine, (RS) and (SS/RR)-N,N-di-[β-(4-methylthiophenyl)isopropyl]amine, 4-methylthiobenzyl ether and methylthiobenzoic acid methyl ester as most prominent impurities in crude 4-MTA synthesised by reductive amination of 4-methylthiophenyl-2-propanone, is reported. Methylthio derivatives of 2-methyl-3-phenylaziridine, 2-benzylaziridine, and 4-methylthio derivative of BMK oxime as route-specific markers of nitropropene route leading to 4-MTA, were also characterized. The identity of these compounds was confirmed by their independent synthesis.  相似文献
